NEXT MEETING DATE `— VI . ADJOURNMENT MINUTES OF THE REGULAR MEETING OF THE EDINA HEALTH ADVISORY COMMITTEE HELD ON WEDNESDAY, MARCH 23, 1983, AT 7:30 P.M. EDINA CITY HALL MANAGER'S CONFERENCE ROOM MEMBERS PRESENT : Dr. Bruce Nydahl, Clemens Peterson, Dr. Kristofer Hagen, Joyce Omelianchk, Dr. Walter Wilder, Marjorie Hogenson, and June Schmidt MEMBERS ABSENT: Dr. Stephen Sinykin, Effie McKerson, Holly .Branch and Homer Kinney I . APPROVAL OF THE MINUTES: November 30, 1982 June Schmidt moved approval of the November 30, 1983 minutes. Dr. Nydahl seconded the motion. All votedaye; the motion carried. II . NEW BUSINESS: A. Organization of the Committee David Velde briefly reviewed the purpose of the committee and its relationship with the Board of Health (Edina City Council) . The Committee will be reviewing the 1984 and 1985 Community Health Service Plan within the next three months and recommend any changes and approval to the Edina City Council sometime in late May or early June, 1983. The Committee may also be called upon to review items relating to Public Health within the Community as the Edina City Council deems proper. B. Outline of Tasks for 1983. �.. David Velde offered the following outline of activity relating to Community Health Services in 1983: May 1983: CHS preliminary plan will be sent to committee members as soon as it is drafted. May - June 1983: Edina Health Advisory Committee meeting to review and recommend changes to the preliminary plan. June 19, 1983: Edina Preliminary plans submission to Hennepin County. August, 1983: Hennepin County public hearings on the county wide preliminary CHS plan. June Schmidt indicated that Staff should send copies of the CHS plan to the committee members as early as possible before the next meeting to allow the members ample time to review the plan. David Velde indicated he would mail copies of the plan as soon as it is typed. C. Nomination of Officers: David Velde suggested that the Committee elect officers for Chairman and Vice Chairman of the Committee. ''! "1 '� I Edina Health Advisory Committee Meeting March 23, 1983 Page two Clemens Peterson motioned that as long as Dr. Bruce Nydahl and Homer Kinney have previously served on the committee that Dr. Bruce Nydahl should be elected to chair the committee and Homer Kinney should be elected as Vice Chairman. Dr. Walter Wilder seconded the motion. All voted aye; the motion carried. III . OTHER BUSINESS: The Committee asked for a clarification of organization and structure of the Public Health Services in Edina. David Velde indicated that the City contracts with Bloomington Public Health Nursing Services for the delivery of Home Health Services, Disease Prevention and Control Services, Community Nursing Services, Health Education and Maternal and Child Health Services. The City also received proposals for these services from Metropolitan Visiting Nurse Association and Fairview-Southdale Hospital. The contract was awarded to Bloomington for a flat rate cost of $78,700 for 1983. Edina directly provides Environmental Health Services through the Edina Health Department, Emergency Medical Services through the Fire Department, Animal Control Services through the Police Department and Weed Control Services through the Park Department. Joint meeting of Health Advisory Committees: David Velde indicated the Edina, Bloomington and Richfield will hold a joint meeting to discuss mutual issues relating to Public Health at the Bloomington Council Chambers on April 26, 1983 at 7:00 p.m. The theme of the meeting will be "Cost and Quality versus Prevention and Treatment - How Do You Strike A Balance?" This meeting will be attended by council members from each city, committee members from each city and staff members from each city. The meeting organizers have asked that a member from the Edina Health Advisory Committee give a 5 - 7 minute talk focusing on the meeting theme. It was suggested that Dr. Nydahl give this presentation. David Velde advised the Committee that Bloomington Public Health Nursing Service and Fairview-Southdale Hospital have entered into an agreement whereby Fairview Southdale Hospital will provide Home Health Aides to Bloomington; Bloomington will be able to offer extended care through the hospital; the hospital will refer nursing patients to Bloomington exclusively; Bloomington will refer patients to Fairview South- dale exclusively and Bloomington will receive in-service training from Fairview Southdale. This agreement will help improve the efficiencies of personal nursing care in the three communities. Dr. Nydahl asked the committee members if they had a preference for meeting nights. The members indicated that Wednesday nights were probably the best. IV. NEXT MEETING DATE: Wednesday, June 8, 1983 V. ADJOURNMENT: The meeting adjourned at 8:45 p.m. i ��.r ��k
