INFORMATION/BACKGROUND Edina Public Schools - ISD #273 on behalf of South View Middle School is requesting variances regarding three items as part of the implementation of 2015 referendum at the South View site. The following variances are requested for the South View Middle School site as a continuation of the over-all referendum work: 1.) Setback of school bus parking area from the street, 2.) Screening of off street bus parking area from the street, and 3.) An additional exterior wall sign exceeding the maximum. See applicant narrative and attached plans. As part of the Edina Public Schools 2015 referendum work the office and main entrance of South View Middle School will be relocated to the south entrance adjacent to the south parking lot creating a new secure main entrance. New wall signage identifying the south entrance as the main entrance is proposed. The south parking lot will become the designated parent drop-off and pickup zone. A new bus entry loop will be located on the north side of the site to alleviate congestion and improve safety. The new bus drop-off pick up loop requires a setback variance from South View Lane to bring the parking area up to the lot line. A variance from the parking lot screening requirement is also requested. There will be a low, 2 foot retaining wall along the street separating the bus loop from the street. Currently buses line up single file on the north side of the property with parent drop-off/pick-up along the street causing congestion with students crossing on foot and bike between cars, buses and lanes of traffic. The current layout lacks clarity and poses safety concerns. Dedicated, angled parking is the preferred method for bus loops and has already been created and successfully implemented at other buildings on the site. This proposed project is the final step on this campus to greatly improve safety and site flow as a goal to be achieved as part of the referendum. City of Edina • 4801 W.50th St. • Edina,MN 55424 STAFF REPORT Page 2 South View Middle School is also proposing to provide building way-finding signage on the school's south elevation in conjunction with the recent building referendum. The sign proposed is 87 square feet in area. Sign Area is defined by City Code as the smallest rectangle which can be made to circumscribe the letters, message, symbol, logo, or figure inscribed into or directly onto a building. When evaluating a sign with individual letters, the tallest portion of a sign, to include ascending or descending letters, dictates the height of the entire sign. Edina's sign code#36- 1711 provides for one wall sign per building for schools that are located in the R-1 Single Dwelling Unit District. The code also allows for one wall sign per building not to exceed 24 square feet in area; and one freestanding sign per frontage not to exceed 36 square feet in area. Currently, there is one freestanding sign that complies with the sign code; however two wall signs exceeding the 24 square foot size criteria were allowed through a variance in 2007. The first variance approved wall sign on the west elevation identifies "Southview Middle School Dr. Kenneth A. Dragseth Wing" and measures 84 square feet in area; the second variance approved sign on the north elevation identifies Southview Middle School and measures 39 square feet in area. Planning Guide Plan designation: I, Institutional Zoning: R-1, Single Dwelling Unit District Engineering The City Engineer has reviewed application and supports the revised plan based on his suggested changes. STAFF REPORT Page 3 Primary Issues • Are the proposed variances reasonable for this site? Yes. Staff believes the proposal is reasonable for following reasons: 1. The South View Middle School site is unique. It is an extensive campus with multiple buildings and functions.The variances for parking area setback/screening provide a safe and orderly method for bus drop-off and pickup for the Middle School, given the limitations of locating a bus loop near the building while providing direct access to the street. 2. A bus loop isn't a typical loading dock situation requiring screening at all times and is only used for drop-off in the morning and pick up in the afternoon. Buses are on site for approximately 45 minutes at a time and given their size, could not be screened properly. 3. Student safety and site traffic flow will be dramatically improved by creating dedicated and separate bus and parent parking areas. 4. Edina's sign code allows for only one wall sign per school building, however unlike the elementary schools, the middle schools and high school are larger with numerous entrances, and concurrent activities necessitating signage beyond that which is allowed in the sign code. Furthermore, necessary signage has been approved in the past through the variance process. 5. The proposed sign will provide necessary identification and assist for wayfinding on the school property • Is the proposed variance justified? Yes. Staff believes the proposal is justified for the following reasons: 1. The proposed Bus parking will solve a confusing and potentially dangerous mixture of bus traffic, car drop-off,foot and bike traffic to the school. 2. Neighborhood congestion will be reduced with site flow improved for cars, buses, pedestrians and bikers. 3. The signs will alleviate confusion and enhance the building security. 