Answering roll call were commissioners Ahler, Johnson, Kane, Ma, McCarthy, Olson, Richman, Ruthruff,

III. Approval Of Meeting Agenda
Motion was made by commissioner Johnson and seconded by commissioner Ruthruff to
approve the agenda. All voted aye. Motion carried.
IV. Approval Of Meeting Minutes
Motion was made by commissioner Olson and seconded by commissioner McCarthy
approving the March 15, 2018 meeting minutes. All voted aye. Motion carried.

VI. Reports/Recommendations
A. Circulator Bus Update
Commissioner Olson presented updates on the circulator bus
• No stops north of Hwy 62
• Kickoff is currently planned for June 15th
Motion was made by commissioner Ruthruff and seconded by commissioner Kane
approving the circulator bus route. All voted aye. Motion carried.
B. Draft Edina Pedestrian Crossing Policy
Heather Kienitz from SEH presented the updated Edina Pedestrian Crossing Policy
• Provide research on a raised crosswalk
• Send out a summary of the presentation
• Add “start here” on the flow chart

Motion was made by commissioner McCarthy and seconded by commissioner Ahler
approving the Draft Edina Pedestrian Crossing Policy but add a note that the flow
chart and table are to be used as a decision guide. All Voted Aye. Motion Carried.
C. U of MN Capstone Report: York Avenue/Parklawn Avenue Intersection
Improvements
Director Millner presented the capstone report about the York Avenue/Parklawn intersection.
D. Bicycle Safety Community Renewal Application Update
Chair Richman provided an update on the status of the application.
• Help from the commission is needed to complete the application sections on Education and
Encouragement by June.
o The Education section will be completed by commissioners Ma and Richman. Ma
will complete the youth education and Richman will complete adult education
o Volunteers are still needed for Encouragement.
E. Traffic Safety Report of May 1, 2018
Motion was made by commissioner Olson and seconded by commissioner Johnson to the
approve May 1st, 2018 Traffic Safety Report. All voted Aye, motion carried.
F. Prepare for June 5 Joint Work Session with City Council
• Commission will focus on the Work Plan, specifically, an update on the circulator bus and
traffic demand management, they would also like to discuss future plans.
VII. Chair And Member Comments
• Commission Ahler said the communication from Lou Miranda was very interesting and would
be interesting for France Ave in the Southdale Area
• Commissioner Olson said the CloverRide logo isn’t necessarily “official”
• Commissioner Ruthruff said the draft crossing policy should be in color
• Commissioner Kane said we need to be proactive in finding solutions for transportation and
not disturbing neighborhoods.
• Commissioner Ma said that MPR had a story about how conditional, autonomous cars can be
very dangerous if control is given back to the human in certain situations because they may
not be paying attention.
• Commissioner Veluvali said traffic is horrible in Edina and we need better access to public
transportation.
• Commissioner Johnson said his colleagues don’t feel Edina is very bicycle friendly and would
like a better presence on the website about bicycle friendly events, maps, etc that are easily
accessible to the public

• Commissioner Richman thanked everyone for coming to the comp plan update and the
Southdale District Working Committee has invited the transportation commission to their
transportation meeting on May 24, 2018 at 6:30PM
VIII. Staff Comments
• Dockless Bike Share (LimeBike) MOU was approved by council and will start in June
• Staff is working on a joint transportation study with the school district and sent out a survey
on May 11 to parents and students. The survey will close June 11. There will be an open
house, Monday, June 25th on the traffic study and feedback is welcome from the
neighborhoods.
• May 24th, there will be two bid openings for Valley View and France sidewalks.
• Nine Mile Creek Regional Trail grand opening is June 3rd at 10am
• France Avenue bridge will be re-decked next year and will be closed for three months
• Sidewalks by the hospital are being revisited to connect 66th Street to the bridge.
• Tracy Avenue bridge is on the state’s capital improvement plan for a rebuild in 2024-2026
but they will mark sidewalks this year with pavement markings.

