Bill, Stevens and Crinkley Others Present: Brauer and Rosland Since there was no quorum the proceedings were unofficial but are noted herein for reference. 1. Conservation Com esion Heari . October 22,e 1958 at 2:00 p.m. I4r. Stlevens an Isr. Crinkley will both attempt to be present at this hearing to represent the Board. Both requested a reminder call on that day or the day before. 2. Land Acquisition. Lots 1 and 2, Block 2. Arden Park 3rd Addition. Mr. Stevens reported that he had been requested to meet on the site with _residents of the Sunnyside Road-Bromdaale area to look over these lots as a possible acauisition for a neighborhood play area. There +ere no vacant lots except these in the area, and are part of the abandoned street car right -of -Tway along W. ).4th Street. The area measures approx- imately 110 x 275. The present owner is Irr. W. T. Hareck, 5041 First Ave. S., Minneapolis, Ird nnesota. Ur. Hill requested a report on the feasibility of purchasing and improving the property, or the possibility of leveling and using the property until such time as it is built upon if the price is too high. 3. minutes of last Neetin . The minutes of the meeting of September 15, 1958 were to be correct to read: "Mr. Harrison then presented plans for ,fooddale Park. The ban Inas a roared as Eres ." 4. Park Property. Rutledge and Division Streets. Mr. Thorvald J. Brother was present to discuss his written proposal to exchange lots 2 and 3, Cleveland Subdivision of Iii= Abbott Park for lots 1,2'3 and 4, Valley View Terrace plus $1,000.00. The members present considered the proposal and explained to Mr. Brother that they agreed the lots he wished to acquire were worth considerably more, but that the offer would be tabled pending a study and report on the objectives and goals in mind for the Division - R.utledge park area. 5. Petition for dredging Skaii a Rink. The Park Board accepted and discussed - a pe tion from some 3° residents in the vici��ity of (l� Cord. and Division Streets for dredging on their private property a lake suitable in size to provide winter skating facilities for the children in that neighborhood. The Board directed that a letter be prepared in answer to this petition stating that such dredging seemed unlikely this winter but that development plans for the park property at the corner of Division and Rutledge Streets stere being considered at the present time and that they would be advised of the progress when plans were completed and any work was to begin. 6. Park Boundary Treatment. A report on the park boundary conditions prepared by Mr. Brauer was presented and discussed at some length. A letter from Yx. Hoehn whose property backs up to 59th & Ti.ngdale park property was read and discussed. Mr. Hoehn stated that his property was being used as a highway for children from blocks around, that it was especially bad during the summer park program and during sliding periods during the winter. He further stated that since the park had been leveled and made more desirable as a play area the traffic was even greater. continued- Corr nu tion. of Pa ic Board 1%inctes, 10-6-58. Page 2 Various types of fencing were discussed, including chain link fenced split cedar post and rail fence and other ornamental fences, various plantings and also a boundary marker systems composed of used telephone or power poles cut into eight foot lengths which could be used as boundary markers and car barriers. The Board decided that further study should be made of the specific case of 59th & Tingdale and Nr. Hoehn's property in ' order to determine why fencing must be done, what kind of fencing should be used' and ghat portion of total cost of such fencing should be borne by the Village. The hoard also directed that a letter should be sent to Mr® Hoehn acknowledging his letter of September 25 and explaining the Board's action and reasons for further study. It was agreed that he might be informed that the park crew would provide temporary fencing in the fora of snow fencing during the winter months while sliding is in progress. 7. Toaster 1TaveT r nt Plan for Highland Park, The Board went over the revised plans as provided by Tor. Harrison for Highland Park. The following direc- tions for revising this second preliminary mester_plann were given: a, Lake shore boundary should be established approximately as it is right now. b. All references to parking a number of cars are to be removed except in the area immediately west of the narrow portion of the lake where it should stage - "Winter Parking - Ice Skating," c. The parking lot in the extreme southwest corner of the park had been changed to read - "Children's Playground." The Board felt that this should remain a parking lot but that it might be a combination parking lot and playground and should be so noted. d. Some notation should be made indicating the construction of a suitable pedestrian access from Skyline Drive. Mr. Harri
