Call To Order Chair Zarrin called the meeting to order at 7:01p.m. II. Roll Call Answering Roll Call were Burmeister, Glahn, Horan, Jackson, Kostuch, Manser, Mohanty, Reinke, Satterlee, Seeley, Stefanik, Waddick, and Chair Zarrin. Late: Absent: Staff Present: Ross Bintner and Rebecca Foster III. Approval Of Meeting Agenda Motion made by Jackson to approve the Meeting Agenda. Motion seconded by Manser. Motion carried. IV. Approval Of Meeting Minutes • Accept "Track Changes" within the Education & Outreach Working Group 4-14-16 5th Annual Forum Minutes and add to June packet. Motion made by Manser to approve the March 10, 2016 minutes with edits. Motion seconded by Zarrin. Motion carried. V. Special Recognitions And Presentations • None. VI. Community Comment • Clover Graham, Sam P. and Kim A. voiced concerns over the school districts crumb rubber infill for their athletic fields. • Megan O'Hara announced Edina's Community Solar Garden Subscriptions are now open. Motion seconded by Burmeister. Kostuch and Glahn opposed. Motion carried. VII. Reports/Recommendation A. CERTS - Fostering Sustainable Behavior • Alexis Troschinetz from CERTs presented on Fostering Sustainable Behaviors: Behavior Change Science for Energy Efficiency and Renewable Energy Action. • Clean Energy Resource Teams connect individuals and their communities to the resources they need to identify and implement community based clean energy projects. B. Partners in Energy Update • The early draft is in May packet to review. • The Final draft will be approved at June meeting. • The City Council will approve PiE next. • There will be a MOA signed with Xcel Energy. C. 2016 Workplan / Workgroups Motion made by Manser to approve the new Residential Energy Efficiency and Conservation Working Group with Commissioners Burmeister and Mohanty as Co-Chairs. Motion seconded by Seeley. Motion carried. Motion made by Zarrin to approve the new Business Energy Efficiency and Conservation Working Group with Commissioner Jackson as Chair. Motion seconded by Manser. Motion carried. Motion made by Glahn to approve the new City Operations Energy Efficiency and Conservation Subcommittee with Commissioners Glahn, Kostuch and Manser as Members. Motion seconded by Zarrin. Motion carried. VIII. Correspondence And Petitions • Mr. Bintner reviewed the current correspondences. IX. Chair And Member Comments A. Attendance report and roster • No Comment. Chair and Member Comments • No Comment. C. Energy Subcommittee • Discussed earlier with 2016 Workplan / Workgroups. D. Education Outreach Working Group • April Forum was a success. • Next year, have less speakers, host event on a Saturday, and have more concrete action items for attendees to take away. E. Recycling, Solid Waste and Organics Working Group • Organics Ordinance will be presented in June. • Continue working on Preferred Packaging Ordinance. F. Student Subcommittee • Tech Dump just ended, so gathering stats. • Need to work on Composting & Recycling with Students in High School. G. Water Quality Working Group • Table at April Forum. • Table at Garden Club Sale. • Display at Library on insects and a rain garden were successful. • Storm Stenciling has started. • Meet with Minneapolis to discuss their Storm Stenciling procedures. X. Staff Comments A. Staff Comments • The City didn't receive a Smart Cities or Green Core Grant Applications. • Waiting for response on EV Charging Station Grant Application. • Reviewed Edina's Infrastructure Brochure. • Public Works Open House on May 21st from 10-2pm. EEC Members will have a group photo before the June 9th meeting at 6:45pm. To: Energy and Environment Commission From: Ross Bintner - Environmental Engineer Subject: Partners in Energy, Electricity Action Plan Item Type: Report and Recommendation Item Activity: Discussion ACTION REQUESTED: Review Partner in Energy, Electricity Action Plan, provide comments to City Council. INTRODUCTION: The City has partnered with Xcel Energy in it's Partners in Energy program. Sarah Zarrin, Carolyn Jackson, and Richard Manser are on the Partners in Energy planning group. Attached is a fmal draft plan for your review and comment. At your meeting, members of the planning team, representatives from Xcel Energy and Center for Energy and Environment, and City staff will summarize the major components of the plan and take input for any final edits. You can download and review presentations materials from all of the Partners in Energy planning process at the following web address: http://edinamn.gov/index.php?section=partnersinenergy or by searching "Partners in Energy" on EdinaMN.gov This item fulfills EEC workplan initiative 1, City's Partners in Energy (PiE) initiative. • Up to three EEC members will participate constructively in the City's Partners in Energy (PiE) initiative. These members will provide periodic updates to the EEC on the status of the action plan. • The EEC will review and comment on the draft Energy Action Plan before it is presented to