4. Size of the sign exceeds the maximum 24 square feet allowed and will provide necessary visibility as the school's main entrance. STAFF REPORT Page 4 5. Although the proposed sign exceeds the maximum 24 square foot sign provided by the code; the proposed sign is reflective of the scale of the building. Minnesota Statues and Edina Ordinances require that the following conditions must be satisfied affirmatively.The Proposed Variances will: 1) Relieve practical difficulties that prevent a reasonable use from complying with ordinance requirements. Reasonable use does not mean that the applicant must show the land cannot be put to any reasonable use without the variance. Rather,the applicant must show that there are practical difficulties in complying with the code and that the proposed use is reasonable. "Practical difficulties" may include functional and aesthetic concerns. Staff believes the proposed variances are reasonable.The practical difficulty is based on the size of the site and the site containing multiple buildings and uses. The goal is to improve site safety by creating dedicated and separate bus and car drop-off and pickup areas. Additional signage will provide necessary wayfinding and increase building security. 2) There are circumstances that are extraordinary to the property, not applicable to other property in the vicinity or zoning district? Circumstances are unique for this site.There are multiple uses and buildings on the District Campus with separating bus and car traffic relieving congestion and improving safety all around the site. Determining the correct main entrance to South View requires additional signage. 3) Will the variance be in harmony with the general purposes and intent of the ordinance? Yes.The bus lane will improve traffic flow conditions both on and off site and be safer than existing conditions.The sign has been designed to be in proportion to the facade proposed. The proposed sign is consistent with the design and fabrication standards of building signs that have been approved in the community. 4) Will the variance alter the essential character of the neighborhood? No.The proposed improvements will not alter the essential character of the neighborhood. The bus loop will actually improve neighborhood traffic, pedestrian and bike flow. The sign will front the new main entrance parking lot on the south side of the building.The general and sole purpose of the signs is to identify the new main entry on the south elevation. Staff Recommendation Approve the requested variances based on the following findings and the proposal meets the required standards for a variance, because: STAFF REPORT Page 5 1. The practical difficulty is based on the large size of the site with multiple buildings and uses. South View Middle School is limited in opportunity to allow for separated bus and car drop-off and pickup without the benefit of a setback variance. 2. The proposed variances are reasonable since the proposed wall signs will provide necessary way finding and the sign has been designed to be in proportion to the facade where are proposed. Related to the setback and screening requirements,the District is planning to construct a dedicated bus loop at the north side of the site along South View Lane.The density of the East Campus,which houses 4 school district and community programs in 3 buildings on site,results in a congested site with limited space for redevelopment.As part of the Edina Public Schools 2015 referendum work at South View,a secure entry area will be created,and the office and main entrance will be relocated to the South parking lot.To further support these changes,the South parking lot will become a designated parent drop-off and pickup zone,while a new bus loop and entry commons will be located along the North of the site.This bus loop design requires the variance requests regarding parking setback in an R-1 district as well as screening of off-street parking.Both are explained in more detail following. The third variance request is to install a larger sign than what is allowable under the zoning ordinance for R-1 districts.The zoning ordinance allows(1)wall-mounted building identification sign at�a maximum size of 24 square feet.With the aforementioned reorganization of entries at South View Middle School,there is a need to create a clear,easily identifiable main entry that is noticeable from Concord Avenue.The installation of aluminum lettering is one of proposed methods of drawing attention to the new main entry.Based on this,the district is requesting a variance to install one(1)sign at a size over the maximum square feet required.The following information and attached elevations and perspectives illustrate this in further detail. Summary of Setback Variance Request • ' New main office and entry will be created through the addition at the South parking lot, supporting the internal reorganization of the building with the relocation of 9th grade to Edina High School. • Defined entries for South View Middle School create a more welcoming and organized environment for students and school visitors. • Student safety and site traffic flow will be dramatically improved by creating dedicated bus and parent parking areas.This is part of the larger 2015 referendum project to improve site safety at all district buildings. • Neighborhood congestion will be reduced,and overall East campus site flow will be improved,whether a person is accessing the site by walking,bus,car,or bike has been studied and improved. • : Low retaining wall of decorative stone will be constructed along sidewalk edge,providing a buffer between buses and sidewalk. Summary of Screening Variance Request • Bus loop is not a typical loading dock type zone and does not have a constant volume of traffic throughout the day. • Buses will only be parked in this area for a maximum 45 minute time window at the beginning and end of the school day, and buses point towards the school,meaning their lights will not shine out toward the neighborhood. • Building a