EDINA HERITAGE PRESERVATION BOARD
TUESDAY, OCTOBER 29, 1991, AT 7:00 P.M.

I. APPROVAL OF THE MINUTES:
Herman Ratelle moved for approval of the minutes from the
September 24, 1991, meeting. Following a brief discussion, David
Gepner seconded the motion. All voted aye; motion carried.
II. DEVELOPMENT OF A PERMIT APPLICATION FORM:
Ms. Repya advised the Board that the Edina Zoning Ordinance
#825, Section 20, defines the responsibilities and procedures for
the Heritage Preservation Overlay District. Specifically,
paragraphs E and F outline the permitting process for any changes
made to the exterior appearance of zoned properties.
Currently, the Ordinance specifies that the owner of the zoned
property where the work is proposed should make application to the
Building Officials who will then submit the application to the
Planner responsible for the Heritage Preservation Board.
Ms. Repya stressed concern that many of the exterior changes
made to the zoned properties (i.e. repainting, new roof, etc.)
which require a permit from the Heritage Preservation Board, do not
require a building permit from the City. It is for that reason
that some changes have been made to our historic structures without
acquiring the necessary "Permit for Modification" from the Heritage
preservation Board.
Ms. Repya explained that by providing the owners of our HPD
properties with a step by step procedure for communicating proposed
changes, the board will achieve several goals:
1. Become an accessible, helpful resource to the owners of
designated properties;
2. Ensure that the provisions of the zoning ordinance
requiring permits for exterior changes to designated
properties are carried out; and
3. Provide accurate and complete documentation of external
changes to designated properties.
Board members agreed that our ordinance is vague, and a more
clearly defined permitting process for designated properties would
be helpful to both the property owners and the Heritage
Preservation Board.
Sample ordinances and design review guidelines from cities
such as Northfield, Red Wing and St. Paul were submitted and
reviewed by Board Members. Ms. Repya agreed to get copies of
ordinances from Cottage Grove and Stillwater too.
Chairman Nyberg shared a copy of design review guidelines
which he compiled from a conference he attended to assist the Board
in defining their goals.
Ms. Repya suggested that the Board may wish to invite the
owners of the three historically designated properties to a future
Heritage Preservation Board meeting. At that time, the Board could
work toward establishing a rapport with the homeowner's as well
explaining their responsibilities as owners of HPD Properties.
Board members agreed that a meeting with the HPD zoned
property owners would be most beneficial once we've outlined
required procedures and completed the related paperwork.
This item was continued to the next meeting. No formal action
was taken.
III. CERTIFIED LOCAL GOVERNMENT PROGRAM:
Ms. Repya explained that she had been in contact with Britta
Bloomberg, Acting Deputy State Historic Preservation Officer
regarding the possibilities of Edina becoming a Certified Local
Government.
The Certified Local Government Program encourages the
coordination of local preservation efforts with the State Historic
Preservation Office and has the additional benefit of qualifying
the City to apply for matching funds for preservation survey and
planning work. In recent years, this program has enabled several
of the state's local preservation programs to advance their efforts
significantly.
Ms. Bloomberg has sent us a copy of the requirements for
certification. Some important elements include the adoption of a
heritage preservation ordinance and commission which meets state
standards.
Once Ms. Bloomberg's office determines that our ordinance and
commission meets their requirements, she has assured that the
process is relatively simple.
Following a brief discussion, Board members greed that the
Certified Local Government program was definitely worth checking
into further. Ms. Repya agreed to contact Ms. Bloomberg about
coming to a future meeting to answer questions which may arise
regarding the CLG program.
Chairman Nyberg stated that he felt this would be an excellent
time, while the Board is considering the clarification of
procedures in the ordinance as well as the Certified Local
Government Program, to have an attorney review the related
ordinances. Mr. Ratelle agreed to take a look at the ordinances
and report back to the Board. No formal action was taken.
IV. EDINA MILL SITE:
Reporting back to the Board on the excavation activity which
took place at the Edina Mill site last month, Mrs. Curtis explained
that a Park Department employee brought her a box full of old
bottles which had been unearthed when the water main was being
repaired. The bottles are now at the Arneson Acres Museum. No
further information was available.
Ms. Curtis expressed concern that the media had been alerted
about the dig and perhaps some important artifacts were taken by
the public.
V. COUNTRY CLUB BROCHURE UPDATE:
Chairman Nyberg explained that all the art and printwork for
the Country Club brochure is currently at the printers. We expect
the brochure to be read for mailing by Thanksgiving.
Following a brief discussion, all board members agreed that
they were excited to see the final copy of the brochure. No formal
action was taken.
VI. OTHER BUSINESS:
A. Wooddale Park Sign
Chairman Nyberg recalled that a sign had been proposed
for Wooddale Park that would include the National
Register status of the Country Club District.
Following a brief discussion, Ms. Repya agreed to check
into the status of the sign with Bob Kojetin, Director of
Parks and Recreation. No formal action was taken.
B. Minneapolis Heritage Preservation Commission Brochure
David Gepner presented a copy of a brochure he received
from the Minneapolis Heritage Preservation Commission.
The premise of the brochure is to explain the task and
goals of the Commission. Board members agreed that it
was an interesting piece which we could consider if we
choose to create a similar piece. No formal action was ,
taken.
