Planning Commission
VIRTUAL MEETING
October 28, 2020
I. Call To Order
Chair Nemerov called the meeting to order at 7:00 PM.
II. Roll Call
Answering the roll call were: Commissioners Miranda, Berube, Strauss, Cullen, Bennett, Agnew, and
Chair Nemerov. Staff Present: Cary Teague, Community Development Director, Kris Aaker, Assistant
Planner, Ross Bintner, Engineering Services Manager, Liz Olson, Administrative Support Specialist, Jennifer
Bennerotte, Communications Director.
Absent from the roll call: Commissioner Thorsen, Olsen.
III. Approval Of Meeting Agenda
Commissioner Strauss moved to approve the October 28, 2020, agenda. Commissioner
Miranda seconded the motion. Motion carried.
IV. Approval Of Meeting Minutes
A. Minutes: Planning Commission, September 23, 2020
Commissioner Miranda moved to approve the September 23, 2020, meeting minutes.
Commissioner Agnew seconded the motion. Commissioner Berube offered up the
amendment indicating the name Mr. Scott Busan of Great Neighbor Homes should be Mr.
Scott Busyn of Great Neighborhood Homes. Motion carried as amended.
V. Public Hearings
A. B-20-17 Variance 1 – Relief from requirement for all single dwelling unit buildings to
be constructed with a basement having a gross floor area equal to at least 50 percent of
the gross floor area of the story next above. Variance 2 – To increase the first floor of
the new home 2.3’ above the elevation of existing home requiring a 1.3-foot first floor
height variance - 4904 Bywood West.
Assistant Planner Aaker presented the request of two variances on property consisting of two lots on
4904 Bywood West. Staff recommends approval of the variances, as requested subject to the findings and
conditions listed in the staff report.

Mr. Ross Bintner, Engineering Services Manager for Edina, reviewed the engineering aspect of the property
with the Commission.
Staff answered questions from the Commissioners.
Appearing for the Applicant
Mr. Jeffrey and Molly Engelsma, 4904 Bywood West, along with Mr. John Boyer, Boyer Building Corporation,
introduced themselves and addressed the Commission.
Public Hearing
No one wished to address the Commission.
Commissioner Berube moved to close the public hearing. Commissioner Strauss seconded
the motion. Motion carried.
The Commission reviewed the requested variance.
Motion
Commissioner Berube moved that the Planning Commission recommend approval to the City
Council of the variances as outlined in the staff memo subject to the conditions and findings
therein. Commissioner Bennett seconded the motion.
The Commission discussed possible additional conditions to the motion.
Motion carried unanimously.
B. A Variance from the basement requirements for a new home to be constructed - 309
Dearborn Court
Assistant Planner Aaker presented the request of a variance from the basement requirements at 309
Dearborn Court. Staff recommends approval of the variance, as requested subject to the findings and
conditions listed in the staff report.
Staff answered Commission questions.
Appearing for the Applicant
Mr. Steve Schwieters, Owner of Wooddale Builders, introduced himself and addressed the Commission.
Public Hearing
No one wished to address the Commission.

Commissioner Agnew moved to close the public hearing. Commissioner Berube seconded
the motion. Motion carried.

Commissioner Berube moved that the Planning Commission recommend approval to the City

therein. Commissioner Agnew seconded the motion. Motion carried unanimously.

VIII. Chair and Member Comments
Commissioner Bennett reviewed possible Ordinance changes that needed to be made due to continued variance
requests.
IX. Staff Comments
None.
X. Adjournment
Commissioner Strauss moved to adjourn the October 28, 2020, Meeting of the Edina Planning
Commission at 7:55 PM. Commissioner Agnew seconded the motion. Motion carried.
