As part of a year-long discussion series, the City wants to learn more about what people think of municipally organized residential garbage collection. Currently, the City licenses municipal solid waste collection companies, but allows those licensed companies the ability to openly compete with each other for individual residential contracts. There is interest by some in Edina to change the current system to one in which the City would enter into a contract with a solid waste collection company so that one company collects residential solid waste all over the city. A variation of this idea could have the City divided into quadrants and enter into four collection contracts. People who believe the City should play a greater role in the collection of residential solid waste often cite the financial and environmental benefits of having fewer garbage trucks driving on City streets. People who prefer the current state of residential solid waste collection say they prefer the status quo because it allows each household a greater degree of choice about who collects their household solid waste. The following questions are being asked as part of the organized garbage hauling discussion:  Do you prefer to choose your garbage hauler, or would you prefer the City hold contracts (like recycling) with haulers so only one garbage hauler would be used per zone or city-wide? Why or why not?  What are you biggest concerns if the City were to move to a City-contracted garbage hauler? What are the benefits of keeping it the way it is?  The City provides a single recycling hauler and residents are billed quarterly with their water bills. Would you support a similar payment structure for garbage? How much do would you be willing to pay per quarter for City-contracted garbage service? In February, the City gathered feedback on the City’s food-to-liquor sales ratio. Questions posed ranged from whether or not the City should revise its ratios for restaurants with intoxicating liquor licenses, to what residents think the ratio should be and whether or not the penalty structure should be revised instead. The feedback from the discussion will be compiled and given to the Edina City Council later this month. In addition to the monthly discussion, the City is holding a second discussion in March. The City of Edina anticipates making improvements to the parking ramps in downtown Edina at 50th & France this summer. The City is looking for ideas and feedback for the upcoming improvements to the ramps. Questions asked in this discussion are: City of Edina • 4801 W. 50th St. • Edina, MN 55424  Currently, the parking ramps are not named, and are referred to as the “North,” “South” and “Middle” ramps. What do you think the ramps should be called? Should they be named after historical names, colors, something else?  The parking ramps are gray concrete. Let's bring some life into the ramps! What’s the best way to do that? Should stairwells and elevator lobbies be painted? Should murals and mosaics be incorporated? Public art is important to Edina, so how do you think art should be incorporated into the ramps? Both discussions will only be available until March 31.