screening device or wall along the edge of the school property poses security and supervision concerns. Summary of Signage Variance Request • Main Entry sign indicates the South Side and new main entrance for the facility, incorporating a secure entry for the school and maintaining the community gym entry. • Sign faces the newly designated main entry and parent drop-off/pickup zone • Sign is located approximately 430 feet from South View lane,a distance at which a larger sign is expected in order to provide an appropriately noticeable main entry point • Sign is not illuminated e CN Letter to Joyce Repya Page 4 Wol . At a site like South View,with many existing constraints,options are more limited for creating this safe bus and parking layout.The parking setback requirement is unfortunately limiting on a site serving as many various groups of people and functions as the East Campus,where much of the space on site is already utilized.Thorough investigations between the design team and the school district into possible locations for the bus loop resulted in the proposed location.Factors such as the existing site density,proximity of South View to the ECC and Normandale and their shared parking lot,locations of entry points,and other site constraints such as an existing City well on the east side were analyzed. Locating the bus loop on the North side of the building also supports the internal organization,with the secure entry and main office relocated to the South.Both entries will now be able to serve their particular function.With newly created commons spaces near each, students will clearly know where to accessing the building based on how they get to and from school.The school district also hired an engineering group,Wenck,to conduct a traffic study of the effects of the reduced student population at the East Campus,along with the proposed site plan changes,primarily creation of a dedicated bus loop and parent drop-off and pickup zone.The results of this study will be available at the Planning Commission meeting on May 10,2017. In regards to the screening requirement for any off-street parking facility with six or more spaces, we are requesting a variance for the 4'-0"high screen wall between parking and lot line.The proposed low retaining wall will be a maximum of about 2'-0"high,and will be constructed of the standard Edina decorative stone,making it sensitive to its context and City materials. Since the bus loop activity will be concentrated at the beginning and end of the day,instead of for frequent or multiple trips,it will not have the negative effect on the surrounding area typically resulting from a large parking lot or loading zone.This site reorganization actually should reduce the amount of traffic on the North side of the site,as parent traffic will be directed to the South.As part of the City's Comprehensive Bicycle Transportation Plan,the current parking lane along South View Lane is slated to become a dedicated bike lane,further reducing street congestion and improving site access for multiple modes of transit. Justification of Need for Clear,Intuitive and Appropriately-Scaled Signage This new entry is located approximately 430 feet away from Concord Avenue,near what is currently the Community Gym entry.The proposed aluminum sign would consume an area of 99 SF,but with the very distant location from the road,it is an appropriate size based on the distance from the road and parking area.With the expansive size of the existing middle school(256,881 SF with the new addition),visitors can be easily confused about where to enter.With the secure entry and main office area created as part of this renovation,the South Main Entry will be the only set of doors that is open during the school day,making it even more important for this entry point to be clear.The bus entry will be open only during a window of time before and after school,so all visitor$will need to enter at the South location during the school day.The a. s3 in of several architectural elements including a metal canopy that alludes to the lan. of other entries on the building,a flagpole,and new plantings will also help this feel lik- Fthain entry.The monument sign previously located at the current main entry will be relo,N., - to this sicl�� the building as well.Please refer to the site plan diagram for more inform! on. Staff would ask for consideration and discussion to allow these structures in front yards of small lots that cannot physically get these structures into the back yard. The state law indicates all local zoning regulations apply. If Edina continues with that restriction, many small lots in Edina would not be able to comply with the zoning regulations. Staff would anticipate that owners of these lots would be candidates for this type of use.The City could exempt setback and lot coverage regulations; as these structures are temporary. Allows this use for a period longer than one year. State law requires the structure to be removed after one year. Staff is concerned with requiring the removal when the occupant is still in the structure. Increases the permit fee from $100 to $400 to cover staff review time. Chapter 111 -Minnesota Session Laws Page 4 of 6 Subd. 7.Fee.Unless otherwise specified by an action of the county board,the county may charge a fee of up to$100 for the initial permit and up to$50 for a renewal of the permit. Subd.8.No public hearing required;application of section 15.99.