the City Council. The work plan asks for review and comment, consistent with "Charge 2" from the Council communication guidance presented in the staff report. "Charge 2" review and comment, is described as: • Board/Commission is asked to review a specific policy issue and to seek comments from each individual member of the group to pass on to City Council for further consideration. • Member comments will be included in the Staff Report (optional, Board/Commission can include an Advisory Communication with the staff report). • No vote is taken by the Board or Commission. • No official Board/Commission recommendation is provided to City Council. Residential Energy Efficiency and Conservation Working Group — Co-Chairs Jeff Burmeister and Sanat Mohanty, Members: Objective: Residential energy efficiency and conservation, 30% GHG emission reduction by 2025. City Operations Energy Efficiency and Conservation Subcommittee - Chair , Members: Bill Glahn, Keith Kostuch and Richard Manser Objective: City Operations energy efficiency and conservation, 30% GHG emission reduction by 2025. Edina Climate Commitment Team (Subcommittee) (ECC7') — 1st & 3rd Monday — Chair Sarah Zarrin, Robert Manser Objective: Assist with establishing best practices for energy conservation for The City of Edina (i.e., buildings, fleet) Assist with meeting established conservation goals and establish strategies to track and meet these goals Idents opportunities for change to meet GHG goals Assist with developing effective communication strategies for above to EEC, Council and the public Assist with allocating City resources (staff budget) to enable realization of conservation goals Education Outreach Working Group (EOWG) —1st Thursday at 7:00 pm — Chair Lauren Satterlee — Commissioners: Sarah Zarrin Members: Paul Thompson, Bob Gubrud, John Howard, Sarah Stefanik, Emily Rienke, Emily Ding, Chuck Prentice, Kristopher Wilson and Mindy Ahler. Objective: The mission of the Education and Outreach Working Group is to support the charter of the Edina Energy and Environment Commission by creating awareness and engaging residents, schools, communities of faith, business' and community organizations to take action to conserve and increase energy efficiency, to reuse and recycle, and to preserve and enhance our environment Recycling Solid Waste and Organics Working Group(RSWO) — 1st Wednesday at 7:00 pm - Chair Melissa Seeley — Commissioners Lauren Satterlee, Michelle Horan Members: DP Latham, Emily Ding , Laura Kondrick, Lori Syverson (Chamber of Commerce), Ben Knudson (Hennepin County Environmental Services), Andre Xiong (HCES) — City Staff: Solvei Wilmot Objective: Evaluate and monitor the provisions of the recycling, solid waste and organic waste collection programs in Edina. Evaluate and monitor the reduction in municipal solid waste by residents and businesses in Edina. Educate the public about recycling, organics and solid waste reduction. Student Environmental Leadership Council (Subcommittee) — Chair Melissa Seeley, Student Members: Emily Reinke, Sarah Stefanik and open to students attending secondary schools in Edina. Objective: To facilitate, coordinate and share information between the EEC and the School Environmental groups and to work on common energy and environmental objectives as appropriate. To assist in developing environmental leaders of tomorrow. Water Quality Working Group (WQWG) — 2nd Tuesday at 6:30pm - Chair Lou Ann Waddick — Members: Jon Moon, Steve Wielock, Katherine Winston, Sue Nissen and Randy Hoist, Richard Strong. Objective: To facilitate communication between citizens and city government and champion efforts to improve water quality within Edina. PIE report, comments: 1. Unit of KWH, metric tons of CO2 be used for all 3 sectors with % goal reduction. Be consistence, it is used for the residential section. Not use for the city operations and business. Specifically a unit should be used that is on the electric bill, beside $ 0! 2. Baseline is 2009 or 2012, be consistence 3. Mention the first phase plan is on the electricity. Plans for gas, transportation, and water reduction will be worked on and will be shared with the public in parallel with the electricity actions, TBD. Include water, solid waste and gas consumption data to the package to have the baseline. Since energy efficiency is part of actions for all sectors we need to have some baseline data on this package. EEC work group for each sector to include in their actions to work on gas, water, and solid waste reduction and work with Solid waste and organic WG and Water quality WG. 4. Add outline/bolt of energy conservation to the residential action. 5. Show case a couple of residents and business volunteers data on the city website as they participate as a partners on reduction of GHG 6. Page 32, educate staffs and manager on the benefit and ways to reduce GHG. 7. Page 32, city operations, Set an example/show case, city reduction actions and share with resident and businesses 8.
