ROLL CALL Answering Roll Call was Heer, Kostuch, Risser, Thompson, and Chair Sierks Late Arrival: Latham Absent: Gubrud, Rudnicki, and Zarrin Staff Present: Ross Bintner, Karen Kurt and Rebecca Foster III. APPROVAL OF MEETING AGENDA Motion made by Member Kostuch and seconded by Member Thompson to approve the Agenda. Motion carried unanimously. IV. ADOPTION OF CONSENT AGENDA A. Minutes. No edits needed. B. Attendance report and roster. No Report. C. Workgroup list and minutes. Member Risser requested that Julie Mellum be deleted from the Air Quality Working Group and Nina Holiday -Lynch be deleted from the Water Quality Working Group. Motion made by Member Kostuch and seconded by Member Thompson to approve the Consent Agenda. Motion carried unanimously. V. COMMUNITY COMMENT. No Comments. VI. REPORTS AND RECOMMENDATIONS A. Work Plan Development 1. Description of process and ranking results. Mr. Bintner gave an update on the Work Plan survey ranking results. The Commissioners refined their votes into goals. 2. Validate top tier ideas. 3. Transform top tier ideas into workplan goals. a. Evaluate EEC and Staff workload 4. Review additional ideas for inclusion in workplan. 5. Ongoing responsibilities of commission in workplan. B. Recycling & Solid Waste WG 1. Chair update. Member Latham gave an update that the Recycling RFP was passed by City Council on Monday, August 6tn. The RSW WG toured the Mdewankanton Sioux composting site on August Stn Next month, the RSW WG will visit the Paper Recycling at Rock Tenn. Member Latham decided to put the environmental metric creation on hold since it'll be five years before the next recycling contract is needed in order to concentrate on the Urban Task Force. 3 Motion made by Member Sierks and seconded by Member Heer to thank the support staff, in partiality Solve!, for all of her time and effort, and as well as the RSW WG for all of their effort they had working on the RFP and for getting the people of Edina such a great result. Motion carried unanimously. C. Air and Water Quality WG 1. Chair update. Member Risser said that working group members voiced their frustration on their water bill and said that could be an educational opportunity. Member Risser would like to increase Street Sweeping. Member Risser reminded the EEC about the review of the Wellhead Protection Plan until the end of August. The Drive Through Ordinance will be brought to the September Meeting for approval. D. Energy WG 1. Chair update. Member Heer said that the July meeting was cancelled. E. Education Outreach WG 1. Chair update. Member Thompson said that the August meeting was cancelled due to conflict with Nite to Unite. Edina Inner Faith Power and Light Group meet and Edina Community Luther Church is the first group to do the grant with Energene. The working group is still planning on hosting the CERTS Solar Workshop in November. Member Thompson is looking forward to meeting the new student commissioners to continue environmental education in the schools. Cool Planet is sponsoring Bill McKibben in February at various locations for Forums. VII. CORRESPONDENCE & PETITIONS. No Comments. Vill. CHAIR AND COMMISSION MEMBER COMMENTS. Member Latham requested Commissioners to start solicitation for new EEC Members for Term 2013-14. The applications are due in January. IX. STAFF COMMENTS A. No idling signs update. Mrs. Foster gave an overview of the GIS Sign Asset Management program. Member Risser is requesting the No Idling Sign to be moved at Concord Elementary to the parent drop off lot or install a second sign. B. Website update. Ms. Kurt said the City is creating a Go Green Edina webpage on the City's website. The City will list all of the environmental information there rather than under the Commission's home page. Karen requested that the Commissioners review the Name Your Neighborhood Maps and submit comments on Speak Up Edina. C. Coal Tar Enforcement update. Mr. Bintner said that the results were positive with Coal Tar on a driveway that was sealed in May and Mike Nibbe is reviewing how to enforce the ban now with the City Attorney. The ordinance states the home owner and applicator gets fined, but we might just do the applicator. D. Edina Emerald Energy Program update. Mr. Bintner said the City has received it's second EEEP applicant which is the Salute Restaurant. They would like to install an energy efficient cooking head and upgrade to LED lighting within the building. E. Sept -December meeting updates: B3, GreenSteps, McKinstry GESP? Mr. Bintner asked the Commissioners what their priorities would be for the upcoming meetings. Chair Sierks asked for an overview of the Comp Plan chapter 10. Member Kostuch asked for the Purchasing Plan update. There being no further business on the Commission Agenda, Chair Sierks declared the meeting adjourned at 9:17p.m. Motion made by Member Thompson and seconded by Member Kostuch to adjourn meeting. Minutes Motion made by Member Latham and seconded by Member Zarrin to approve the Minutes as amended. Motion