MINUTES OF THE REGULAR MEETING
EDINA HERITAGE PRESERVATION BOARD
TUESDAY, NOVEMBER 27, 1984 AT 8:00 P.M.
EDINA CITY HALL MANAGER'S CONFERENCE ROOM
MEMBERS PRESENT: Chairman Foster Dunwiddie, Tom Martinson,
Gordon Stuart and Mary Nelson.
STAFF PRESENT: Harold Sand
I. APPROVAL OF MINUTES. Mr. Martinson moved approval of the
September 25, 1984 minutes. Mrs. Nelson seconded the
motion. All voted aye. Motion carried.
II. HISTORIC ST. PATRICK'S CHURCH, 7000 Cahill Road. Mr. Sand
reported that the Board approved a sign permit at the
previous meeting subject to a location west of the east
wall of the building. However, no one realized that the
large evergreen tree blocks the view of the sign and
forces a large setback from West 70th Street. The
proponent requests an alternate location behind the
flagpole.
Mr. Martinson expressed concern that the development
plans for the multiple family residence have not been
pursued and the two year old plans are no longer valid.
The Board should not deal with generic solutions but
should review specific proposals that are ready for
implementation.
Mr. Sand advised the Board that the zoning ordinance
provides a one year expiration time for preliminary
development plan approval when final development plans
are not submitted and approved. The preliminary approval
granted in 1982 has expired and any renewed attempt to
develop the property will require a new hearing by the
Board.
Mr. Dunwiddie requested that the sign and the development
plans be considered two separate issues.
Mr. Martinson moved approval of the revised sign
location. Mr. Stuart seconded the motion. All voted
aye. Motion carried.
Mr. Martinson moved that the previous approvals for the
multiple dwelling project granted in 1982 are no longer
valid because of the time that has expired. Any
development of the site will be reviewed as a fresh
proposal. Seconded by Gordon Stuart. All voted aye.
Motion carried.
III. WOODDALE SCHOOL, 4500 West 50th Street. Mr. Dunwiddie
passed out copies of an article from the November 23,
1984 Minneapolis Star and Tribune concerning moving City
Hall into Wooddale School. The article is premature in
linking the concept of moving City Hall with the subject
of a potential use for Wooddale School.
The Minneapolis consulting firm of BRW Inc. has been
hired by the City to consider a number of problems in the
area, including West 50th Street traffic, parking and
potential use of the Wooddale School site. They have
prepared five preliminary concepts for the use of the
school site:
1. Retain the existing building.
2. Retain the 1926 portion of the building and
convert a portion of the site to park use.
3. Retain the front facade and corridor and
remove the remainder of the building.
4. Retain the stone portico from the main
entrance as a memorial.
5. Remove the entire building and integrate the
site with Utley Park, south of West 50th Street.
BRW Inc. has inspected the building and finds it
structurally sound, in need of a new roof and mechanical
improvements depending on the intended use. The
estimated cost of providing a new exterior surface for
options no. 2 and 3 is approximately equal to the cost of
upgrading the additional portion of the structure
preserved in option no. 1.
BRW Inc. is also considering alternate roadway
improvements for West 50th Street. All of the alter-
natives maintain the existing 40 foot pavement width east
of Wooddale Avenue. The most likely alternative for the
portion west of Wooddale is a 52 foot wide roadway with a
wide median and left turn lanes.
The consultant is meeting with a committee of department
heads and Council members Fred Richards and Leslie
Turner. The consultant will present 2 or 3 alternatives
that represent a consensus of the committee at a joint
meeting of the Park Board and City Council on Tuesday,
January 8 and 15, 1985 at the Wooddale School auditorium.
The meeting will be publicized with a mailing to
residents north of West 54th Street and east of Highway
100.
The Board discussed the amount and distribution of park
land compared to the population density in the northeast
quadrant of the City. Mary Nelson inquired if the
consultant's report included any demographic research for
this quadrant. The report will not contain any
information about potential uses for the building or
financing options.
The Board discussed financing programs that include the
sale and lease back of the building for limited time
periods. The Federal 25 percent investment tax credit
for certified restorations of historic buildings could
make the project attractive to private investors. The
private corporation must own the building for a minimum
of 5 years and during that period, no more than 35
percent of the floor area may be used for a tax exempt
use such as government offices. Mr. Martinson will work
on some financing proposals. Mr. Dunwiddie will meet
with City Manager Rosland to discuss financing
possibilities and potential use of the building. No
further action taken.
IV. HISTORIC TOURS AND MARKERS UPDATE. Harold Sand presented a
completed copy of the Country Club District Walking Tour.
The narration of the tour can take place if the Board
wishes to proceed. No additional information was
available about the Historic Markers program.
V. OTHER BUSINESS. Mr. Dunwiddie inquired about the status of
the Certified Local Governments Program. Mr. Sand said
that there was no further information from the State
Historic Preservation Office.
VI. NEXT MEETING DATE. The Board decided to reschedule the
December 25 meeting to Tuesday, December 18, 1984 at 8:00
p.m. The following meeting is January 22, 1985 at 8:00
p.m.
VII. ADJOURNMENT. Mr. Martinson moved adjournment at 9:30 p.m.
Mr. Stuart seconded. All voted aye. Motion carried.

SUBJECT: Meetings
The City Council has scheduled joint meetings with the Park Board for
consideration of development options for the Wooddale School site.
The meetings will be held at the school auditorium on January 8 and 15,
1985 at 7:00 p.m. BRW, Inc., the consultant for the project, will
present their report for public -comment.
The next Heritage Preservation Board meeting is scheduled for December 18,
1984, at 8:00 p.m. in the reception conference room on the upper level
at City Hall. The following Heritage Preservation Board meeting is
scheduled January 22, 1985 at 8:00 p.m.
