July., 1958 W-ro meetings with groups representati-ve of the pros and cons of this development have been held, for the. purpose of arriving at a plan which all would support® At the first meeting, the originally proposed plsn was discussed$ and apparent agreerent on a general scheme of modification of it reardhed. The main features of this modified plan were .• (a) aceptliq the construction of pathways, the area east -of the creek (relocated) and south of about 53rd Street,, was to be left untou&.,--d1 to preserve its native character and its attractitzeness to birds and other wildlife. W A hockey rink was to be developed on the west side of the creekj, about on the line of 53rd Street., but the design was to contemplate the removal of side boards and lighting standards at the end of the hockey, season. (c) A play area was to be developed on the eaet, side of the creek,,.. between 52nd and 53rd Streets, This. Was, in general., to be a turfed area.; but with one part of it designated for baseball.,, with a backstop against the creek. A part of this area was to be flooded forte skates} in the winter,, The large winter demand for parking was to be met, by parking.. during this season,, on the remaixiing play area. To obtain the area required,$. the creek bed Tvas to be shoved to the west. (d) Two bridges -across the creek were to be installed. one near -53rd Street,, and one near 52nd Street. A modified plan on this basis was laid of to, This plan contailled,, in addition to the general features above enumarated., a surfac6d basketball area, a minimum warming house, a surfaced ba&iLnt6n eonrt, and provision for one vow of play aplaaratus,, all on the east side of the creek. All season off-street parkiyw_, for 30 cars was provided on the east side, at 53rd Street. In arriving at the layout, presented, emsidekation was given to criticisms and suggestions arising out of the original plan,, paxticularly-as to preservation of the original character of the area, as to cutting trees, as to parking of cars., and as to objectionable structures, noise,. and parking congest -ion near 52nd street. This modified plan was discussed for some four hours. -on July 17 with.representa- tives of the divergent viewpoints, The modified plan is acceptable to the "proponents." lbey'desire to proceed with it and to complete its major features this season, if possible. The position of the "opponents" is not clear. 'rheir individual views ranged from agrepmnt that development of a play area here is needled, through reluctant acquiescence., to outright qDposition- to any development. The consensus of this group_, hove -ver, appeared to accept the fact of development of a play area, There tms much criticism of the plan in detail, and a number of suggestions for modifica- tion of it. All of these suggestions viere in the direction of fuet'her curtailing the play area. There was,, hcmieverj no consensus among the opponents on these various ideas,, though a 1mgt-1r,?- effoiyG was wade to obtain once. After listening to and considering these vic-vors for some hours it became apparent to me that the Itopponeirbs" had no intention of agreeing to support the plan before nor to any modification. of it which uTculd aocepltably accomplishthe objectives of this 811.
