January Meeting B. 1994 Certified Local Government Status Report DATE: January 20, 1995 A. The regularly scheduled meeting for Tuesday, January 24, 1995, will not be held. B. I have enclosed a copy of the 1994 Status Report which was presented to the 18 State this past fall as required to maintain our standing as a CLG City. The State's review of the report is also included. You will note that last year I was the only person to attend the State Workshop held in April. While that fulfilled the CLG requirements, this coming April it would be great to have participation from the Board too. I will let you know as soon as I receive information on the 1995 Workshop. APPROVAL OF THE MINUTES Herman Ratelle moved for approval of the minutes from the December 13, 1994, Heritage Preservation Board meeting. John Cooney seconded the motion. All voted aye; motion carried. II. EDINA ADVISORY BOARD AND COMMISSIONS MEETING Wednesday, March 22, 1995 Ms. Repya reminded the Board that the annual meeting of Edina's Boards and Commissions was coming up on Wednesday, March 22, 1995, at Centennial Lakes. Ms. Repya encouraged all Board members to attend the meeting; no formal action was taken. Ill. MINNESOTA HISTORICAL SOCIETY ANNUAL MEETING April 28 & 29, 1995 Ms. Repya advised the Board that the annual Heritage Preservation Commission and Certified Local Government Workshop will be taking place at the Stearns County Heritage Center in St. Cloud on April 28 & 29, 1995. The State Historic Preservation Office has not sent the registration information to the cities at this point; however, cities should receive the information packets by the end of March. Ms. Repya reminded the Board that as a Certified Local Government, attendance at the Saturday, April 29th- meeting is required by at least one member of the HPB. After a brief discussion, Marilyn Curtis offered to attend the Friday, April 28th session and John McCauley agreed to attend the Saturday, April 29th CLG session. The remaining board members stated that they would not be able to attend the workshop on either day. I IV. OTHER BUSINESS A. Upcoming Projects for the Heritage Preservation Board Ms. Repya reminded the Board that several meetings ago they had discussed researching the development of residential neighborhoods in the City. The neighborhoods discussed at that time were West Minneapolis Heights, Indian Hills, Rolling Green, South Harriet Park and Morningside. Marilyn Curtis pointed out that the Historic Building survey of Edina which identified historically significant homes in each of the neighborhoods would be a good tool to use when studying the neighborhoods. Herman Ratelle asked if there were any historically significant churches in the City. Ms. Repya explained that the old St. Patricks Catholic Church used to stand on the southwest corner of West 70th Street and Cahill Road. That church had been zoned Heritage Preservation District, but was not on the National Register of Historic Places. The church was torn down in the early 1990's to make room for a townhouse development. The Cahill Settlement kiosk was erected to commemorate St. Patricks Church and the Cahill Settlement which is served. Discussion ensued regarding other churches in the City that have been transformed into residences or businesses. Board members agreed that an inventory of Edina's churches, past and present would be a worthwhile project. Returning to the discussion about researching the residential development of the City, Marilyn Curtis suggested to start with one of the earliest neighborhoods, Morningside. Don Wray agreed siting a 1905 newspaper article which heralded Morningside as a new bedroom community to Minneapolis thanks to the extension of the streetcar line from Lake Harriet west to Morningside. Ms. Curtis then moved that the Heritage Preservation Board begin exploring the Morningside district of Edina. John McCauley seconded the motion, all voted aye; the motion carried. Board members discussed the topics of interest to pursue which included early residents, social and political issues and architecture. Don Wray shared that he grew up in Morningside and his grandfather had been the Mayor of Edina in 1920 when Morningside seceded from the City, after which he became the Mayor of Morningside. Mr. Wray offered to search family records to see if he had photos or documents to aid in research. Marilyn Curtis pointed out that Dudley Parsons, a local historian has family roots in Morningside that date back of the early 1900's. It was agreed that Mr. Parson's would be a valuable source for information about Morningside. Ms. Repya offered to invite Mr. Parsons to a Heritage Preservation Board meeting to share his reminiscence of the District. Board members agreed that would be a great idea. ADJOURNMENT 0 MEMORANDUM TO: Heritage Preservation Board FROM: Joyce Repy f SUBJECT: Morningside istrict/Neighborhood Studies DATE: May 19, 1995 At the April 25th HPB meeting, Dudley Parsons and his son James came to speak about the Morningside District. Unfortunately, there was not a quorum, at the meeting, however, John McCauley, Lois Wilder, and I were entertained with Mr. Parson's reminiscence of growing up in Morningside during the 1920's. Mr. Parson's son James presented a lengthy report he has completed on Morningside (copies will be available for you at Tuesday's meeting). I advised Mr. Parsons that the Board would keep him posted on the progress of the Morningside study (as well as the other neighborhoods). This Tuesday will be a brainstorming session when the "plan of attack" for the neighborhood studies will be addressed. All voted aye; the motion carried. ff u e _,_►IURS II 510 YC_coo Board members discussed the importance of the Morningside District as the first neighborhood in Edina having been platted in the 1905. Chairman Nyberg stated that he felt the Board should establish a goal for what they would like to accomplish with its commemoration efforts; be it an informational brochure like the one done for the Country Club District, or simply a formal documentation of the history of the District. Marilyn Curtis pointed out that the Morningside District contains many of the old buildings that were identified as worthy of commemoration in building survey of the City that was done in the early 1980's. Don Wray agreed with Mrs. Curtis, pointing out that the District's unique history; having seceded from the city in 1920 only to come back to Edina in 1966 is a unique element that no other neighborhood in the city possesses. He pointed out that the succession is a great story that should not be forgotten. Ms. Repya advised the Board that because Morningside was a separate village during its growth years, and their record keeping practices were different from the Village of Edina's, the city of Edina currently