WHEREAS, the Metropolitan Livable Communities Act (Minnesota S� tues Section 473.25 to
473.254) establishes a Metropolitan Livable Co u ities Flund which is int�nded to address housing and
other development issues facing the metropolitan a ea defined by Minnesofta St tutes section 473.121;
and
WHEREAS, the Metropolitan Liva le ommµnities Fund, comp ising the Tax Base
Revitalization Account, the Livable Communiti s D mons�ation Account, the Local Housing Incentive
Account and the Inclusionary Housing Acco nt s inte ded to provide i certain funding and other
assistance to metropolitan area municipalities; and
WHEREAS, a metropolitan area municipali is not eligible to receive ants or loans under the
Metropolitan Livable Communities Fund or eltigibli, to receive certain polluted sites cleanup funding
from the Minnesota Department of Trade and E onomic Development unless the municipality is
participating in the Local Housing Incentives Acccunt Pr6gram under the Mi4iesota Statutes section
473.254; and
WHEREAS, the Metropolitan Livable Co unitijes Act requires he etropolitan Council to
negotiate with each municipality to establish affordable and',life--cycle housi g gools for that municipality
that are consistent with and promote the policies of the Metropolitan Counc 1 as Orovided in the adopted
Metropolitan Development Guide; and
WHEREAS, each municipality must I ide ify toi, the Metropolit n C uncil the actions the
municipality plans to take to meet the establi hed housing' goals through prep ration of the Housing
Action Plan; and
WHEREAS, the Metropolitan Council ado ed, bye resolution after a pu lic hearing, negotiated
affordable and life -cycle housing goals for each arti ipating municipality; athd
WHEREAS, a metropolitan area muniipal ty whit h elects to partilcipat in the Local Housing
Incentives Account Program must do: by Nov robe 15 ofleach year; and f '
WHEREAS, for calendar year 2002, a. met ropolitan area municip4lity', hat participated in the
Local Housing Incentive Account Program during 1he calendar year 2001,E car',continue to participate
under Minnesota Statutes section 473.254 if. (a) e mupicipality elects to J trticipate in the Local
Housing Incentives Program by November 15, 001; dnd (b) the Me.TopJ itan Council and the
municipality have successfully negotiated affordable and lift -cycle housing oah 1br the municipality:
NOW, THEREFORE, BE IT RESOLVED TOAT the City lof ltdina hereby elects to
participate in the Local Housing Incentives Progrant under' the Metropolitan Livable Communities Act
during the calendar year 2002.
