ROLL CALL: Present: Chair Alison Pence, Members: Matt Doscotch, Joel Stegner, Steve Sarles, Cathy Cozad, Britta Orr, Kristen Conner. Staff: Spencer Cain. Absent: Vice-Chair Melinda Bothun-Hurley, Member Ginny Ogle. III. APPROVAL OF MEETING AGENDA IV. APPROVAL OF JULY MEETING MINUTES V. COMMUNITY COMMENT During “Community Comment,” the Community Health Committee will invite residents to share relevant issues or concerns. Individuals must limit their comments to three minutes. The Chair may limit the number of speakers on the same issue in the interest of time and topic. Generally speaking, items that are elsewhere on tonight’s agenda may not be addressed during Community Comment. Individuals should not expect the Chair or Committee Members to respond to their comments tonight. Instead, the Committee might refer the matter to staff for consideration at a future meeting. VI. REPORTS/RECOMMENDATIONS A. Dr. Mark Wilkowske - Medical Cannabis Presentation/Discussion System is in beginning stages, many doctors are cautious. Physicians are not set up to incorporate product at this point. Less regulation with medical cannabis than with narcotics, but process in MN protects clinicians from legal ramifications. Doctors do not determine the type of product given to patients, starting dose doesn’t work the same for everyone. Start with low dose and work up from there. Patchwork of how different health systems are handling medical cannabis use on property. Majority of doctors in Minnesota are not currently onboard with system. CHC will discuss further at future meetings and will discuss with Council at work session in September. B. Dianne Latham – Air Quality Discussion Discussion of possible banning of wood burning in Edina. Stated that wood smoke causes air quality issues for individuals with breathing problems and new federal standards for ozone are coming in near future. Proposed denying permit for recreational fires if a person with respiratory ailment lives within 200 feet. Questions about how it would be enforced. Request from resident to start coalition of commissions to jointly work toward ban of wood smoke in the City. Looking to CHC to lead effort. Group agreed to discuss further at September meeting. VII. CORRESPONDENCE VIII. CHAIR AND COMMISSION MEMBER COMMENTS A. Human Services Task Force – No volunteers from CHC. IX. STAFF COMMENTS X.
