Nr® S,%ds moved that the Council be advised that the park Board
recommends the awarding of bids to the low bidder as per the
attached sheet. SFr. Crinkley seconded the motion and it was

Hr. Homer Brown, attorney representing the developer of the lake Edina Plat,
was present. :fie stated that the proposed use of the Lake as a storm drainage
area would require raising the elevation of the lots adjacent to the Lake,
approxImatelY 2 feet* He had tried to work out with the other property owners
the possibility of their sharing the expense of raising these shore lots, but
this had been unsuccessful, therefore, he feels that they cannot do both the
raising of the lots and the dedication thereof for storm sewer purposes and
to make a park dedication of either land or cash in lieu of ]and® He revkued
the proposal for park dedication which had been submitted to the Planning
Commission the previous Wednesfty evening, and remiand. the Park Board that
at their last meeting they had recorrmnded a cash contribution in lieu of
land$ and that this was unacceptable to the developer and was considered
unfair in Griew of the other requirdments to be imposed upon the developer$ .

There was a great deal of discussion which folloieds in which the Parts
Board asserted that the storm sevrer problems were outside their jurisdiction,,
and also asserted that the land dedication of lots 7 hough 18 would

Nr. CrinkleY moved that we reject the proposal as offered by Mr, Brown,
and recommend that lots 7 throagh 18,, block 8 be dedicated for park purposes,
Mro Wheeler soconded the motion and it carried.

Hre Lewis moved that cash in lieu of land be aceppted as satisfying the
park dedication the anount to be $50 per dwelline. unit* 11r, Crinkley

Mr. Lewis moved that the Park dedication would be satisfactorily settled for
cash at $50 per dwelling unit in lieu of land® Mr. CrinUey seconded the

Mr Lewis moved that the park dedication for the fri.ckson Addition be met
by 5 per cent of the land of the gross area being acquired, and that the
Village purchase the area needed in addition to this 5 per cent® fir. Crinkley
seconded the motion and it carriedo
In as Bauch as the piece desired for park Land is not 5 per cent, the park
dedication would be satisfied by land plus cash to be the equivalent of
5 per cent. Mra Crinkley seconded this, and it carried.
With regard to both Erickson and Jacobson Additions,, Mr. Lewis moved that
it be reec mmended that the final approval on the plats not be .Bade until
satisfactory; park land dedicationP dedicationpurchase, or cash contribution be
negotiated. Mr. CrinkUy seconded the motion.

Crinkley moved that an arrangement be made for park dedication on the
whole tract beforeapproval on the 2.lots presently being platted on this
tract be'accepted.

Wa Frena% reported that he had been doing a good deal of study of the various
Of paints that are used on swimrAng pools., and that he reco-rm€ads that
the Edina Poll not be painted this year in order to gain more information on
the results of the painting of pools with epoxy coatings or polyester base
paints. He reported that the Municipal Pool at AustinO Mmesota, ices being
painted this spring with the epi paint from H. B. Fulls Company, St. Paul,
and that 'a'b we are 'several small private pools also being painted with epoxy
paints. If the epoxy or the polyester bass paints prove satisfactory materials
for painting pools it will be worth while waiting for in that the extra

a cement 'bass paints either of whichl, if a pool is to loot in top shape, must

While on the subject of the p001.9 Mrs wench reported that there had been a
failure in the joint caulking materials It appears that most of the joints
VM have to be re-caulked before the pool can be put into aPeration this
season, Mr. French has contacted Mr. Iden Larrkin. and the A. J. Spanjers
Capaw oho applied the presti to caulk compound and is in the midst of
working out a satisfactory solution.
