Water treatment plant No. 6, built in the lower level what is known as the Jerry’s Foods parking ramp, was built in 2011 and 2012 and brought online in July 2012. “This project had many things working for it, but still several working against it, making this recognition all the more appreciated,” said Dave Goergen, Public Works Coordinator for the City. “It reinforces the amount of research done to solve a problem.” The treatment facility’s architect, AECOM, won the American Council of Engineering Companies (ACEC) of Minnesota’s Grand Award for outstanding engineering projects. The facility is one of Minnesota’s 10 projects in the running for ACEC’s national award, of which winners will be announced in April. AECOM and the City will also be presenting the project at an American Water Works Association conference later this summer. The contractor of the facility, Municipal Builders, Inc. (MBI), was given an Excellence in Construction award from the Associated Builders and Contractors, Inc. (ABC) Minnesota/North Dakota Chapter. The project will also receive a national ABC Eagle Award for construction. “Designing and constructing a building inside a building is a huge undertaking. It’s definitely an atypical project from a construction standpoint,” Goergen said. “Several rare elements made this project unique. The fact that it was well designed, on-time and at budget given its difficulties regarding location is a major feat.” The location of the facility in the parking ramp had been previously used for park maintenance and police and public works storage. The site was chosen because there was no additional cost to procure property and its central location for northern water wells. Construction cost of the new water treatment plant was $5.9 million.
