HomeMy WebLinkAbout2016-09-20 HRA Work Session Minutes MINUTES OF THE EDINA HOUSING AND REDEVELOPMENT AUTHORITY SEPTEMBER 20, 2016 5:35 P.M. 1. CALL TO ORDER Chair Hovland called the HRA meeting to order at 5:30 p.m. 11. ROLLCALL Answering rollcall were Commissioners Brindle, Staunton, Stewart, Swenson and Chair Hovland. Edina City Staff attending the meeting: Kelly Dumais, City Management Fellow; Debra Mangen, City Clerk; Chad Millner, Engineering Director, Scott Neal, City Manager; Bill Neuendorf, Economic Development Manager; and Lisa Schaefer, Assistant City Manager. 111. PROJECT UPDATES Economic Development Manager Neuendorf provided the following project updates for discussion purposes: 1) "For Sale" sign placed on 3930 W 49 '/2 Street and a Request for Proposals was issued for the same address. The RFP also included the North Parking Garage located at 3926-40 West 49 '/2 Street. Responses are due September 30, 2016; 2)The former site of the Hooten Cleaners has been kept in case any business needed a temporary location during redevelopment. 3) Discussed possible scenarios for redevelopment of 4416 and 4500 Valley View road. Council gave direction to staff regarding moving forward; 4) 66 West Apartments made first TIF payment July 2016 with a second and final payment anticipated in the spring of 2017. Project completion • anticipated late summer 2017; 5) Greater Southdale area discussed. Working group anticipates completion of work by December 31, 2016. Staff working to coordinate improvements in the 66`h and York area with Hennepin County. HRA and Hennepin County Joint Powers Agreement for Redevelopment Planning Assistance. Ad hoc Advisory Task Force suggested to help evaluate proposals for re-development with final decision by Hennepin County subject to City approvals required. 6) Grandview District Redevelopment — staff will review all public input to date and craft a new concept for review by the Council. Status of former Public Works site, consultants preparing conceptual study for Grandview Green; 7) Pentagon Park Progress noted; and 7) Southeast Edina project area site search for affordable housing on hold due to pocket-veto of 2016 Tax Bill.