INTRODUCTION:
The Travel Demand Management (TDM) Committee of the ETC will present their proposal regarding the
potential future of TDM in Edina. They will also update the commission on their discussion with City Council
regarding the same topic at the June 5 joint work session.

Proposal for Developing a Traffic Demand Management (TDM) Program
Background
• As Edina grows, automobile traffic congestion is likely to increase, particularly in certain
areas and at certain times of the day.
• Many cities are implementing TDM, which is the application of services, incentives, and
policies to reduce single occupancy vehicle travel demand, or to redistribute this demand in
space or in time.
• TDM best practices include:
o consistent and coordinated application of TDM policies and programs across a
region’s municipalities,
o the close integration of land use and transportation planning processes,
o the establishment of standardized performance measures,
o a decentralized approach to the implementation of TDM strategies
o the use of pricing and incentives, where appropriate, and
o reliance on communication technologies to promote TDM, educate decisionmakers
and the public, and provide actionable travel information.
• TDM in Edina has already begun.
o Commuter Services is the outreach program for the I-494 Corridor Commission.
Edina is one of five member cities represented by this Commission (Edina City Council
Member Mary Brindle and Transportation Planner Mark Nolan are voting members
on the Commission). To date, Edina has not elected to implement financial incentives
for developers as the other member cities have.
o Developing a TDM strategy has been part of the 2008 Comp Plan and the ETC has
proposed adding emphasis to this in the Comp Plan Update currently in
development.
Proposal
Objectives:
1. Create an actionable set of options and metrics for the City to consider for TDM.
2. Begin the process of educating and engaging residents, consultants, and City leaders in the
development of a TDM program.
Process:
1. Develop a deeper understanding of TDM by the small area workgroups.
2. Solicit input from the small area workgroups and the Planning Commission on TDM
strategies.
3. Educate residents and solicit input on TDM strategies.
4. Create a workgroup, sponsored by the ETC, to create a TDM framework and
recommendations for a TDM program for Edina. This workgroup would include ETC
Commissioner representatives, resident representatives, business and developer
representatives, an I-494 Corridor Commission representative, a Planning Commission
member, and ETC staff.

INTRODUCTION:
Every two years each City department updates the Capital Improvement Plan (CIP) with projects that it
proposes to construct/implement in the next five years. The attached is a draft list of transportation-related
projects that the Engineering Department is proposing. Please note that these projects have been submitted but
have not yet been approved.
Staff considers several factors when proposing projects, including (but not limited to) pavement and utility
condition, available funding, and recommendations in City-approved planning documents (e.g. the Pedestrian and
Bicycle Master Plan).
Not all road reconstruction/improvement projects utilize P edestrian and Cyclist Safety (PACS) Funds; the
attached table indicates those that do.

The dates shown on the map represent the anticipated years of reconstruction and are subject to change based on budgetary issues, adjacent projects, and other factors.Not all bituminous roadways within the City are shown. If a road is not highlighted, then the potential reconstruction date is beyond the City’s 5-year planning process.
The City of Edina’s street improvement policy is to assess residents for a portion of the roadway reconstruction costs. Public utility improvements are paid for from the City’s Utility Fund.
Extensive evaluation regarding the condition of the pavement, sanitary sewer, storm sewer, and watermain is used to set the priority of roadway improvements.

