Purpose: To provide guidance for the preparation of site plans consistent with City of Edina ordinance.
Guidance: Erosion and sediment control (ESC) precautions can be described on a grading plan, site plan or on a standalone ESC plan. Edina City Code reference for these standards is found in 10-341 to 10-345, and 10-674 to 10-710. Implementing the ESC plan should serve to accomplish the following:
Minimized exposed soils by phasing construction and grading and applying temporary cover.
Minimizing erosion of exposed soils by planning for critical slopes and areas of flow.
Minimize the transport of sediment by diverting runoff away from exposed soils or providing; silt barriers, temporary settling areas, catch basin inserts, and other precautions down gradient of exposed soils.
Clean, capture and return sediment that is transported off site.
Scope: The following land disturbing activities require erosion and sediment control precautions consistent with
this policy: Category 1 – Construction activities that include the demolition, remodel/addition, accessorial structure, landscaping/retaining walls or a new pool associated with a one or two dwelling that:
Disturb more than 2,500 square feet of soil Exceed more than ten cubic yards of cut or fill
Category 2 – Construction of a new one or two dwelling unit or is determined by the City Engineer to present a substantial risk to neighboring private properties, public infrastructure or
waterways/wetlands
Category 1 Plan Requirements:
The following erosion and sediment control illustrations must be shown on the plan. (See attached example guidance)
1. Location and type of perimeter erosion control.
a.Standard illustration of proper installation of the perimeter control device.2. Proposed construction entrance location and material that it will be constructed of.
3. Inlet protection for all storm sewer inlets downstream of the site within one block or as directed by the City.
The following erosion and sediment notes must be placed on the plan or a separate erosion and sediment control plan.
1.(Name of Individual) is responsible for the cleanliness of the site and the maintenance of the erosion
and sediment controls and can be reached at (Telephone number).2.The street will be swept clean before the end of each day of active construction, when sediment is
tracked into the street.3.Areas with slopes greater than 3 to 1 and areas next to wetlands/waterbodies graded or exposed duringconstruction shall be protected with temporary vegetation, mulching or other means as soon as practical.
4.All exposed soil areas will be stabilized as soon as practical. Unworked soils that remain exposed andnot in use for longer than 14 days will be covered with temporary seed (grass, oats, or wheat)5.No concrete washout shall occur on site unless it is done with an approved Minnesota Pollution Control
Agency (MPCA) device or standard.

6. Stockpiles shall be surrounded with adequate perimeter control to prevent sedimentation and erosion.
7.Inlet protection for all storm sewer inlets downstream of the site within one block or as directed by theCity.8.Site shall be kept clean at all times and refuse properly controlled.
9.Temporary pumping shall not be permitted without the use of an approved Minnesota Pollution ControlAgency (MPCA) device or standard.
10.Soil compaction shall be minimized; areas of compacted soil will be removed or loosened via tilling to adepth of no less than 6-inches.11.The contractor shall inspect on a weekly basis and after any rainfall greater than 1” all erosion
control devices and make any repairs immediately. An inspection log shall be kept on sitedetailing these inspections and repairs preformed.
Category 2 Plan Requirements: 1.Incorporate all of category 1 plan requirements.
2.Erosion and sediment control plan must be prepared and signed by a licensed professional civil engineer in
the State of Minnesota.3.Describe phasing to minimize exposed soils.
4.Describe erosion control precautions.
