CALL TO ORDER Chair Hovland called the HRA meeting to order at 8:48 P.M. 11. ROLLCALL Answering rollcall were Commissioners Brindle, Staunton, Stewart, Swenson and Chair Hovland. 111. APPROVAL OF MEETING AGENDA Motion made by Commissioner Swenson seconded by Commissioner Stewart approving the Meeting Agenda. Ayes: Brindle, Staunton, Stewart, Swenson, Hovland Motion carried. IV. CONSENT AGENDA ADOPTED Commissioner Swenson seconded by Commissioner Stewart approving the consent agenda as follows: IV.A. Approve minutes of September 7, 2016 HRA Work Session and September 7, 2016 Regular HRA Meeting Ayes: Brindle, Staunton, Stewart, Swenson, Hovland Motion carried. V. HENNEPIN COUNTY LIBRARY—JOINT POWER AGREEMENT FOR REDEVELOPMENT • PLANNING Economic Development Manager Neuendorf explained that Hennepin County officials anticipate several changes at the Regional Services site at 7001 York Avenue. Originally constructed in 1971, this facility has been expanded five times to include a service center and district court in addition to the library. The court functions were in need of security upgrades and the potential restoration of the aging building was estimated to cost $16 million. In order to best utilize County resources, alternatives have been sought to locate this services in more efficient and modern facilities. The "service center" function relocated to Southdale Center Mall earlier in 2016 and the "district court" function was proposed to relocate to a new building on the City of Bloomington Civic Campus. The County has committed to retaining a regional library in the Southdale area and intends to redevelop the site to include a new public library in addition to other complementary uses on the 8-acre site. Hennepin County has requested the Edina Housing and Redevelopment Authority (HRA) coordinate the preliminary planning effort for this site. Mr. Neuendorf presents a Joint Powers Agreement (JPA) outlining the scope of work to be performed and the means by which the Edina HRA would be reimbursed. Based on the shared interest in this site and the eventual need for re-zoning, he stated staff it would be strategic to conduct a preliminary planning exercise before any proposals for development are received. Early input from stakeholders, neighbors, market leaders and City officials are intended to identify priorities and concerns so that the real estate community is clearly aware of the preferred direction for this property. • Page I Minutes/HRA/September 20, 2016 • Mr. Neuendorf noted the publicly-owned property was in Edina, but was located at the municipal border of Edina and Richfield. Therefore, the preliminary planning would incorporate suggestions from residents and owners of both cities. Following a brief discussion, Commissioner Staunton made a motion, seconded by Commissioner Swenson approving the joint Powers Agreement between Hennepin County and the Edina HRA for Redevelopment Planning of the Hennepin County Library site. Ayes: Brindle, Staunton, Stewart, Swenson, Hovland Motion carried. Vl. ADJOURNMENT Chair Hovland declared the meeting adjourned at 8:53 P.M.
