Mr. George Riyan stated: ItOux- principle reason for being here this evening
is to let you. knr.�,,r what our thiiAing is on this particular parking lot.
We think Uhat it is entire2y un -necessary. If a parking lot is put in
there yrou& will have to grade down and put in a buffer strip. You are
creating a problem for parking for teenagers. On street parking makes
good! sense, Try it for one year without a parking lot., the parking lot
will be nothing but an eye sore and will cause a local problem we do not
want to eVerience,"
Nrl MU stated that he would be agreeable to the idea of leaving out the
parking lot entirely and wait to see what happens,

parking lot deforred until sUch timn, as it would be necessaryto add it.
Mr. Strachauer agreed.
Mrs. Jolm Heinrich then said: "You- have modiMed things and things

ball fields,, bud® just the one open madmu field., ther ufty is it necessary
to re -locate the hockey rink?"

enlarged. Space also has to be provided for the "sro-all fry" hockear rink,
and cars -o7ill have to be parked on Vhe- apen field during periods of heavy

Mro French stated that this Tjarrdlig house u -as left up and was used for
storage, He also said that it could comi dwdn, but that this is the first
complaint he has received about it. H96tated -that by leaving this building
up Year round Tic have saved $150 in labor,,, which it costs to take it down
and put it back- up in the fall.
The question was also raised as to the earlier proposed buffer plantings?
This Mr, Hill answered by stating that with thelparking lot out the need
for buffer planting is rem6ved, Also Vhat there has long been agreement
that buffer planting along Minnehaha Boulevard would not be done as this
would obstruct the view of the park from residents to the east.
Mra Ull suggested that the Council be notified that the Park Board ree-
omminds that the parking area not be dcae this spring.
VLr. French reminded the Board that the off street parking lot to include
30 cars on the Minnehaha Boulevard side of the park was included at the
specc direction of Vae Council.
It was felt that in viev of the objections ofthe neighbors and the
reasonableness of their request that the parking lot should not be con-
structed, this spring., nor until use indicated.it is needed.
Mr, Hill review -ed the items that were to be included in the proposed improve-
mants and on which bids ,,,,,;ould be takerni
1) Creek channa-1 changed
2)N-ecessax-y fill and gradi� over the area from Rimie-haha Blvd. to
the new creek charmal
3) Mkiis; same area to be seeded in grass
4) Nothing to be touched south. of approximated 53rd Street.
5) 'Nackey. rink to be re -located
6) A bridge across creek -
7) Necessary walks and steps so that people can get dMm the bank
on the west side of the creek
8) A backstop for the baseball field.
9) Trees are to be preserved with the exception of one oak tree

and so recomrended to the Council. Mr. Stevens seconded the motion. It was

Norpandale Li1w Plat Park Site
Upon stuc�y of the Loke Edina Plat, with regard to the proposed dedicated park
site,, the Board co„' that site asproposedwascompletely
able. it, was further felt that thG park site to serve the general area of
the Lake roina Plat should be located east and south of this plat; also that
the shape of park site for this area should lend itself primarily for recrea
tion use and of sufficient size to adequately buffer residential
properties. Mx. Stevens moved that this park dedication as proposed in this

Mr,. French reported that he had secured a purchase agreement for a park site to
serve the Valley View Heigbts and Country Side area. Under the present negotia-

The bids on the backstops were studied, ,4r, Lewis moved to recommend awarding to
the low bidder. Mr, Wheeler seconded the motion,, It carried. The Board concurred
with the recommendation to reject the lone, bid on Highlands Park improvements and
to re -advertise improvements at Highlandsp 52nd and Arten., and Jackson & Belmore

Mr. French reported at some length on various MWects of the park maintenance
program and presented charts wereon the mowing 4Wd other turf care will be
recorded during the season as it is done, This vill provide a camulative
record. Discussion followed whereir. several questions arose on the general
matter of the level or quality of maintenance to be achieved. The Board asked
Mr, French to write up a raDort to cover such items as litter removal, watering,,,
trTe trimming.. weed controls moving# fertilizing, tree spraying, etca From
such a report the Board expects to detennine the kind and qual , ity of maintenance
that is desireable and achievable,, and subsequently present to the Council
recomnendations for CouneWs consideration. The final outcome to be a setting
of park maintenance policies by the Council which should thereafter be implemntedc
Mr. leicls moved that the meting be adjourned. Mr. Stevens seconded the motion.
There being no further business., the meeting was adjourned at 9:00 p.m,