carried unanimously. B. Attendance report and roster. No Report. C. Workgroup list and minutes. Member Latham requested the Turf Management Plan and the Park Recycling Bin Task Forces be removed from the Working Group and Minute lists due to completion. Member Latham requested resigned Member Germana Paterlini be removed from the Purchasing Working Group and the Carbon Disclosure Project Committee too. Motion made by Member Latham and seconded by Member Kostuch to approve the changes to the Working Group and Minute lists. Motion carried unanimously. V. COMMUNITY COMMENT. No Comments. VI. REPORTS AND RECOMMENDATIONS A. Work Plan Development 1. Approve workplan recommendation to Council. Chair Sierks reviewed the 2013 Work Plan for approval. Motion made by Member Heer and seconded by Member Latham to approve the 2013 Work Plan with changes discussed. Member Zarrin voted Nay. Motion carried unanimously. B. Recycling & Solid Waste WG 1. Chair update. Member Latham gave an update on the Rock Tenn tour. Randy's will be the next tour to review the Blue Bag for organics. RSW asked for medicine recycling through the Edina Police Dept and now Hennepin County has volunteered to do it. Member Latham said Solvei Wilmot, Recycling Coordinator, has received calls asking if the new single sort bin fits in the garage. She's following up with Haulers on their solid waste reports per city ordinance and organizing organic recycling at City Facilities too. C. Air and Water Quality WG 1. Chair update. Member Latham said the City received a letter from Take Back the Air, a Minnesota-based environmental group, to review what actions might be taken to require Edina to prohibit recreational wood burning. The EEC will wait for a response from City Council if action needs to be taken by them. Member Thompson said to look for the Public Hearing date for Wellhead Protection Plan to comment on it. D. Energy WG 1. Chair update. August meeting was cancelled. E. Education Outreach WG 1. Chair update. The August and September meetings were combined. Member Thompson announced the CERTS Solar Workshop will possibly be held on November 15th at City Hall. The Edina Inner Faith Power Light group is expanding well. Edina Go Green will show the Bag It movie on September 181H Member Thompson asked the student members if they were interested in connecting with Project Earth at the high school. VII. CORRESPONDENCE & PETITIONS A. Subcommission Structure & EEC work plan item volunteer interest. No Report. IX. STAFF COMMENTS A. B3 System Review. Mr. Bintner presented the 3yrs of data about City Facilities energy use within the B3 System. Chair Sierks said the B3 Data would be a good topic to present at the January Televised EEC meeting. Mr. Bintner will present the revisions to the PACE Program at the October meeting for the EEC to review. Chair Sierks requested staff to present an updated EEC line item budget at the October meeting. Chair Sierks requested staff to give a presentation on the new Edina website when it's completed. Members voiced concern about the branding of Edina Go Green and the new Go Green Edina website. Chair Sierks discussed the possible cancelation of the December EEC meeting. The Members would like to receive an update from McKinstry in February on the MN Guarantee Energy Savings Plan There being no further business on the Commission Agenda, Chair Sierks declared the meeting adjourned at 8:51p.m. Motion made by Member Latham and seconded by Member Kostuch to adjourn meeting. Whitt, Natural Resources Manager, and Russ Leistiko, both employees of the Tribe. The site was opened on Sept. 6, 2011. Over two million dollars has been invested in the 120 acre facility by the tribe. They are using some of the largest equipment of its kind in the world. There are only 4 facilities of this kind in Minnesota. These are located in Duluth, Dakota County, Hutchinson and this site in Shakopee. The facility is currently operating at 30% capacity. The five-year plan estimates that it will be profitable in another 4 years. The site is used by many haulers including Allied, Waste Management and Buckingham among others. Emerald Ash Borer makes it difficult for yard waste originating in Hennepin County to be processed at this Dakota County site given the State law, which requires all tree branches over one inch in diameter to be ground to less than one inch diameter before it can be moved out of Hennepin County. Some haulers maintain that it is difficult to justify co -collecting yard waste and source separated organics (SSO) during the winter months because so little yard waste is generated. Mr. Whitt recommends co -collecting yard waste and SSO at a minimum during spring, summer and fall. Mr. Whitt commented that the most contaminated SSO received at his facility comes from High Schools and that greater education needs to be done with this demographic. In lieu of the Sept. RSW WG meeting, Solvei Wilmot will arrange for a tour of the Rocktenn paper recycling facility in St. Paul.
