HomeMy WebLinkAbout2008-10-21 Community Health Commission MinutesDRAFT MINUTES-approval expected at next meeting, March 17, 2009 Edina Community Health Committee October 21, 2008, 6:30 – 8:30 pm Sherwood Room, Edina Senior Center Members Present: Bill Alldredge, Mark Johnson, Idelle Longman, Jan Johnson, Mary Jo Kingston, Tolu Oyelowo, Student Dolan Lee Members Absent: Brad Montgomery Guests: Karen Zeleznak, Eileen O’Connell, Lisa Brodsky, Bloomington Public Health WELCOME & CALL TO ORDER Chair Mark Johnson welcomed members and called the meeting to order at 6:30 pm. APPROVAL OF MINUTES Minutes from the September 16, 2008 meeting were unanimously approved following a motion from Member Longman and second from Member Alldredge. GUEST SPEAKERS Karen Zeleznak, Bloomington Public Health Director, gave a presentation on the community health and nursing services they provide to the City of Edina. Ms. Zeleznak gave a historical perspective of Community Health Services (CHS) funding for city/county public health services. The designated funds must be directed to specific community health programs. Included in these services are Community Health Assessment, Adult and Senior Services, SHIELD (child development), Safety Net of Services, (qualification depends on income), Women’s Health Program, Clinical and Immunization Services, Maternal Child Health, Health Promotion (targeting youth), Creating A Voice (youth assets) and Nurse Clinics (replaced Home Care Program). Eileen O’Connell, Bloomington Health Promotion Manager gave additional information about these programs and their impact on the community. Each CHS is required to complete a community health assessment every five years. Bloomington, Edina and Richfield worked cooperatively to develop priorities and complete the assessment earlier this year. Bloomington Public Health led the assessment process and will incorporate priorities into their community program planning. The assessment will be submitted to MDH by February 2010 under the requirements for the Community Assessment and Action Planning Process. Lisa Brodsky, Bloomington Public Health Emergency Preparedness Coordinator, gave a presentation on the public health emergency preparedness services provided to the City of Edina. Key aspects include planning for ability to respond to public health emergencies, evaluating resident’s ability to respond to emergencies, planning for and exercising distribution of medication, vaccines and supplies, developing and preparing methods to deliver emergency messages to the public, planning communication to reach special populations such as limited English speaking, seniors, people with disabilities, building relationships with Police, Fire and Emergency management. Chair M. Johnson said the Community Health Committee supports efforts of Bloomington Public Health and thanked Karen and her staff for the wide variety of programs and excellent service they provide to the City of Edina. 2009 COMMITTEE WORKPLAN Mental Health Chair M. Johnson led a general discussion on mental health. The Committee is interested in providing mental health education and awareness to the public and will address the idea during the March 2009 meeting. Article for About Town The Committee discussed writing a series health articles for the Sun Current. Liaison Engelman will check on cost and publication deadlines. Member Kingston offered to draft the first article on reducing the stigma of mental health. The draft will be reviewed at the next meeting. Health Priorities The Committee reviewed the Community Health Assessment priority list which they drafted during previous committee meetings. Priorities 1-3 were discussed as follows: Aging and disabled population managing chronic illness while living independently in the community Adults and youth experiencing suicide, depression, anxiety and other mental illness Inadequate exercise and poor nutrition The Committee decided to review priorities 4-10 in future meetings and determine what programs/organizations already address the issues. Survey for 2009 Senior Expo Following a brief discussion of the Senior Expo, the Committee decided to participate as an exhibitor. During the March 2009, the Committee will draft a survey to be used at the Senior Expo. SCHSAC COMMUNITY HEALTH CONFERENCE REPORT Member Longman gave a review of the SCHSAC Conference which she attended in October. The conference theme was “Fostering Hope and Facilitating Change: Public Health in the 21st Century HEALTH STAFF REPORTS None presented PUBLIC COMMENT None presented. OTHER BUSINESS None presented. ADJOURNMENT Motion made by Member Longman and seconded by Member J. Johnson to adjourn. Vote to adjourn was unanimous.
