BACKGROUND. 1.01 The Edina Public Schools are proposing to build a 1,984 square foot maintenance and storage building on the west side of the high school football field, near the entrance gate. 1.02 On January 28, 2009, the Planning Commission unanimously recommended approval of the conditional use permit request. Section 2. FINDINGS 2.01 Approval is based on the following findings: 1. Per Section 850.04. Subd.4.E of the Zoning Ordinance, the proposal would meet the required standards for conditional use permit as follows: • a. Will promote and enhance the general public welfare and will not be detrimental to or endanger the public health, safety, morals and general welfare. b. Will not cause undue traffic hazards, congestion or parking shortages. C. Will not be injurious to the use and enjoyment, or decrease the value, of other property in the vicinity, and will not be a nuisance. d. Will not impede the normal and orderly development and improvement of other property in the vicinity. e. Will not create an excessive burden on parks, streets and other public facilities. f. Conforms to the applicable restrictions and special conditions of the district in which it is located as imposed by this Section. g. Is consistent with the Comprehensive Plan. 2. The proposal meets all applicable Zoning Ordinance requirements. Section 3. APPROVAL NOW THEREFORE, it is hereby resolved by the City Council of the City of Edina, approves the Conditional Use Permit to allow construction of a maintenance building at 5701 Normandale Road, subject to the following conditions: • 1. Record the approving resolution with the county. 3. The building must meet all applicable building permit requirements. 4. Building materials and color must be compatible with other two utility buildings on site, subject to staff approval. 5. A light pack must be installed on the east side of shed, must be a down-cast light, and meet all applicable zoning ordinance requirements. 6. The landscape plan must be revised to eliminate the Rushmore Arborvitae, and replace them with three, six-foot tall Norway Spruce, for a total of five Norway Spruce along the east and south side of the building.
