The gallery exhibitions at the Art Center will be open from March 20 to April 5. Open House on Comp Plan Set 30-Day Review Period Ends April 8 An open house for the City to share the draft Comprehensive Plan and explain how residents can give feedback will be held 6:30 to 8:30 p.m. Monday, March 11, at the Public Works & Park Maintenance Facility, 7450 Metro Blvd. “We’re nearing the finish line for the updated Comprehensive Plan,” said Assistant City Planner Kris Aaker about the process that started in 2017. “The committees’ and Planning Commission’s work on the small area plans (part of the Comprehensive Plan) and the Comp Plan in general has been impressive.” A 30-day review period of the entire Comprehensive Plan kicks off March 7. The draft Plan will be available for review online at www.BetterTogetherEdina.org, where feedback is encouraged. The Plan can also be viewed on EdinaMN.gov/CompPlan. Feedback can also be shared by mail by writing to City of Edina; Re: Draft Comp Plan; 4801 W. 50th St.; Edina, MN 55424. The Plan includes chapters on land use and community design; housing; transportation; parks, open space and natural resources; water resources; energy and environment; economic competitiveness and economic development; human rights and relations; community health; heritage preservation; and arts and culture. It also includes a plan for implementation and appendixes on the small area plans. The current Comprehensive Plan draft is an update to the 2008 Plan. Work started with Vision Edina and included several small area plans and work by all of Edina’s advisory boards and commissions. The Metropolitan Council requires every city in the seven-county metro area to have such a plan, and State law requires that it be updated every 10 years. Once the 30-day review period is over April 8, the Planning Commission will hold a Public Hearing at its April 24 meeting, and the City Council will hold a Public Hearing about the Plan at its May 7 meeting, with hopes to approve the draft. The six-month municipal review process will take place from May through October, where neighboring cities will have a chance to review the Plan. Come November and December, the Planning Commission and City Council will give the Plan final approval in time for it to be sent to the Metropolitan Council by Dec. 31. Workforce Housing Planned for Waldorf-Nevens Site Amundson Flats Would Include 62 Units MWF Properties is working to build workforce housing on the site of the former Waldorf-Nevens Cleaners at 7079 Amundson Ave. The City Council got its first glimpse at the possible project during a voluntary sketch plan review Feb. 20. Under the plan, the existing building would be razed and a new building with a mix of 62 one-, two- and three-bedroom units would be constructed. All would be affordable units. Amenities of “Amundson Flats” might include on-site management, a fitness center and community room, outdoor gathering area and free underground parking. MWF Properties’ initial plans meet the requirements of the 70th & Cahill Small Area Plan recently approved by the City. Council Members gave the developer non-binding feedback. Should MWF Properties decide to move forward with the project, the company would file a formal application and go through an approval process involving the Planning Commission and City Council. In other business last month, the Council: • Approved revised development plans for Pentagon Village. Under the revisions, one of the planned hotels will increase in size from a four-story, 193-room hotel to a five-story, 235-room hotel and one parking ramp will be built instead of two. A two-story office and retail building will be built during the first phase of development instead of the second. • Agreed to provide $12 million in tax-increment financing to address some of the extraordinary costs associated with the redevelopment of 7200 and 7250 France Ave. In December, the developer secured preliminary approval for the mixed-use project, which would include approximately 301 apartments, underground parking and extensive public realm improvements, including a new shared street, public plaza and improvements to West 72nd Street. Biennial Quality of Life Survey is Underway 1,500 Households Asked to Weigh in on City Issues The City of Edina’s 2019 Quality of Life Survey is underway. The City contracted with National Research Center, Inc. (NRC) to develop a six-page survey. The survey includes questions about quality of life in Edina, local policies and amenities, rating of local government services and resident use of government services and facilities. This year’s survey also asks a number of questions related to race and equity and sustainability. A random and scientific sample of 1,500 households received the survey in late February. A second copy of the survey was mailed around March 1 with a reminder to residents to complete the survey if they have not already done so. Surveys must be completed by early April. “Residents who participate in the survey will help shape the future of Edina,” said City Manager Scott Neal. “The feedback we receive through the survey will help the City of Edina make decisions that affect our community.” NRC is the leader in the field of public sector research and evaluation, with clients across the country and around the globe. The firm is comprised of a skilled team of social scientists who support cities, counties, foundations and non- profit organizations in using research to help communities thrive. By using a national firm, the City of Edina has access to national benchmarks to compare findings. This year’s results will also be compared to those received in 