Call To Order Chair Johnson called the meeting to order at 6:00 p.m. II. Roll Call Answering roll call: Commissioners Ahler, Brown, Lewis, McCarthy, Plumb-Smith, Rubenstein, Sweeney, Johnson Late: Commissioner Kanti Mahanty Absent: Commissioner Kitui, Richman Staff present: Transportation Planner Andrew Scipioni III. Approval of Meeting Agenda Motion was made by Commissioner Rubenstein and seconded by Commissioner Plumb- Smith to approve the agenda. All voted aye. Motion carried. IV. Approval of Meeting Minutes Motion was made by Commissioner Ahler and seconded by Commissioner Brown to approve the December 15, 2022 meeting minutes. All voted aye. Motion carried. V. Special Presentations/Recognitions A. Bicycle Friendly Community Report Card Liaison Scipioni reviewed the City’s 2022 BFC Report Card from the League of American Bicyclists with the Commission. B. Wooddale Avenue Bridge Project Liaison Scipioni introduced the Wooddale Avenue bridge project to the Commission and discussed the historic consultation, the procedural requirements, and the stakeholder engagement underway. Reports/Recommendations C. 2023 Work Plan Updates • #1 Pedestrian Crossing Policy Review – No update. • #2 Bicycle Network Planning for Bikes and Transportation – Subcommittee will use the 2018 Pedestrian and Bicycle Master Plan as blueprint to guide this initiative. Requested street reconstruction information and Hennepin County contacts from staff. • #3 France Avenue Corridor Review – Requested Hennepin County contacts from staff. • #4 Boulevard Tree Planting – Already collected data on potential opportunities. Draft Minutes☐ Approved Minutes☒ Approved Date: February 16, 2023 • #5 Cahill Small Area Plan – Commissioner Kitui absent, no update provided. Next public workshop is Tuesday, February 21, 7-9 p.m. at Public Works. • #6 Parking – Planning Commission lead (Alkire) will set up a meeting in early March. EEC representative is Commissioner Schima. Planning expects to develop a roadmap for Council/Commissions on parking initiatives. ETC will inquire whether bike parking can be included. VIII. Chair and Member Comments – Received. Commissioner Kanti Mahanty arrived at 6:49 p.m. IX. Staff Comments – Received. A. Additional Sidewalks for Morningside C Roadway Reconstruction Liaison Scipioni updated the Commission on staff’s recommendation to add sidewalks on Kipling Avenue, Monterey Avenue, and W 40th Street as part of the upcoming reconstruction project. City Council approved staff’s recommendation at their January 17 regular meeting. X. Adjournment Motion was made by Commissioner Lewis and seconded by Commissioner Rubenstein to adjourn the January 19, 2023 regular meeting at 7:01 p.m. All voted aye. Motion carried.
