ADOPTION OF CONSENT AGENDA Meeting agenda was unanimously approved following a motion from member Peterson and a second from Member Doscotch. Minutes from the November 3, 2011 meeting were unanimously approved with a spelling correction following a motion from Member Peterson and second from Member Belani. COMMUNITY COMMENT None presented. REPORTS /RECOMMENDATIONS Liaison Engelman presented the Edina Boards & Commissions Members Orientation power point. The orientation presentation is a new tool designed to acquaint members with city government and also their roles and responsibilities as they serve on their respective board. Included in the orientation is information regarding open meeting law, Roberts Rules of Order, communications and media policy, ethical and respectful conduct and conflict of interest. The draft 2012 Community Health Committee By-Laws were presented for review, discussion and approval. Liaison Engelman explained that the draft by-laws are consistent with the new by-law format required for all Edina Boards & Commissions. A motion was made by Member Belani and seconded by Member Peterson to approve the draft by-laws. By vote, the draft by-laws were unanimously approved. Liaison Engelman presented and discussed the 2012 Community Health Committee Work Plan. By request from City Council, four additional meetings were incorporated into the 2012 Work Plan. The Community Health Committee annually reviews: Community Health Services Public Health Emergency Preparedness Services Edina Medical Consultant & Emergency & Paramedic Services Edina Chemical Health Services Edina Public Schools Health Services Edina Public Schools Food Services Edina Resource Center Services In addition to these work areas, the following responsibilities were included in the 2012 Work Plan: Member Orientation do.town initiative Work session with the City Council Statewide Health Improvement Program Public Health Accreditation Community Health Improvement Program Assessment Joint meeting with the Bloomington & Richfield Advisory Boards of Health Lisa Brodsky, Bloomington Public Health Emergency Preparedness Coordinator, gave a presentation on the Edina Community Risk Assessment recently conducted in the City of Edina. Representatives from various community organizations, including the Edina Community Health Committee, were invited to participate. Participants were asked to evaluate the probability of occurrence in Edina on emergency issues such as an active shooter, biological incident, chemical spill, extreme heat, flood, major power outage, major radiation emergency, pandemic flu, tornado/straight line winds, water supply contamination, ice/snow storm and major wildfire. Participants were also asked to evaluate the severity of specific hazards and the probable impact on the infrastructure and interruption of services in the community. Assessment results indicated that the highest probable hazards in Edina are severe storms, extreme heat, tornados/straight line winds, floods, snow storms and pandemic flu. A pandemic flu outbreak would have the largest impact on infrastructure and interruption of daily services. Key aspects in emergency planning include ability to respond to public health emergencies, evaluating resident’s ability to respond to emergencies, planning for and exercising distribution of medication, vaccines and supplies, developing and preparing methods to deliver emergency messages to the public, planning communication to reach special populations such as limited English speaking, seniors, people with disabilities, building relationships with Police, Fire and Emergency management. An example of public health emergency preparedness response is the recent H1N1 outbreak. Response actions included coordination with the Minnesota Department of Health, public messages regarding importance of vaccination and antiviral distribution to individuals in priority groups including those uninsured and underinsured, and organizing and conducting timely mass vaccination clinics in local schools. Ruth Tripp, Health Specialist and SHIP Grant Coordinator from Bloomington Public Health, reviewed the 2012-2013 Statewide Health Improvement Program (SHIP) grant and activities. This second SHIP grant awarded to Bloomington, Edina & Richfield must be used specifically for disparity populations. Current projects include: A review of current concession offerings at City facilities and policy development requiring a minimum of 40% of concession choices to meet a specific nutrition guidelines. The nutrition guidelines will be developed from the Institute of Medicine and the Alliance for Healthier Foods Standards. Development of a food procurement policy for food purchases for city events/activities. Consideration by staff and Council to support an "Open Streets" event to encourage physical activity in the community. Development of a "Safe Routes to School" policy by adding sidewalks to areas without, etc. Study concept to eliminate smoking in multi-unit residential units. Consider policy to reduce retail tobacco sales. Worksite Wellness Kickoff – business worksites to encourage employees to eat healthier and be more physically active. Conduct a community survey regarding healthy eating and Purpose of SHIP is to establish policies, systems and environments to encourage healthy eating and physical activity. Such policies, systems and environments will be put in place first, with successful SHIP results and effectiveness measured over time. The Parks Department developed a nutrition policy for healthier concessions at city concessions stands and Public Works Department is developing a "Living Streets Policy to include Safe Routes to School. Flynn Rico-Johnson, do.town Community Organizer, gave an update of the do.town initiative, which is a collaborative of Bloomington, Edina, Richfield and Blue Cross and Blue Shield of Minnesota and supported by the mayors of the three cities. The initiative focus is to improve the health of these communities by making changes that support healthy eating and active living in schools, workplaces, community and healthcare. A public relations campaign was developed to promote do.town and encouraging community and businesses to participate. Efforts are underway to meet with community groups and businesses to highlight the initiative. Encourage healthy behavior to be a natural part of every day. Change the environment to create more places to exercise and offer more healthy food choices. Incorporate community input by use of message boards staggered around the community – Edinborough, Arena and City Hall. Develop financial aid program to assist low income families to participate in athletic and activity programs. Expand the Farmers Market to include cooking classes. Study options for implementing community gardens. Liaison Engelman reminded members that do.town is a community wide initiative which Mayor Hovland strongly supports and expects the Community Health Committee to take an active role in the initiative. Member Johnson reported on the Edina Health & Wellness Expo which is scheduled for Saturday April 28, 9:00-1:00, at St. Patrick's Church. The event will include vendors and activities, with Dr. Jon Halberg, Medical Director of University of Minnesota Physicians Mill City clinic as the keynote luncheon speaker. The vendor session is free and the luncheon with speaker requires a $10 advance payment. The Edina Community Foundation, Fairview Southdale Hospital and the Edina Resource Center are the sponsors. Liaison Engelman distributed a document listing member suggestions regarding unaddressed, unmet community Health issues in Edina. Direction was given to members to review the document and be prepared to vote at the May meeting on which topic should be considered for the 2013 Community Health Committee Workplan. Liaison Engelman called for nominations for chair. A motion was made by Member Peterson and seconded by Member Belani to nominate Member Doscotch. Member Doscotch expressed willingness to serve as chair. By unaminous vote, Member Doscotch was elected chair. A call was made nominations for vice chair. Member Peterson made a motion and Member Belani seconded to nominate Member Kingston as vice chair. Member Kingston expressed willingness to serve as vice chair. By unaminous vote, Member Kingston was elected as vice chair. CORRESPONDENCE AND PETITIONS None presented. CHAIR AND COMMITTEE MEMBER COMMENTS None presented. STAFF COMMENTS None ADJOURNMENT Motion was made by Member Belani and seconded by Member Johnson to adjourn. Vote to adjourn was unanimous.
