This matches the list provided by the Metropolitan Council. Comments received, and responses to those comments, are attached. If no comment is provided, it is because the jurisdiction did not respond within the six-month comment period. The City of Eden Prairie has no comment on the Edina 2040 Comprehensive Plan. Best wishes to you and your staff as you move toward final authorization and approval. The map depicts the Nine Mile Creek Regional Trail underneath the sidewalk line weight. Please modify map line weight to show the entire Nine Mile Creek Regional Trail. The Nine Mile Creek Regional Trail is technically a multi-purpose trail, not a sidewalk facility. It is recommended that the Plan change the title of the map from Existing Sidewalk Facilities to Existing Pedestrian Facilities as suggested by the map legend. It is recommended that the line depicted as a Regional Trail Search Corridor be relabeled as “CP Rail Regional Trail” on the map. It is recommended that the Nine Mile Creek Regional Trail depicted as a Tier 1 Alignment is labeled as “Nine Mile Creek Regional Trail” on the map. The Regional Trail Search Corridor south of the Nine Mile Creek Regional Trail is included in a master plan that is anticipated for approval in September 2019. Therefore, it is recommended that the map refer to this section of the Regional Trail Search Corridor as a Proposed Alignment instead and thus make line, legend, and color modifications accordingly. Nine Mile Creek Regional Trail • For example, Three Rivers Park District owns and maintains regional parks and trails throughout suburban Hennepin County, such as the Nine Mile Creek Regional Trail, Bryant Lake Regional Park in Eden Prairie, Hyland Lake Park Reserve in Bloomington and 16 other regional parks within the Three Rivers Park District in addition to 7 park reserves, 12 regional parks, 5 special recreation Three Rivers Park District Change made as requested features, and 15 other regional trails. • Nine Mile Creek Regional Trail, when completed, will be is a 15 mile 15-mile bike multi-use trail that will spans the Cities of Hopkins, Minnetonka, Edina, Richfield, and Bloomington. It will also connect connects to the Lake Minnetonka LRT, Minnesota River Bluffs LRT, and Cedar Lake LRT, regional Trails and North Cedar Lake, and Nokomis-Minnesota River Regional Trails as well as the planned Minnesota River State Trail, Dakota County Big Rivers Regional Trail, Minnesota Valley National Wildlife Refuge Bloomington Visitor Center, and Fort Snelling State Park. • From the west, it currently enters the City of Edina from Hopkins over the Bren Rd/Londonberry Road Bridge interchange at T.H. 169. From the east, it enters the City from Richfield at the cul-de-sac of Xerxes Avenue just south behind Fire Station 2. In 2020, the Park District anticipates it will construct a safer, more direct connection under T.H. 169 that will pass through the Nine Mile Creek watershed. South Hennepin Regional Trail-West Canadian Pacific Rail Regional Trail (CP Rail Regional Trail) • This is a proposed trail was first identified in the 2030 Regional Parks Policy Plan (adopted in June 2005 as the Southwest Hennepin Regional Trail- West). The regional trail generally follow an follows the existing north- south railroad grade owned by of the Canadian Pacific Railroad in the City of Edina. • It would extend between Once constructed, it will connect the Hyland- Bush-Anderson Lakes Park Reserve in Bloomington (in Bloomington) on the south and the Cedar Lake LRT Regional Trail (in St. Louis Park and Minneapolis) to the north. It is proposed to connect to the Nine Mile Creek Regional Trail in the City of Edina. From Edina, the future trail will connect regional trails in Hopkins, St. Louis Park, Golden Valley, and Crystal. • There is now a preferred alignment for the CP Rail Regional Trail. Therefore, it is recommended that you replace the last paragraph and corresponding map with the following: In 2019, Three Rivers Park District completed a regional trail study and master plan for the south Edina portion of the CP Rail Regional Trail. Our comments are focused on the Transportation and Utilities elements. Transportation – The City of Bloomington requests that Figure 5.22 Conceptual East/West Connector be revised to remove the depicted connection south, across I-494. In the past, Bloomington had explored creation of a bridge over I-494 between France and Normandale Boulevard. However, this idea has since been discarded and this bridge was removed from our comprehensive plan in 2008. The City of Bloomington is interested in continuing to work cooperatively with the City of Edina on comprehensive and coordinated transportation planning in the area between East Bush Lake Road and France Avenue. Utilities – The City of Bloomington does not have specific comments, but wants to express our interest and support for continued cooperation and collaboration regarding the MCES interceptor. Bloomington’s comprehensive sewer system models indicate that there will be future capacity issues with the MCES interceptor that serves Edina and Bloomington downstream of L55. The City strongly encourages continual, collaborative review of interceptor capacity between the City of Edina, City of Bloomington, and the Metropolitan Council.
