HomeMy WebLinkAbout2009-10-20 Community Health Commission Minutes MINUTES Edina Community Health Committee October 20, 2009, 6:30 – 8:30 pm Mayor’s Conference Room, Edina City Hall Members Present: Brad Montgomery, Bill Alldredge, Mark Johnson, Mary Jo Kingston, Idelle Longman, Jan Johnson, Student Dolan Lee Members Absent: None. One Vacancy Guests: Sue Sheridan, Rose Jost, Eileen O’Connell, Lisa Brodsky, Karen Stanley, and Karen Zeleznak of Bloomington Public Health WELCOME & CALL TO ORDER Chair Bill Alldredge welcomed members and called the meeting to order at 6:30 pm. Liaison Engelman reported that Mayor Hovland had not yet made an appointment to fill the member vacancy. APPROVAL OF MINUTES Minutes from the September 15, 2009 meeting were unanimously approved by a motion from Member M. Johnson and second from Member Longman. GUEST SPEAKERS Karen Zeleznak, Bloomington Public Health Director, gave a presentation on the community health and nursing services they provide to the City of Edina. Ms. Zeleznak gave a historical perspective of Community Health Services (CHS) funding for city/county public health services. The designated funds must be directed to specific community health programs. Included in these services are Community Health Assessment, Adult and Senior Services, SHIELD (child development), Safety Net of Services, (qualification depends on income), Women’s Health Program, Clinical and Immunization Services, Maternal Child Health, Health Promotion (targeting youth), Creating A Voice (youth assets) and Nurse Clinics (replaced Home Care Program). Also discussed were the quarterly and annual reports. Each CHS is required to complete a community health assessment every five years. Bloomington, Edina and Richfield worked cooperatively to develop priorities and complete the assessment earlier this year. Bloomington Public Health led the assessment process and will incorporate priorities into their community program planning. The assessment will be submitted to MDH by February 2010 under the requirements for the Community Assessment and Action Planning Process. Eileen O’Connell, Bloomington Health Promotion Manager gave additional information about these varied programs and their impact on the community. Ms. O’Connell also discussed the Statewide Health Improvement Program, the community forum on “How to Raise a Drug Free Kid”, social hosting, Tri-City Partners activities, and community readiness for kids not doing drugs. Rose Jost, Family Health, reviewed efforts of Metro Alliance for Healthy Families, the SHIELD program and the Follow Along Program. Karen Stanley presented specific information on the Women, Infants and Children program and also the Sage Screening program for breast and cervical cancer. Sue Sheridan, discussed her work with the Seniors Program, efforts toward independent senior living, and methods to find seniors in need of assistance. Lisa Brodsky, Bloomington Public Health Emergency Preparedness Coordinator, gave a presentation on the public health emergency preparedness services provided to the City of Edina. Key aspects include planning for ability to respond to public health emergencies, evaluating resident’s ability to respond to emergencies, planning for and exercising distribution of medication, vaccines and supplies, developing and preparing methods to deliver emergency messages to the public, planning communication to reach special populations such as limited English speaking, seniors, people with disabilities, building relationships with Police, Fire and Emergency management. The current response to H1N1 includes distribution of vaccine and antivirals to individuals in priority groups including those uninsured and underinsured. Mass vaccination is being planned for school located clinics. Chair Alldredge said Bloomington Public Health is an asset to Edina providing a high level of service to all residents, young and old. The Community Health Committee fully supports the professional efforts of Bloomington Public Health and highly endorses renewing services with them for 2010. Chair Alldredge thanked Karen Zeleznak and her staff for the wide variety of programs and excellent service they provide to the City of Edina. 2009 COMMITTEE WORKPLAN Members Kingston and Longman completed the article on mental health “Getting Help When You Need It”. Committee members fully supported the article and expressed thanks to Members Kingston and Longman for their work on the article. Liaison Engelman will forward the completed article to the Edina Communications Department for their final review and submittal to the Sun Current. Members suggested that the resource list associated with the article be included on the Edina web site under the Community Health Committee and shared with the Edina Police Department. Community Assessment Health Priorities - Discuss # 5 Aging and disabled population managing chronic illness while living independently in the community Adults and youth experiencing suicide, depression, anxiety and other mental illness Inadequate exercise and poor nutrition Adults and youth experiencing co-occurring substance abuse and mental illness City’s ability to respond to public health emergencies Emerging and re-emerging diseases Vulnerable populations at higher risk during disasters or emergencies Injuries among seniors resulting in loss of independence and mobility Tobacco, alcohol, marijuana and prescription drug abuse Maintain local public health infrastructure Health priority # 5, City’s ability to respond to public health emergencies was discussed. The Committee felt this priority was being addressed by way of emergency preparedness planning and response by Edina police, fire and health and also Bloomington Public Health. STATE COMMUNITY HEALTH SERVICES CONFERENCE REPORT Member Longman gave an overview of the Community Health Conference she attended in October. The conference theme was “Surviving and Thriving in Difficult Times”. Goals of Healthy People By 2020 include 1)attaining high quality of longer lives free of preventable disease, disability, injury and premature death, 2) achieving health equity and eliminate disparities, 3) creating social and physical environments that promote good health, and 4) promoting quality of life, healthy development and healthy behaviors across all life stages. Member Longman talked about underage drinking and poverty as great public health problems. Surviving and thriving tips from the Commissioner of Health were also presented. HEALTH STAFF REPORTS Liaison Engelman gave an update on H1N1 influenza activities and plans for priority group vaccinations. Within the priority risk groups, Bloomington Public Health will immunize City of Edina emergency medical personnel and conduct mass vaccination clinics in the Edina Schools in mid to late November. Production and delivery of the vaccine has been delayed and clinics will be conducts if the vaccine is received. Influenza-like illnesses have consistently been reported in the Edina schools. Liaison Engelman also gave a briefing on the Edina Employee Health & Wellness Kickoff and had available employee wellness information packets. Currently, employees are participating in a walking program “Ten Peaks in Ten Weeks”. Ten mountain peaks were chosen as a challenge to increase the number of daily steps taken. Employees must keep track of their daily steps and report in weekly. The focus of the employee wellness program is employee health improvement through education and activities involvement. Liaison Engelman discussed polycyclic aromatic hydrocarbons (PAH’s). A recent resident concern was exposure to PAH’S from a new asphalt trail in a city park. Minnesota Department of Health guidance was that the health risk is long term exposure to workers actually working with asphalt and not from occasional walks on completed asphalt. COMMUNITY COMMENT None presented. OTHER BUSINESS None. ADJOURNMENT Motion made by Member Longman and seconded by Member J. Johnson to adjourn. Vote to adjourn was unanimous.
