A RESOLUTION TO ORDER AN ALTERNATIVE URBAN
AREAWIDE REVIEW(AUAR) FOR THE GATEWAY PROJECT
WHEREAS, Minnesota Rules Part 4419.3610 provides for a substitute form of Environmental Review
known as an Alternative Urban Areawide Review(AUAR)process;and
WHEREAS, an Alternative Urban Areawide Review (AUAR) process allows for the environmental
review of development and associated infrastructure in a particular geographic area within a jurisdiction if
the local government unit has an adopted Comprehensive Plan;and
WHEREAS, the adopted Comprehensive Plan must contain at least the following elements: a land use
plan;a public facilities plan including a transportation plan,and sewage collection system policy plan;and an
implementation program;and
WHEREAS, the City of Edina has an adopted a Comprehensive Plan containing the required elements;
and
WHEREAS, the specified boundaries for the Gateway Project AUAR are shown in the attached exhibit
and are as follows: See Exhibit A,attached; and
WHEREAS, the Gateway Project is anticipated to include roughly 2,219,200 square feet of office; 80,000
square feet of retail; a 150 room hotel; and 800 units of senior housing within the area depicted on Exhibit A;
and
WHEREAS, there is uncertainty as to the exact timing of the development stages on the site with
• anticipated development to begin in 2007; and
WHEREAS, the City of Edina is the Responsible Governmental Unit (RGU) pursuant to Minnesota
Rules Part 4410.3610, Subp. 1 if the City of Edina chooses to initiate environmental review using the
Alternative Urban Areawide Review(AUAR) substitute form of review; and
WHEREAS, Minnesota Rules Part 4410,360, Subp 3 requires the City of Edina, if it chooses to order an
AUAR, to specify: (a) the geographic boundaries of the area in which the review will apply; (b) at least one
scenario of anticipated development that is consistent with its comprehensive plan; and (3) one scenario that
is consistent with any known development plans of property owners within the area in which the review will
apply;and
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EDINA that:
1.An AUAR is the most appropriate form of environmental review for the Gateway Project and
immediate vicinity provided for in the Minnesota Environmental Review Program.
2.An AUAR be initiated and completed for the area shown on the attached Exhibit A.
3.The AUAR study the following scenarios: (a)no further development in the area to serve as a baseline
for analysis; (b) anticipated development on all properties to levels consistent with the City of Edina
Comprehensive Plan; and (c)anticipated development of the Gateway Project as planned by the developer on
the developer's properties and development to levels consistent with the ity of Edina Comprehensive Plan
on all other properties within the area shown on the attached Exhibit A.
