EDINA HERITAGE PRESERVATION BOARD

I. APPROVAL OF THE MINUTES:
Gary Nyberg moved for approval of the minutes from the October 25, 1988 and
January 24, 1989, meetings, Cy Stuppy seconded the motion; all voted aye, motion
carried.
II. SOUTHDALE MALL - COMMEMORATION UPDATE:
Ms. Repya advised the Board that Southdale Center has erected a series of
portable walls in the Garden Court which depict the past, present and future
plans for the mall.
Of particular interest to the Heritage Preservation Board are the historic
panels which through photographs, magazine and news paper clippings, and story
line depict the growth of Southdale from an award winning, innovative shopping
environment.
The Center management has advised staff that the display will remain on the
Garden Court throughout the construction period - until August of 1990.
Mr. Nyberg asked if the proposed changes to the mall would vary drastically from
the original Southdale. Ms. Repya stated that the display highlights the
addition as bringing the original "perpetual springtime" theme back to the mall.
No further action taken.
III. OLD ST. PATRICK'S CHURCH:
Ms. Repya advised the board that the City is expecting to receive a development
plan for the Wooddale Montessori and Old St. Patrick's Church site on the SW
corner of West 70th Street and Cahill Road. The plan might include a proposal
to incorporate the church into the overall development plan, or relocating the
church to Arneson Acres and commemorating the 70th/Cahill site with an historic
marker.
Background information relative to the Heritage Preservation zoning of the
church was sent to all board members for the purpose of enlightening those who
were not members in 1982 when the rezoning took place; and refresh the memories
of those who participated in the rezoning procedures.
Ms. Repya pointed out that the goal for this evenings meeting would be to share
ideas relative to the significance of the Old St. Patricks Church and site.
Discussion ensued relative to the previous development plan that was presented
along with the HPB rezoning in 1972. Ms. Repya explained that while the HPD
rezoning met final approval, the development plan for the site did not proceed
beyond the preliminary approval phase.
Mr. Stuart pointed out that the original church was struck by lighting and
reconstructed in 1924. Addressing the question of what is considered
historically significant, the church or the site, Mr. Stuart explained that he
felt that the church and site together are significant.
Mr. Wray agreed with Mr. Stuart, pointing out that the site and the building are
equally significant.
Mr. Stuppy stated that the church is the only remaining structure of the
original Cahill Settlement, and the only historic building that is still on its
original site. He then questioned whether it would be a good idea to move the
building.
Mr. Stuart, reading from the June 30, 1982, Planning Commission minutes, pointed
out that it was staff's opinion that the building could not be moved from the
site and preserved elsewhere. Mr. Hughes had explained that "the building on
the site is important. The building off the site is not as important. Whether
the City would ultimately concede to relocating the building is difficult to
speculate, but staff recommends that the building and site be considered
together".
Mr. Nyberg asked what reaction from the church had been. Ms. Repya explained
that at this point the church feels the site should be preserved, however, they
have no use for the building and would not want it moved to their site at Valley
View and Gleason.
Mr. Nyberg then asked why the church members gave up their old building if they
felt so strongly about its significance. He added that perhaps the archdiocese
would have interest in the property since St. Patrick's was the oldest Catholic
Parish in Hennepin County.
Mr. Stuart and Mr. Stuppy agreed that to move the old church building to Arneson
Acres, off the street, out of sight would take away from its significance.
Mr. Stuppy explained that he did not agree with the concept of moving historic
buildings off their original sites, pointing out that the historical
significance is lost in the process. He added that since the church building
was not the original structure, the site was more significant than the building.
The board agreed that Mr. Marsh Everson, the owner of the Old St. Patrick's
church has done a good job of maintaining the property in keeping with the
Heritage Preservation District requirements. No further action taken.
IV. OLD BUSINESS:
A. Edina Theater
Gordon Stuart stated that he was very pleased with the remodeling of the Edina
Theater and especially glad that they agreed to leaving the shops along the West
50th side. He pointed out that the new design with four theaters seems to be a
better plan that has worked out well. All Board members agreed.
V. ADJOURNMENT: 8:15 P.M.
Cy Stuppy moved for adjournment. Gary Nyberg seconded the motion. All voted
aye; the motion carried.
