I N TR O D U C TI O N: T his work session is designed to prepare for April 19, 2022 work session with the City Council to discuss the C ommission's work plan item regarding off-street parking regulations. AT TAC HME N T S: Description Parking Dis cussion Notes Parking in EdinaGoals:1. Sustainability•The Climate Action Plan calls for a reduction in VMT. Right-sizing and creating a comprehensive pricing strategy for parking, along with reducing excess parking, reduces VMT and drives us towards our GHG Emission goals.•Increasing public transit ridership: "Build it and they will come." Stop building it, and they will come by another means. The more car infrastructure you have, the more people use it. Reduce the infrastructure, reduce the use, and increase the reliance on other means.2. Equity & Affordability of housing•Costly parking mandates drive up the cost of housing . We strive to create equitable housing options that meet the growing needs of our diverse community.3. Local economy•Retail and dining establishments that build community, encourage local focus within our neighborhood nodes to be desirable and community centered4. Children•Safety, pollution and climate change all effect our children. A comprehensive parking strategy that is right-sized and right-priced will reduce congestion and ensure neighborhoods near nodes remain safe to children and families5. Edina city leadership•Be a first-class community that is attractive to the amazing families that look to move to Edina•43% of write in comments related to why people chose Edina reference convenience, accessibility and walkability. Strategy•Comprehensive plan beyond parking. Transit, biking, walking, etc.•Communicate the idea of a parking benefit district and why pricing parking in certain areas could drive further benefits•Communicate the origination of existing requirement [flawed]•Communication strategy for impacts to neighborhoods and what these mean•Ideate ways for supporters of reduced parking strategies to write in in support of changes•Formulate how this plan impacts different neighborhoods in different ways•Example: removing all parking requirements but require a TDM specific to that location and its placement in the city (a TDM for 44th and France looks very different than Lincoln Drive) Desired/potential outcomes•Eliminate costly parking mandates•Require all multi-family housing to decouple parking from rental/prices•Create on-street parking management plan to tie together•Attract the right development for our areas (example, a restaurant that is highly walkable in the 44th and France node)•Work with transportation commission on comprehensive strategy•Define how all these items fit into a x year of years plan (a stepped plan)•Short term: reducing minimums away from 1970's numbers•Medium term: require a TDM that meets parking estimates•Long term: transformative change that dramatically reduces reliance on vehicles