doesn't have many of the plats and historic documents for the Morningside District. The Village of Morningside did not have the facilities to store many of the historic documents, thus they were sent directly to Hennepin County. Ms. Repya concluded that it might serve the City and the Heritage Preservation Board well to obtain is copies of the missing plats and historic documents from the County. Following a brief discussion, Board members agreed that it would be helpful for them if a map was created that delineated the major neighborhoods in the City along with the years they were developed. Beyond that, the map might also include the significant properties in the City that were identified in the historic building survey. Ms. Repya agreed to work on the map. No formal action was taken. April 29, 99 1 John McCauley attended the State Historical Workshop this year representing the Edina Heritage Preservation Board. Mr. McCauley reported that he found the workshop to be very interesting; focusing on the river towns in the state. Stillwater, Red Wing, Fairbault, Pipestone, Northfield, Duluth and Cottage Grove were all well represented. Many of the cities shared their experiences of preserving their historic commercial districts. Mr. McCauley observed a common goal the cities expressed of educating their city governments about the importance of preserving their histories; and appreciating the important role the past played in where they are today as well as planning for the future. Mr. McCauley concluded by advising the Board that the Workshop was very worthwhile and encouraged everyone to attend the 1996 workshop next spring. All voted aye; motion carried. 1 u 11►I►I_ 0 F.11 I tt .: "A u 110 0): u 1 0 1 y [Ifill I Lei 0 Ms. Repya advised the board that the City's Park and Recreation Department who oversees the maintenance of the historic Grange Hall has submitted an application to paint the exterior of the building. The cellar doors on the south side of the Cahill School area also included in the permit request. Ms. Repya explained that the Grange Hall was last painted in 1986. At that time, the Heritage Preservation Board was not advised of the project and unfortunately, the contractor sandblasted the building to remove the paint. The sandblasting eroded and pitted the wood creating a rough surface. At that time, the Park Department was reminded of the procedures that must be followed when improvements are proposed to properties with the Heritage Preservation Overlay Zoning. The Board was reminded that the Minnehaha Grange Hall is distinguished as a rare early example of stick style architecture. One of the hallmarks of this style is the architectural woodwork present around windows, doors, and in gable roof ends. This woodwork, on the Minnehaha Grange Hall includes original carved and chamfered wood details. Unfortunately, sandblasting is a crude and heavy handed method of blasting away old paint and it does not discriminate between paint and the wood. This tends to erode the crispness and clarity of architectural details so important to the significance of the Grange Hall. Cleaning historic structures by sand blasting is a widely recognized error due to the irreparable damage done to weathering surfaces. The Park Department has indicated in their permit that the building will be pressure washed with water (no paint removal is proposed); then primed and painted using the same colors that currently exist. Marilyn Curtis pointed out that sometimes sand is added to the water during the pressure washing process; adding that the park foreman should be aware of this. Ms. Repya explained that Vince Cockriel, the park foreman will be inviting bids on this job to make sure that only contractors with experience painting historic structures are considered. Following a brief discussion, Donald Wray moved to approve the permit request to paint the Grange Hall subject to the specifications proposed on the application. Herman Ratelle seconded the motion. All voted aye; motion carried. II. DR. PAUL CARSON HOUSE: 6001 Pine Grove Road Ms. Repya advised the Board that Dr. and Mrs. Carson will be requesting an HPD overlay zoning for their home at the October 24, 1995, Heritage Preservation Board meeting. The Carson's home "Maryhill" was designed by William G. Purcell, famous for his Prairie School designs. Mr. Purcell was a friend of the Carson's residing in California in 1941 when the home was built. The Carson's still have the original building plans as well as four volumes of correspondence from Purcell collected during the design and construction phase of the home. The letters are of particular interest because Purcell has never before documented his architectural philosophy and methodology when designing a home. The original property consisted of five acres. In 1983, the Carson's donated 3.45 acres on the East and South sides of the property to the City of Edina with the purpose that the site be maintained as open space. The dwelling and surrounding 1.5 acres remained in the Carson's private ownership. Ms. Repya explained that Dr. and Mrs. Carson are currently working toward further protecting Maryhill (1.5 acres) by entering into a Preservation and Conservation Easement between Dr. and Mrs. Carson and the Minnesota Land Trust (a non-profit organization) who would be responsible for protecting the future (non -development) of the site; much like the HPD overlay zoning would do. Ms. Repya pointed out that Maryhill was identified as being an architecturally significant property worthy of designation in the "Historic Building Survey of Edina, Minnesota". It is staff's opinion that the HPD overlay zoning would be consistent with the recommendations from the building survey and would add an extra layer of protection to the property. Ms. Repya clarified that no action should be taken at this time. The official presentation of the HPD overlay zoning request would take place at next meeting, on October 24, 1995. Board members asked for an explanation of the Minnesota Land Trust. Herman Ratelle explained that the Minnesota Land Trust is a non-profit organization that has been around for over 25_years; they take on the responsibility of overseeing the preservation of land in the state in much the same way as the City's overlay zoning. October 24, 1995 To: Heritage Preservation Board From: Joyce Repya Subject: Holiday Greetings Date: December 22, 1995 MEMORANDUM As you may have suspected, the regularly scheduled December meeting will not be held on Tuesday, December 26th due to the lack of pressing business and all the holiday hub -bub. I am sending you a copy of the 1995 Annual CLG Report that was submitted to the state as a requirement of the Certified Local Government Program. With wishes for a wonderful holiday season, we will meet again next year.