2017 and 2015. An art wall shields the nearby neighbors from the drive- thru lane. It’s scheduled to open this spring. Business/Project: Hawthorne Place Location: 5109 W. 49th St. Developer: Great Oaks Development and TE Miller Development Status: Under Construction Two apartment buildings and a home were torn down and are being replaced with a 17-unit condominium development for seniors. Twelve condominiums will be in a three-story building, while the other five will be detached villas. Business/Project: Avidor Location: 5220 Eden Ave. Developer: Trammell Crow Co. Status: Under Construction A six-story, 165-apartment building for adults 55 and older is nearly complete on the 1.64-acre former bus garage site. It will have underground parking and is right across the street from the Edina Senior Center. Business/Project: 4532 France office building Location: 4532 France Ave. Developer: PLAAD, LLC Status: Approved PLAAD, LLC plans to tear down a 3,000-square-foot home used as office/retail and build a new two-story, 2,375-square-foot office building. It would include a roof terrace with outdoor seating for employees, parking spaces in front and behind the building, landscaping and a cedar fence for screening from residents to the west. Business/Project: France Avenue Apartments Location: 4500 France Ave. Developer: Orion Investments, LLC Status: Approved The current buildings will be razed and replaced with a four-story, 45-unit luxury apartment building with 6,500 square feet of restaurant and retail space. Business/Project: 50th & France North Parking Ramp Expansion Location: 3930-3944 W. Market St. Developer: Edina Housing & Redevelopment Authority Status: Completed The existing parking ramp was expanded to add 330 new public stalls and put 10,000 square feet of commercial space on the first floor. Business/Project: Nolan Mains Location: 3925 W. Market St. Developer: Buhl Investors, Saturday Properties Status: Under Construction The project includes 25,000 square feet of commercial space and 100 luxury apartments centered around a new outdoor plaza and pedestrian space, with underground parking. Construction is expected to be completed in Fall 2019. Business/Project: Edina Flats Location: 4416 Valley View Road Developer: Gatehouse Properties and McGlynn Partners Status: Under Construction The project includes 18 luxury condominiums across five buildings that are two- to three-stories each. All buildings will have elevator access and indoor parking. Business/Project: The Millennium at Southdale Location: 6550 Xerxes Ave. and 3250 W. 66th St. Developer: Luxe Residential Status: Approved This development project is being built in two stages. The previous office building at 3250 W. 66th St. is being replaced with a six-story, 227-unit apartment building. In a future phase of development, the office building at 6550 Xerxes Ave. will also be razed and a five-story, 148-unit apartment building will be built. The project includes underground and surface parking. Business/Project: Aria Location: 3101 W. 66th St. and 6612 Xerxes Ave. Developer: Doran Construction Status: Under Construction A six-story, 184-unit apartment building is being constructed on the two-acre site. The building will have one level of underground parking. Business/Project: The Avenue on France Location: 6600 France Ave. Developer: DJR Architecture/Wildamere Status: Approved The developer is redeveloping the 22-acre site at 6600 France Ave. At full build-out, the site will include a new six-story medical building, six-story hotel, eight-story residential apartment and two two-story retail buildings. The Bank of America and Tavern on France will remain on the site, along with two existing office buildings. Business/Project: Lifetime Fitness Location: 250 Southdale Center Developer: Lifetime Fitness/Simon Properties Status: Under Construction This will be the company’s flagship fitness center in the Twin Cities featuring three stories of fitness equipment and group fitness spaces, swimming pools, a salon and a rooftop restaurant. Business/Project: RH Gallery Location: 6801 France Ave. S. Developer: Restoration Hardware Status: Under Construction Restoration Hardware is building its flagship furniture gallery in a stand-alone building in the Southdale Center parking lot. The 50,000-square-foot building will feature three levels of showrooms, a rooftop deck and a wine café. Business/Project: Promenade Residences Location: 3650 Hazelton Road Developer: Tom Lund Status: Pending Final Approval The proposed building would be 17 stories with 186 dwelling units and underground parking. It features a variety of unit sizes, including “micro” units. Business/Project: 7200-7250 France Avenue Location: 7200-7250 France Ave. Developer: France Equities Status: Pending Final Approval The two existing structures on the properties will be razed to make way for two six-story buildings, including up to 311 units of housing (apartments and townhomes) and 30,000 square feet of retail on the first level of each building. Twenty percent of units will be affordably priced, and the development will have underground parking. The developer will build a shared street and designate a tree conservation area, both of which will be part of public use easements. Business/Project: Pentagon Village Location: 4815-4901 W. 77th St. Developer: Hillcrest Properties (Pentagon Revival) Solomon Real Estate Group Status: Under Construction The vacant 12-acre parcel will be redeveloped in two phases. Phase 1 includes 19,000 square feet of retail/office space, a 235-room Marriott hotel, a 153-room WaterWalk extended-stay hotel, an outdoor plaza and a shared parking ramp.
