Call to Order Chair Ites called the meeting to order at 7:01 p.m. II. Roll Call Answering roll call were Commissioners Doscotch, Good, Haas, Ites, Pfhul, Spanhake, Strother, Weaver, Welsh and Student Commissioner Horsager. Commissioner DeFor arrived at 7:03 p.m. Staff Present: Staff Liaison Perry Vetter, Assistant Director Parks and Natural Resources Tom Swenson, Assistant Director Recreation and Facilities Tracy Peterson, General Manager Braemar Golf Course Joe Abood, Administrative Coordinator Janet Canton and Transportation Planner Andrew Scipioni III. Approval of Meeting Agenda Motion made by Strother to approve the meeting agenda. Motion seconded by Spanhake. Motion carried. IV. Approval of Meeting Minutes Motion made by Good to approve the Oct. 11, 2022 minutes. Motion seconded by Weaver. Motion carried. V. Special Recognitions and Presentations A. Pedestrian and Bicycle Master Plan Presentation Andrew Scipioni, Transportation Planner, outlined framework, implementation, and the role of staff and Transportation Commission in the plan. Mr. Scipioni discussed the 6 E’s of pedestrian and bike planning: engineering, education, encouragement, enforcement, evaluation, and equity. Commissioners asked questions related to the network growth, changes in the fund fees, interactions with the county, completion of twin loops, sidewalks on 58th St., opportunities for federal funding, cost of bike facilities, and annual budget. VI. Community Comment None VII. Reports/Recommendations A. Braemar Golf Operations Update Joe Abood, General Manager Braemar Golf Course and Dome, summarized the renovations/plans put in place from 2015-2019 created to correct the downward projection of the golf enterprise. Mr. Abood discussed the upward trend in the course that has resulted from the aforementioned renovations. Commissioners asked questions concerning the contract length Draft Minutes☐ Approved Minutes☒ Approved Date: 2/14/2023 with Top Tracer, marketing budget, next generation of golfers, concerns, events at the golf course, and dome parking. B. Proposed Parks & Recreation Fees for 2023 Assistant Director Petersen discussed the history of fee philosophy, key factors that impact costs, and staffing challenges. Assistant Director Petersen outlined the proposed fees changes at the Aquatic Center, Braemar Arena and Sports Dome, Centennial Lakes, Braemar Golf Course and Dome, Edinborough Park, and Arneson Acres. Commissioners asked questions regarding prepay at the golf course, price increase of season passes at the Aquatic Center, and the punch card for Braemar Field. Motion made by Strother to recommend the attached proposed 2023 Parks & Recreation Department fees to the City Council. Motion seconded by Good. Motion carried. C. 2022 Work Plan Discussion Initiative #1 – Present Information about Parks and Recreation Facilities, Services, and Systems with up to Six Community Groups. No update given. Initiative #2 – Report and provide recommendations on alternative funding sources for park related improvements including parks, facilities, and enterprise upgrades. No update given. Initiative #3 – Research Opportunities to Expand Volunteer Assistance for Park Initiatives. No update given. Initiative #4 – Provide Support with Educational Opportunities for the Local Option Sales Tax in the Community as Needed. Initiative completed. Initiative #5 – Review and Comment on Amendments to the Park Ordinances Being Recommended by Staff for Update. Initiative completed. Initiative #6 – Review and Comment on the Proposed Grandview Plan. No update given. VIII. Chair and Member Comments Chair Ites noted he hopes people will get out to vote, because it is evident that Braemar Arena needs work. IX. Staff Comments A. Informational Items Staff Liaison Vetter gave the following updates:  Last play at the golf course was Oct. 31.  The Sports Dome is now up.  The schedule for the backyard rink has been pushed back due to weather.  Edinborough Park has pickleball courts available in the morning. Upcoming Meetings and Events Staff Liaison Vetter stated that the December Parks & Recreation Commission meeting could be taken off the schedule if the Commissioner desires. Staff does not have any agenda, discussion or report items. X. Adjournment Motion made by Good to adjourn the Nov. 1, 2022 meeting at 8:39 p.m. Motion seconded by Pfuhl. Meeting adjourned.
