HomeMy WebLinkAbout1989 Community Health Committee Minutes 1 i I MINUTES OF THE EDINA COMMUNITY HEALTH j SERVICES ADVISORY COMMITTEE MEETING HELD ON MARCH 22, 1989, AT 7:30 P.M. , EDINA i CITY HALL, MANAGERS CONFERENCE ROOM I I MEMBERS PRESENT: Sharon Aadalen, Mathew Peterson, Virginia McCollister, Mary Strazz, Robert Wilkins, Silas Weir, Eileen Cooke, and James Hanson j MEMBERS ABSENT: Dr. Richard Cohen, Thomas Orth and Sally Tang OTHERS PRESENT: Berit Peterson, Edina Public School Nurse and David Velde, Edina CHS Administrator I. APPOINTMENT OF CHAIR AND VICE CHAIR: Sharon Aadalen nominated Eileen Cooke for the position of chair. Mathew Peterson was nominated to serve as vice chair. Bob Wilkins offered a second to the motion. All voted aye; motion carried. II. APPROVAL OF THE MINUTES: November 17, 1988 The minutes of the November 17, 1988 CHS Advisory Committee were approved as written. III. REPORTS AND RECOMMENDATIONS: A. Tri City HIV Coalition Workplan Virginia McCollister informed the committee that representatives from the advisory committees of Edina, Bloomington and Richfield have been meeting for the last year to address HIV related issues in the community. The HIV Coalition work plan is being presented to the advisory committees for the three cities for their approval. The next step will be to present the workplan along with advisory committee recommendations to the City Council for their consideration. If this meets with approval by the City Council, the coalition will begin expanding the coalition and developing and implementing the task force work plans. The advisory committee discussed the following issues about the Tri City HIV Coalition. - The Committee believes the name of the coalition should be Tri City HIV Coalition, dropping the term infection. - The coalition should streamline the steering committee by reducing the number of participants to a more manageable number. - The Committee questioned whether the five Task Forces may overlap some- what and maybe there should be fewer Task Forces, e.g. Education, and Treatment and Care. - The committee noted that there was not a time element regarding L. li implementation of the workplan. Perhaps this will be developed further as the workplan progresses. The Committee recognized that this is a worthwhile undertaking and believes that the coalition should continue its efforts to address this problem. Silas Weir suggested that the advisory committee recommend approval of the Tri City HIV Coalition workplan and advise the City Council that at some point in time a request to fund these activities may come from the committee. Bob Wilkins offered a motion to adopt Mr. Weirs suggestion. Jim Hanson offered a second to the motion. All voted aye, motion carried. B. Appointment of Tri City HIV Coalition Member Virginia McCollister agreed to continue serving on the Tri City HIV Coalition. C. Appointment of Minnesota Health Department CHS Advisory Committee Member Mathew Peterson volunteered to serve on the Minnesota CHS Advisory Committee. D. Next Meeting Date: July 12, 1989 IV. APPROVAL OF THE MINUTES: March 22, 1989 Silas Weir offered a motion to approve the March 22, 1989 minutes. Dr. Cohan offered a second to the motion. The motion carried. II. 1988 ACTIVITY REPORT: David Velde reported that the Edina paramedics had responded to 1,821 calls for service in 1988. Of these calls, 1,274 persons were transported to an emergency care facility. The largest number of calls for emergency services originate in the southeast quadrant of Edina. This quadrant is generally located east of Highway 100 and south of the crosstown freeway. David Velde also reported on the 1988 Environmental Health activities, a copy of which is attached with these minutes. III. REPORTS AND RECOMMENDATIONS: f A. 1990-1991 CHS Plan Update David Velde discussed the proposed Community Health Services Plan changes for 1990 and 1991. The Bloomington Division of Public Health is proposing minor changes in the following program areas: Home Health; Disease Preventionand j Control; and Health Promotion. II I The Home Health program update will address issues affecting the senior population in unregulated senior housing developments. The concern with senior housing is that in some cases adequate care is not available for the senior residents. The Disease Prevention and Control program change identifies the supporting role the Bloomington Division of Public Health will provide on the Tri-City HIV Infection Coalition. The Health Promotion program change relates to activities which will be occurring in the cholesterol reduction screening and education efforts which will be developed during 1990-1991. Sally Tang questioned whether Bloomington would offer cholesterol screening at sites other than at their clinic in Bloomington. David Velde said he would contact Bloomington and discuss this issue with them. The Committee agreed that other sites should be utilized for the cholesterol screening making this service more accessible for the residents of other communities. The Committee also thought that the information about public health services should be publicized better than it has been. B. State Community Health Services Advisory Committee: Matt Peterson Matt Peterson reported that he had attended his first State Community Health Services Advisory Committee Meeting in May. Mr. Peterson said he was impressed with the level of staff expertise within the Minnesota Department of Health. Mr. Peterson thought that this level of expertise is really camouflaged and believes this also applies to local health departments. Mr. Peterson suggested that the committee should prepare articles for the Press to provide a better understanding of public health issues to the general public. The committee agreed that articles should for prepared to release to the press. These articles should highlight the services available to the community, topics of current interest in public health and advances being made in meeting the public health goals established by the agency. These articles should be coordinated with Bloomington and Richfield to provide a broader coverage and share the burden of writing the releases. C. Tri City HIV Infection Coalition: Virginia