Planning Commission
VIRTUAL MEETING
February 24, 2021
I. Call To Order
Chair Nemerov called the meeting to order at 7:00 PM.
II. Roll Call
Answering the roll call were: Commissioners Miranda, Berube, Strauss, Bennett, Cullen, Olsen, Agnew,
and Chair Nemerov. Staff Present: Cary Teague, Community Development Director, Kris Aaker, Assistant
Planner, Liz Olson, Administrative Support Specialist.
Absent from the roll call: None.
III. Approval of Meeting Agenda
Commissioner Berube moved to approve the February 24, 2021, agenda. Commissioner
Agnew seconded the motion. Motion carried unanimously.
IV. Approval of Meeting Minutes
A. Minutes: Planning Commission, February 10, 2021
Commissioner Berube moved to approve the February 10, 2021, meeting minutes.
Commissioner Strauss seconded the motion. Motion carried unanimously.
V. Public Hearings
A. Conditional Use Permit with Variance Shepherd of the Hills Lutheran Church – 500
Blake Road South
Assistant Planner Aaker presented the request of Shepherd of the Hills Church for a Conditional Use
Permit with variance. Staff recommends approval of the Conditional Use Permit with variance, as
requested subject to the findings and conditions listed in the staff report.
Staff answered Commission questions.
Appearing for the Applicant
Mr. Gary Demele, Busch Architects, along with Peter Barott, Shepherd of the Hills Building and Grounds
Committee, introduced themselves and addressed the Commission.

The Commission asked questions of the applicant.
Public Hearing
No one wished to address the Commission.
Commissioner Berube moved to close the public hearing. Commissioner Agnew seconded
the motion. Motion carried unanimously.
Motion
Commissioner Olsen moved that the Planning Commission recommend approval to the City
Council of the Conditional Use Permit with variance as outlined in the staff memo subject to the
conditions and findings therein. Commissioner Bennett seconded the motion. Motion carried
unanimously.
B. B-21-04, Variance Request – 5301 60th Street
Assistant Planner Aaker presented the request of Mr. Aune for a variance. Staff recommends approval of
the variance, as requested subject to the findings and conditions listed in the staff report.
Staff answered Commission questions.
Appearing for the Applicant
Mr. John Aune, homeowner, introduced himself and addressed the Commission.
Public Hearing
No one wished to address the Commission.
Commissioner Agnew moved to close the public hearing. Commissioner Berube seconded
the motion. Motion carried unanimously.
The Commission discussed this item.
Motion
Commissioner Bennett moved that the Planning Commission recommend approval of the
variance as outlined in the staff memo subject to the conditions and findings therein.
Commissioner Berube seconded the motion. Motion carried unanimously.
VI. Reports/Recommendations
A. Sketch Plan Review – 4404 Valley View Road
Director Teague presented the request of DJR Architecture, Inc. for a Sketch Plan Review .

Staff answered Commission questions.
Mr. Michael Margulies, Mr. Dave Remick, and Mr. Dean Dovolis introduced themselves and addressed the
Commission.
The Commission reviewed the sketch plan and offered comments and opinions. Video of the meeting is
available on the City website for review of comments.
VII. Chair and Member Comments
Commissioner Olsen left the meeting at 9:00 p.m.
Commissioner Bennett mentioned Engineers Week. Chair Nemerov mentioned the upcoming annual meeting
and the joint meeting with the City Council on March 24, 2021. At the recommendation of Chair Nemerov the
Commission discussed the possibility of an annual Planning Commission review/feedback.
VIII. Staff Comments
None.
IX. Adjournment
Commissioner Berube moved to adjourn the February 24, 2021, Meeting of the Edina Planning
Commission at 9:15 PM. Commissioner Agnew seconded the motion. Motion carried
unanimously.