Information / Background:
The Traffic Safety Committee (TSC) review of traffic safety matters occurred on June 5. The Traffic Safety
Coordinator, Engineering Director, Public Works Director, Assistant City Planner and Transportation
Planner were in attendance for this meeting. The Traffic Safety Specialist and Police Lieutenant were not able
to attend and were informed of the decisions and did not object to the recommendations.
For these reviews, the recommendations below are provided. On each of the items, persons involved have
been contacted and the staff recommendation has been discussed with them. They were informed that if
they disagree with the recommendation or have additional facts to present, these comments can be included
on the June 21 Edina Transportation Commission and the July 17 City Council meeting agendas.
Section A: Items on which the Traffic Safety Committee recommends action
A1. Request to increase pedestrian safety at the intersection Interlachen Blvd and Vandervork Ave
Resident is concerned with vehicles not
stopping for pedestrians in the crosswalk
Resident has cited a dangerous accident
involving a pedestrian took place at this
intersection in October 2015
Resident is requesting to add the in-street
pedestrian crossing signage or even adding an
extra pedestrian sign on the back of both
signs currently at this crossing
ADT near this intersection is roughly 9500
85% speed is 33 mph
A 24-hour study found a total of 29 pedestrian crosses with a peak hour of 6
After review, staff recommends adding crosswalk signs to appear on both sides of the
street in both directions to increase pedestrian awareness. Staff also recommends
increasing the use of in-street (bollard) pedestrian crossing signs in this area.

arms. By adding these signs, drivers should be
more aware of the directions they are
traveling.

Section B: Items on which the Traffic Safety Committee recommends no action
B1. Request to add a movement prohibition sign on School Rd
Concord Elementary staff wants to add a sign
on School Rd to restrict left turns for exiting
vehicles at the east parking lot to alleviate
traffic during peak school start and end times
The east parking lot allows parents to enter
and pick up their children from Concord
Based on the layout of the this area, when
exiting the parking lot, if a driver turns left
towards Concord Ave, it would block further
exiting vehicles or other westbound traffic on
School Rd
The entrance to the east parking lot is
measured at 60’ from Concord Ave
After review, staff recommends adding no
turn restriction sign adjacent to the
entrance/exit. Staff recommends Concord Elementary remove the left turn marking on
the parking lot driveway upon exiting onto School Rd, which should lower the number
of vehicles attempting to turn left.
B2. Request to add traffic signs on Interlachen Blvd
Resident is concerned with the level of safety on Interlachen and wishes for more traffic
signs or all-way stop signs at cross streets
Interlachen has signs for; speed limits, dynamic speed signs, no parking, crosswalks, bike
routes, bridge height advisory, share the road, horizontal alignment and traffic light signs
ADT on Interlachen varies between 8700 and 9500

After review, staff recommends placing no additional signs along Interlachen Blvd. Staff
agrees no additional signs are warranted and overuse of signs can decrease the validity
and motorist compliance of current signs.

is of little concern. Staff also believes the 85% speed is acceptable along a local street
like York.
B4. Request to add parking restrictions on Beard Ave, north of W 55th St
Resident at 3332 W 55th St is concerned with vehicles parking across Beard from his
driveway (west side of Beard)
This section of Beard is 23’ wide
At the north end of Beard is a pedestrian
path that crosses over Minnehaha Creek
After review, staff recommends not placing a parking restriction along Beard Ave at
this portion of Beard Ave. Staff cites the current road width gives adequate space for
vehicles to exit from driveways.
B5. Request to add stop signs at W 55th St and Brookview Ave
A resident is concerned with the level of

police enforcement to raise driver awareness towards the importance of stopping at
this intersection.
B7. Request to add pedestrian signage at Chowen Park
Resident is concerned with pedestrian safety
near Chowen Park and wants signage for
drivers who “speed” past the park
ADT on W 57th and Chowen is 900 and 260,
respectively

throughout Maple to analyze if crosswalks are warranted. Staff discussed other
requests presented by residents along Maple including adding a turn restriction
onto Maple and restructuring lane layouts along W 50th in an attempt to lower the
traffic volumes in this neighborhood. Staff recommended such changes are not
necessary as current construction along 50th & France is causing the increase in
traffic to be a temporary issue.

