One Vacancy Guests: None WELCOME & CALL TO ORDER Chair Bill Alldredge welcomed members and called the meeting to order at 6:30 pm. Liaison Engelman reported that Mayor Hovland will review candidates to fill the vacancy left by Tolu Oyelowo. The Committee agreed to send a thank you note to Tolu Oyelowo for her years of service to the Committee. APPROVAL OF MINUTES Minutes from the May 19, 2009 meeting were unanimously approved with corrections by a motion from Member Longman and second from Member M. Johnson. STATEWIDE HEALTH IMPROVEMENT PROGRAM GRANT AWARD Information was given on the Statewide Health Improvement Program (SHIP) grant. Bloomington applied for the grant on behalf of Bloomington, Edina and Richfield (BER). The purpose of the grant is to address rising health care costs by developing policy, systems and environmental changes in schools, communities, healthcare and worksites for targeted areas of tobacco use and obesity. Statewide funding for the grant is $47 million over two years. BER was awarded $1,607,000 for the two year term, with $706,000 for 2009-10 and $901,000 for 2010-11. BPH has developed a specific work plan, including the development of school and community liaisons, to comply with grant requirements. 2009 COMMITTEE WORKPLAN The committee reinforced their intent to provide mental health education and awareness to the public. Member Kingston presented a draft article for committee consideration. Following discussion, the committee decided to simplify the article by eliminating technical language and add a list of available resources. Members Kingston and Longman offered to rewrite the article for review at the October Committee meeting. Once complete, the article will be reviewed by the City of Edina Communications Department before submission to the Sun Current and About Town. Members also suggested that the resource list be included on the Edina web site under the Community Health Committee and shared with the Edina Police Department. Community Assessment Health Priorities - Discuss # 4 Aging and disabled population managing chronic illness while living independently in the community Adults and youth experiencing suicide, depression, anxiety and other mental illness Inadequate exercise and poor nutrition Adults and youth experiencing co-occurring substance abuse and mental illness City’s ability to respond to public health emergencies Emerging and re-emerging diseases Vulnerable populations at higher risk during disasters or emergencies Injuries among seniors resulting in loss of independence and mobility Tobacco, alcohol, marijuana and prescription drug abuse Maintain local public health infrastructure During a brief discussion, the Committee agreed that programs through BPH Tri-City Partners, Edina Resource Center and Edina Chemical Health Coordinator Kathy Iverson successfully address this priority. Also mentioned was the need for information on the general school curriculum regarding bullying. Student Member Lee thought it would be a good idea for the students to take responsibility of school bullying. The remaining priorities will be discussed at future meetings as time permits. HEALTH STAFF REPORTS Liaison Engelman gave an update on H1N1 influenza activities and plans for priority group vaccinations. Within the priority risk groups, Bloomington Public Health will immunize City of Edina emergency medical personnel and conduct mass vaccination clinics in the Edina Schools. Production and delivery of the vaccine is somewhat delayed and clinics will be scheduled once the vaccine is received. Liaison Engelman also gave a briefing on the Edina Employee Health & Wellness Kickoff and a summary of activities available to employees over the next year. The focus is employee health improvement through education and activities involvement. As a follow-up to the May discussion on Take Back the Drugs Program, local health and law enforcement officials believe drug manufacturers and pharmacies should lead efforts to collect back unused drugs due to the massive national need. Committee members were encouraged to check the City of Albert Lea web site to review the Blue Zones Vitality Project. The AARP/Blue Zones Vitality Project sponsored by United Health Foundation started in January 2009 and set out to create America’s healthiest hometown by adding 10,000 years of healthy life to its residents. Albert Lea was chosen for the project from several small towns in the mid-West. Boards & Commission attendance requirements were reviewed again. COMMUNITY COMMENT None presented. OTHER BUSINESS Member J. Johnson suggested having a speaker from Film Tech, an Edina company which manufacturers water filtration systems to reclaim waste water. Film Tech has projects world wide. Member Johnson will check with Film Tech on speaker possibilities. Committee was informed of upcoming community forums on “Change & Reform in The Health Care System” and “How to Raise a Drug Free Kid”. ADJOURNMENT Motion made by Member Longman and seconded by Member J. Johnson to adjourn. Vote to adjourn was unanimous.
