Mangen has been a City Clerk for 38 years and over 20 of those years have been with the City of Edina. This is the first year that the MCFOA recognized a “Member of the Year.” Daniel Buchholtz, City Clerk for the City of Spring Lake Park, nominated Mangen. In his nomination of Mangen, Buchholtz wrote, “I have found Deb to be an outstanding professional, mentor, teacher, and, most importantly, leader. Deb's drive to ‘give back’ to MCFOA has helped strengthen our profession and made MCFOA the premier organization for local government education.” The award was created to recognize an active member of the MCFOA who has demonstrated outstanding service and commitment to their municipality, community, MCFOA and to the profession of the municipal Clerk or Finance Officer. Terri Boese, City Clerk for the City of Dassel and MCFOA President said, “Deb is an accomplished, knowledgeable and very strong leader. She has been an inspiration to many others and me through her leadership of the MCFOA organization. Her ability to teach, coach and be a cheerleader, when needed, makes Deb well-rounded as a person.” “It’s a humbling recognition,” said Mangen. “I have gotten so much from this organization and it’s been my joy to give back.” “Deb leads by example. She is one of the foremost election experts in the State of Minnesota,” wrote Buchholtz. “She believes that good governance is an outcome of effective education.” The MCFOA was established in 1937 to promote professional standards for City Clerks and Finance Officers. Today, the Association boasts a membership of more than 800 and provides educational and networking opportunities through regional meetings, its annual conference, and continuing education workshops for its certification program.