(a)Due to the time-sensitive nature of issuing a temporary dwelling permit for a temporary family health care dwelling.the county does not have to hold a public hearing on the application. (b)The procedures governing the time limit for deciding an application for the temporary dwelling permit under this section are governed by section 15.99.except as provided in this section.The county has 15 days to issue a permit requested under this section or to deny it,except that if the county board holds regular meetings only once per calendar month the county has 30 days to issue a permit requested under this section or to deny it.If the county receives a written request that does not contain all required information,the applicable 15-day or 30-day limit starts over only if the county sends written notice within five business days of receipt of the request telling the requester what information is missing.The county cannot extend the period of time to decide. Subd.9. Opt-out.A county may by resolution opt-out of the requirements of this section. ,.J462.35931 TEMPORARY FAMILY HEALDI CARE DWELLING Subdivision 1.Definitions.(a)For purposes of this section,the following terms have the meanings given. (b)"Caregiver"means an individual 18 years of age or older who: (1)provides care for a mentally or physically impaired person;and (2)is a relative,legal guardian,or health care agent of the mentally or physically impaired person for whom the individual is caring. (c)"Instrumental activities of daily living"has the meaning given in section 256B.0659,subdivision 1.paragraph(i). (d)"Mentally or physically impaired person"means a person who is a resident of this state and who requires assistance with two or more instrumental activities of daily living as certified in writing by a physician,a physician assistant,or an advanced practice registered nurse licensed to practice in this state. (e)"Relative"means a spouse,parent,grandparent,child,grandchild,sibling, uncle,aunt,nephew,or niece of the mentally or physically impaired person.Relative includes half,step,and in-law relationships. (f)"Temporary family health care dwelling"means a mobile residential dwelling providing an enviromnent facilitating a caregiver's provision of care for a mentally or physically impaired person that meets the requirements of subdivision 2. Subd.2.Temporary family health care dwelling.A temporary family health care dwelling must: (1)be primarily assembled at a location other than its site of installation; (2)be no more than 300 gross square feet; (3)not be attached to a permanent foundation; (4)be universally designed and meet state-recognized accessibility standards; (5)provide access to water and electric utilities either by connecting to the utilities that are serving the principal dwelling on the lot or by other comparable means; https://www.revisor.mn.gov/laws/?id=111&year=2016&type=0 6/9/2016 Chapter 111 -Minnesota Session Laws Page 5 of 6 (6)have exterior materials that are compatible in composition,appearance,and durability to the exterior materials used in standard residential construction; (7)have a minimum insulation rating of R-15; (8)be able to be installed,removed,and transported by a one-ton pickup truck as defined in section 168.002.subdivision 21b,a truck as defined in section 168.002, subdivision 37,or a truck tractor as defined in section 168.002,subdivision 38; (9)be built to either Minnesota Rules,chapter 1360 or 1361,and contain an Industrialized Buildings Commission seal and data plate or to American National Standards Institute Code 119.2;and (10)be equipped with a backflow check valve. Subd.3.Temporary dwelling permit;application.(a)Unless the municipality has designated temporary family health care dwellings as permitted uses,a temporary family health care dwelling is subject to the provisions in this section.A temporary family health care dwelling that meets the requirements of this section cannot be prohibited by a local ordinance that regulates accessory uses or recreational vehicle parking or storage. (b)The caregiver or relative must apply for a temporary dwelling permit from the municipality.The permit application must be signed by the primary caregiver,the owner of the property on which the temporary family health care dwelling will be located, and the resident of the property if the property owner does not reside on the property,and include: (1)the name,address,and telephone number of the property owner,the resident of the property if different from the owner,and the primary caregiver responsible for the care of the mentally or physically impaired person;and the name of the mentally or physically impaired person who will live in the temporary family health care dwelling; (2)proof of the provider network from which the mentally or physically impaired person may receive respite care,primary care,or remote patient monitoring services; (3)a written certification that the mentally or physically impaired person requires assistance with two or more instrumental activities of daily living signed by a physician,a physician assistant,or an advanced practice registered nurse licensed to practice in this state; (4)an executed contract for septic service management or other proof of adequate septic service management; (5)an affidavit that the applicant has provided notice to adjacent property owners and residents of the application for the temporary dwelling permit;and (6)a general site map to show the location of the temporary family health care dwelling and other structures on the lot. (c)The temporary family health care dwelling must be located on property where the caregiver or relative resides.A temporary family health care dwelling must comply with all setback requirements that apply to the primary structure and with any maximum floor area ratio limitations that may apply to the primary structure.The temporary family health care dwelling must be located on the lot so that septic services and emergency vehicles