The meting moved to the Council Chambers where a delegation from the Division and Rutledge area had gathered to present a petition. Mr. Howard D. Knudson, 4'.516 Brookside Ave. read the petition requesting that the Parks Board proceed with the development of park property in that area so as to provide play space for children by next spring. Mr. Hill informed the delegation that the long; range plans call for the years of 1560 and 1961 to be devoted to buying land. He stated that the pare. Board is pleased to see a group come to say what they went done in their area, and that the hoard would try to partially most their needs within the next year. fix°. R. There was discussion about moving the horse to one of the park lets at 54th and iingdale an, d selling the property owned there which was secured by dedication. W. Crinkley* raised the question as to whether we could sell such an area. W. Preach stated that it may be possible. Mr. Crinkley rade a motion that the board explore°the possibility of braying the Moore property. The mnotion.was seconded by Mr. Lewis. [4otion carried. VI1. Review of Contracts with Harrison & Aseociates. Base contract and extensions. t,W. French stated that the base contract with Harrison 9 dissociates was scheduled to terminate in June of 1960 and he believes that since the pork covered in this contract is finished, except for the items mentioned in Rr. Brauer`s letter of December 20 1960s this contract should now be terminated and further work should be done by letter contract. mr. Stevens moved that if the Village Administration finds the base contract and extensions with Harrison & Associates to be satisfactorily completed the Park Board recommends termination of said contract and that additional work be done by letter contract as required. torr. Jacus seconded the motion which passed. Letter contract for storm drainage at Highlands Park. Mr. French reported that it was necessary to construct store drain- age controls at Highlands Park where street dater rens into the Park at Lochloy and Doncaster Way and at Northwood thrive and Doncaster Way. He said that if such controls are not constructed then much of the park im- provement work will be continually damaged by erosion. fir. Stevens stated that he had seen the conditions and greed that the storm drainage controls were necessary& Mr. Lewis moved that the Board recommend approval of a letter con- tract with Harrison & Associates to cover the necessary working plans and drawings with cost estimates for the necessary storm drainage controls at Highlands Park. Motion seconded by Mr. Stevens. Motion passed. Letter contract for storm drainage control at Pamela Park. Mr. French reported that because of the long standing dras�tage con- trol and water level p-roblems at Pamela Park, expecielly the latter as it affected residential property on Halifax which backs up to and abuts the park on the eastvthat the Village Manager had authorized garrison and Associates by letter contract to prepare working planst specifications and cost estimates, necessary to alleviate the drainage and eater level problems. Such plans are to be In accordance wit.h.the master development plan for Pamela Park. VIII. Mr. French stated that originally this area was to . held under private ownership and developed as a private park but it •*s fay,rnall.y dedicated by ;plat to the Village. Its function now will be t1vt of an open green area which. will also have to be used as a storm draini.ge ponding area. 1. Golf Course and Hags -Ea _l. nd use olan.. Mr. French reported that last wreek the tees and greens were staked out on the ground and, Mere possibles a swath was mowed between each tee and green. Men Dan Rippels the golf course architect, Don Brauers Ken Rosland and Clifton French inspected the layouts it was obvious that some tuwo or three holes should be changed to take better advantage of terrain features. Such changes, however, meent making some shift in eight or nine other holes. Rather than make paper changes for tonight's meetings Ri.ppel suggested that it would be better to restake the course with . the 6hanges and then heve the Park Roard see the layout our the grouind. Weather per- mitting, the staking of the revised layout could be done out Friday and the Park Board could snake its inspection on Saturday, or set some other time. The Board expressed keen interest in seeing the golf layout on the ground and agreed toeat Saturdays December 10, at 9 A.M. at the Dewey Hill Road entrance. X116 mr.
