CALL TO ORDER Chair Hovland called the HRA meeting to order at 5:32 p.m. 11. ROLLCALL Answering rollcall were Commissioners Brindle, Fischer, Staunton, Stewart and Chair Hovland. Edina City Staff attending the meeting: Debra Mangen, City Clerk; Chad Millner, Engineering Director; Chante Mitchell, City Management Fellow; Scott Neal, City Manager/Executive Director; Bill Neuendorf, Economic Development Manager; Brian Olson, Public Works Director; Cary Teague, Community Development Director and Don Uram, Finance Director. 111. IMPLEMENTING AFFORDABLE HOUSING STRATEGY Bill Neuendorf, Economic Development Manager, reviewed possible alternatives to be considered when the City prepares a strategy to create and retain affordably priced housing. Mr. Neuendorf reviewed the funds that could be used including: traditional TIF statutes could be applied, Special TIF legislation funding until 2019, the HRA Affordable Foundation fund- $1.2 million available, Edina Housing Foundation funds, and pending market-rate developments. The HRA considered many issues: size and • scale of project, existing buildings or new construction, rental or owner-occupied, target resident, how affordable-priced would be determined. The HRA discussion included: transit will dictate location of housing, need for senior affordable housing, need to keep homes that exist as affordable, and workforce housing needed. IV. NORTH PARKING EXPANSION UPDATE Mr. Neuendorf outlined the proposed design features for the North Ramp expansion. He also informed the HRA that Representatives from KM2 Development, the owners of the adjacent single-story commercial building have suggested a new concept. They would like to construct a new multi-story commercial office building that would be connected to the North Ramp. The building would be in the 4 to 5 story range; this is twice the "typical" size anticipated at 50th and France. The construction of the office building could be accomplished separately from the construction of the ramp, but the two would need to be designed to work well together. The patrons of this building would use the public parking ramps. A proposal was shown where an additional level of parking could be constructed on the North Ramp. HRA members would encourage the redevelopment of the corner but were not enthusiastic about adding another level to the North Ramp. V.