can gain access to the temporary family health care dwelling in a safe and timely manner. (d)A temporary family health care dwelling is limited to one occupant who is a mentally or physically impaired person.The person must be identified in the application. Subd. 5.Inspection.The municipality may require that the permit holder provide evidence of compliance with this section as lone as the temporary family health care dwelling remains on the property.The municipality may inspect the temporary family health care dwelling at reasonable times convenient to the caregiver to determine if the temporary family health care dwelling is occupied and meets the requirements of this section. Subd.6.Revocation of permit.The municipality may revoke the temporary dwelling permit if the permit holder violates any requirement of this section.If the municipality revokes a permit,the permit holder has 60 days from the date of revocation to remove the temporary family health care dwelling. Subd.7.Fee.Unless otherwise provided by ordinance,the municipality may charge a fee of up to$100 for the initial permit and up to$50 for a renewal of the permit. (b)The procedures governing the time limit for deciding an application for the temporary dwelling permit under this section are governed by section 15.99,except as provided in this section.The municipality has 15 days to issue a pennit requested under this section or to deny it,except that if the statutory or home rule charter city holds regular meetings only once per calendar month the statutory or home rule charter city has 30 days to issue a permit requested under this section or to deny it.If the municipality receives a written request that does not contain all required information,the applicable 15-day or 30- day limit starts over only if the municipality sends written notice within five business days of receipt of the request telling the requester what information is missing.The municipality cannot extend the period of time to decide. However, the City Council also requested that the Planning Commission and Community Health Commission further consider and evaluate allowing these types of uses with regulations specific to Edina.The Council added consideration of Temporary Health Care Dwelling Units to both Commission's 2017 Work Plan. Staff has drafted the attached ordinance to begin the discussion of allowing these types of temporary structures. The Planning Commission and Health Commissions are asked to consider the draft Ordinance and provide feedback and recommendations to staff. Representatives of the Community Health Commission will be at the Planning Commission meeting to provide feedback. Based on the discussion at the May 10th meeting, staff would then make revisions as necessary to the draft Ordinance, and schedule a public hearing for the Planning Commission to consider a formal amendment to the Zoning Ordinance to be recommended to the City Council. In summary, the attached draft Ordinance, adopts the Minnesota State Statutes with several amendments that would customize some of the regulations for Edina. Please note that the conditions that are highlighted in green in the attached State Statute have been amended in the attached draft Edina Ordinance. The sign proposed is 106.2 square feet in area. Sign Area is defined by City Code as the smallest rectangle which can be made to circumscribe the letters, message, symbol, logo, or figure inscribed into or directly onto a building. When evaluating a sign with individual letters, the tallest portion of a sign, to include ascending or descending letters, dictates the height of the entire sign. The study examined weekday a.m. and p.m. peak hour traffic impacts of the proposed changes at the following intersections: • South View Lane/Concord Avenue • Concord Avenue/Concord Terrace/parking lot north access • Concord Avenue/parking lot south access The proposed project includes the following items: • Construction of a bus loop with dedicated parking stalls on the north side of the building. • Creation of new parent drop-off/pick-up areas in the parking lot on the south side of the building. The main school entrance will also be relocated to the south side of the building. • Removal of the north parking lot access across from Concord Terrace. In addition to the changes listed above, all 9th grade students will be moved off-site to the high school. This results in reducing the student population from 1,400 students to 1,020 and the staff count from 120 to 110. These reductions are expected to result in 25% fewer parent and staff trips to and from the school on a typical school day. The conclusions drawn from the information and analyses presented in this report are as follows: • Under existing conditions, buses load and unload in the south parking lot and in the loop on the north side of the building. The parent drop-off and pick-up activities occur in the west parking lot, the south parking lot, and the loop on the north side of the building. • Under 2017 existing conditions at the South View Lane/Concord Avenue. Concord Avenue/Concord Terrace/parking lot north access, and Concord Avenue/parking lot south access intersections, all movements and the overall intersections operate at acceptable levels of service. • Under post-construction conditions at the South View Lane/Concord Avenue. South View Middle School Under existing conditions, the west parking lot has two access points on South View Lane and the south parking lot has two access points on Concord Avenue. A drop-off/pick-up loop exists on the north side of the building that is used by both buses and parents. Both parking lots operate with one access for entering traffic and one access for