Section D: Other traffic safety items handled
D1. A resident contacted Traffic Safety concerned with the level of safety at crosswalks along W 70th St.
Traffic safety contacted the EPD to request an increase in enforcement to improve driver behavior when
pedestrians are crossing along W 70th St.
D2. A resident contacted Traffic Safety requesting a crosswalk across W 66th St at Naomi Dr. This resident
was concerned with pedestrians crossing this street to visit Normandale Park. This request is listed as a ‘D
Item’ as this was reviewed and listed as ‘Item B6’ in the August 2015 Traffic Safety Report.
D3. A resident contacted Traffic Safety to inform Edina a pedestrian crossing light at W 66th St and York
Ave was not operating properly. Hennepin County maintenance was contacted thru traffic safety as this
intersection’s traffic lights are controlled by the county and has been fixed.
D4. A worker near W 50th & France requested temporary flashing lights to go with pedestrian signage
during construction in this area. A temporary pedestrian flashing sign has been added to help raise
pedestrian awareness for drivers during the construction.
D5. A concern was raised that vehicles turning left (northbound) from Hazelton Ave onto York Ave are
failing to yield to pedestrians crossing the north portion of the intersection over York. This location was
looked at and noticed vehicles failing to yield to drivers first-hand. Traffic safety contacted the EPD to
increase police enforcement to prevent drivers from failing to yield to crossing pedestrians.
D6. A resident contacted traffic safety to request a double yellow marking to be painted at the southern
curve of Browndale Ave. The resident has noticed vehicles appearing to cross-over the lane during the
curve. Public Works was informed of this request.
D7. A resident was concerned with the signal timing at the intersection of W 66th St and Valley View Rd.
The City’s Electricians were informed of a timing issue and found a signal camera was not operating
properly. The signal was fixed and the timing was changed to help improve the overall function of this
intersection.

Appendix A:
All-Way Stop Warrants
Multi-way stop control can be useful as a safety measure at intersections if certain traffic conditions exist.
Safety concerns associated with multi-way stops include pedestrians, bicyclists, and all road users expecting
other road users to stop. Multi-way stop control is used where the volume of traffic on the intersecting
roads is approximately equal.
The restrictions on the use of STOP signs described in Section 2B.4 also apply to multi-way stop
applications. The decision to install multi-way stop control should be based on an engineering study. The
following criteria should be considered in the engineering study for a multi-way STOP sign installation:
A. Where traffic control signals are justified, the multiway stop is an interim measure that can be
installed quickly to control traffic while arrangements are being made for the installation of the traffic
control signal.
B. Five or more reported crashes in a 12-month period that are susceptible to correction by a
multi-way stop installation. Such crashes include right-turn and left turn collisions as well as right-angle
collisions.
C. Minimum volumes:
1. The vehicular volume entering the intersection from the major street approaches (total of
both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and
2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from
the minor street approaches (total of both approaches) averages at least 200 units per hour for the
same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds per
vehicle during the highest hour; but
3. If the 85th-percentile approach speed of the major street traffic exceeds 40 mph, the
minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2.
D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80
percent of the minimum values. Criterion C.3 is excluded from this condition.
Other criteria that may be considered in an engineering study include:
A. The need to control left-turn conflicts;
B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian
volumes;
C. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to
negotiate the intersection unless conflicting cross traffic is also required to stop; and
D. An intersection of two residential neighborhood collector (through) streets of similar design and
operating characteristics where multi-way stop control would improve traffic operational characteristics of
the intersection.

Appendix B:
Stop Sign Warrants
At intersections where a full stop is not necessary at all times, consideration should first be given to using
less restrictive measures such as YIELD signs (see Sections 2B.8 and 2B.9).
The use of STOP signs on the minor-street approaches should be considered if engineering judgment
indicates that a stop is always required because of one or more of the following conditions:
A. The vehicular traffic volumes on the through street or highway exceed 6,000 vehicles per day;
B. A restricted view exists that requires road users to stop in order to adequately observe
conflicting traffic on the through street or highway; and/or
C. Crash records indicate that three or more crashes that are susceptible to correction by the
installation of a STOP sign have been reported within a 12-month period, or that five or more such crashes
have been reported within a 2-year period. Such crashes include right-angle collisions involving road users
on the minor-street approach failing to yield the right-of-way to traffic on the through street or highway.