McCollister Virginia McCollister reported that the Coalition has established Task Forces to expand the coalition and begin planning and implementing the Fall Forums. These Forums will take the HIV message into the community. Ms. McCollister said she is on the Care and Treatment Task Force and she is seeking other people to serve on the Task Force. Ms. McCollister indicated that the Epidemologist from Fairview Southdale Hospital will be participating on the Treatment and Care Task Force. D. MCH Block Grant Advisory Committee: David Velde David Velde reported that the MCH Block Grant Advisory Committee is comprised of three CHS Advisory Committee Members from Edina, Bloomington and Richfield. The advisory committee will be reviewing MCH Grant Applicants and recommending funding for the successful applicants. The MCH Block Grant Funds are available from the Minnesota Department of Health and will be awarded to the applicants for 1990 and 1991. E. 1990-1991 Public Health Nursing Services Contract - David Velde David Velde informed the Committee that the Bloomington Division of Public Health is projecting a 9.5% increase in contract cost for 1990 due in a large part to the cost of implementing the State mandated comparable worth legislation. The 1990 contract cost to Edina will be $111,889. Matt Peterson stated that he thought the cost was a bargain when you compare the cost to what services are provided and available. Sharon Aadalen offered a motion to recommend approval of the 1990 Public Health Nursing Services Contract prepared for 1990. Sally Tang offered a second to the motion. Matt Peterson suggested that a statement be included with this recommendation. Mr. Peterson offered the following statement: The primary programs offered by the Bloomington Department of Public Health are substantive and meaningful in light of the Edina community health services goals and objectives, that the services are well targeted and the costs are generally modest when compared to i the overall costs for these services within the communities of Bloomington,, i I i Edina and Richfield, therefore, the Edina CHS Advisory Committee urges the Edina City Council to approve the 1990 Public Health Nursing Services Contract with the Bloomington Division of Public Health. III. OTHER BUSINESS: David Velde announced that the annual Community Health Conference will be held in September at Maddens Resort in Brainard. All members who are interested should contact David Velde. IV. APPROVAL OF THE MINUTES: July 19, 1989 Sally Tang offered a motion to approve the July 19, 1989, meeting minutes. Jim Hansen offered a second to the motion. All voted aye; motion carried. II. REPORTS: A. David Velde informed the Committee that the City of Edina has approached Fairview Southdale Hospital about providing the contracted Public Health Nursing Services for Edina. It is doubtful whether the hospital will be able to adequately respond to this request due to such a short notice, but they were interested. Sharon Aadalen questioned whether the delivery of public health nursing services through an acute care hospital setting was appropriate considering the difference in focus between a home health agency and a public health agency. With a home health agency, the unit of care is the individual and with a public j health agency the unit of care is the community. Sharon also mentioned that the mission of an acute care hospital is not really compatible with the mission of a public health agency. The hospital is in business to provide acute care services and public health agencies are in business to provide community based j health promotion and disease prevention care. Silas Weir agreed and added that from what he has observed from his participation on the Tri City Maternal and Child Health Task Force he believes the City of Edina is getting a terrific bang for our buck and he believes this carries through with the other services the Bloomington Division of Public Health provides through our contract. B. School Board Strategic Plan: David Velde referred to the materials in the packet regarding the Draft Strategic Plan developed by the Edina School Board. The Edina City Council has asked the City Boards and Commissions for their comments regarding this plan. The Committee observed that the following items were noted in the background documents but were not addressed in the objectives or strategies of the plan: _� "1 Health issues for students Involvement of senior citizens from the community Inclusion of drug use along with alcohol use The Committee questioned the issue of developing ethical values for the students. What (or whose) values will the school address? The Committee also noticed that in the strategic policies section of the draft there was not a balance between positive (we will) and negative (we will not) statements. The Committee believes these should be positive statements or at least, an equal balance of position and negative statements. Finally, the Committee believes that there should be an objective strategy addressing the needs of the students who are not capable of attaining the higher educational standards and goals of the brighter students. This was mentioned as a desirable goal in the background document. The Committee believes the mission statement is excellent and commended the School District on their efforts to develop a strategic plan. C. Tri City HIV Forums: Virginia McCollister reported that the Tri City HIV Coalition recently held a public information forum on HIV and AIDS in each of the three communities of Edina, Bloomington and Richfield. The Forums were intended to inform the public Tri City HIV Coalition and show the mission and goals of the Task about the T 'i Y Forces. The Forums were poorly attended and the Coalition will be seeking other ways of recruiting participants on the task force in the future. D. Housing Hygiene Presentation: I David Velde informed the Committee that thus so far in 1989 the Health Department has been involved in eight housing clean up action. This is a significant increase in activity over 1988. David Velde showed slides of a sample of homes and unsanitary conditions which have been discovered over the last several years. IV.