exiting traffic. Buses load and unload in the south parking lot and in the loop on the north side of the building. The parent drop-off and pick-up activities occur in the west parking lot, the south parking lot, and the loop on the north side of the building. Approximately 91 of the 134 parking stalls in the south lot and 54 of the 198 parking stalls in the west lot were occupied during the school day. During the morning observation period, the first bus arrived at 7:23 a.m. and the last bus left the site at 7:45 a.m. The majority of parent drop-off activity occurred between 7:15 a.m. and 7:45 a.m. During the afternoon observation period, the buses left the site between 2:44 p.m. and 2:48 p.m. The majority of parent pick-up activities occurred between 2:40 p.m. and 3:00 p.m. South View Lane/Concord Avenue Intersection This intersection has three approaches and is controlled with stop signs on all approaches. All approaches provide one lane shared by left turn, through, and right turn movements. Traffic Volume Data Data at the intersections was recorded on April 19 and 20, 2017. The following assumptions were used to adjust the volumes: • All school buses will load and unload in the bus loop on the north side of the building. • The majority of parent drop-off and pick-up activities will occur in the south parking lot near the new main entrance. • The north access for the south parking lot will be removed. • All Stn grade students will be moved off-site to the high school. This results in reducing the student population from 1,400 students to 1,020 and the staff count from 120 to 110. These reductions are expected to result in 25% fewer parent and staff trips to and from the school on a typical school day. MOVEMENT VOLUMES Exceptional outcomes. 5 .0 Traffic Analysis Intersection Level of Service Analysis Traffic analyses were completed for the study intersections for all scenarios described earlier during the weekday a.m. and p.m. peak hours using Synchro software. Initial analysis was completed using existing geometrics and intersection control. Capacity analysis results are presented in terms of level of service (LOS), which is defined in terms of traffic delay at the intersection. LOS ranges from A to F. LOS A represents the best intersection operation, with little delay for each vehicle using the intersection. LOS F represents the worst intersection operation with excessive delay. The following is a detailed description of the conditions described by each LOS designation: • Level of service A corresponds to a free flow condition with motorists virtually unaffected by the intersection control mechanism. For a signalized or an unsignalized intersection, the average delay per vehicle would be approximately 10 seconds or less. • Level of service B represents stable flow with a high degree of freedom, but with some influence from the intersection control device and the traffic volumes. For a signalized intersection, the average delay ranges from 10 to 20 seconds. An unsignalized intersection would have delays ranging from 10 to 15 seconds for this level. • Level of service C depicts a restricted flow which remains stable, but with significant influence from the intersection control device and the traffic volumes. The general level of comfort and convenience changes noticeably at this level. The delay ranges from 20 to 35 seconds for a signalized intersection and from 15 to 25 seconds for an unsignalized intersection at this level. • Level of service D corresponds to high-density flow in which speed and freedom are significantly restricted. Though traffic flow remains stable, reductions in comfort and convenience are experienced. The control delay for this level is 35 to 55 seconds for a signalized intersection and 25 to 35 seconds for an unsignalized intersection. • Level of service E represents unstable flow of traffic at or near the capacity of the intersection with poor levels of comfort and convenience. The delay ranges from 55 to 80 seconds for a signalized intersection and from 35 to 50 seconds for an unsignalized intersection at this level. • Level of service F represents forced flow in which the volume of traffic approaching the intersection exceeds the volume that can be served. Characteristics often experienced include long queues, stop-and-go waves, poor travel times, low comfort and convenience, and increased accident exposure. Overall Traffic Impacts The proposed changes are estimated to shift 75% of parent drop-off/pick-up trips from the west parking lot to the south parking lot. The forecasted shift in trips is due to the relocation of the main entrance and parent drop-off/pick-up area to the south parking lot. As shown in the site plan, the north access to the south parking lot will be removed in order to eliminate the east/west leg offset that occurs under existing conditions. All entering and exiting traffic for the south lot will use the south access under the proposed plan. As shown in the analysis, the Concord Avenue/parking lot south access intersection is expected to accommodate the projected traffic volumes at acceptable levels of service. In order to accommodate both entering and exiting traffic, we recommend that two exiting lanes be provided on the south access drive. One lane would be dedicated for left turns and the other for right turns exiting the site. As part of the planning for the new lot, we recommend the development of a Traffic Management Plan that will detail how drop-off, pick-up, and parking activities will occur when fully operational. This plan should include an education component to communicate changes in the drop-off/pick-up locations to parents prior to the start of the school year.
