Concord, a neighborhood situated on the north corner of Highway 62 and east of Highway 100, and Countryside, west of 100 in central Edina, went through a process that includes establishing a basic set of bylaws, holding an annual meeting, electing officers and ensuring membership is available to everyone within the neighborhood. No dues can be charged in neighborhoods designated by the City. The two neighborhoods have established a connection with the City that has a myriad of benefits: “City-recognized neighborhoods serve as an additional communication channel between the City and neighborhoods to ensure that residents are informed and have the opportunity to provide input on policies and projects that effect the area,” said Assistant City Manager Karen Kurt. Research has shown that neighborhoods with higher level of interconnectedness produce a higher level of health and safety. Organizations can begin the process of forming a neighborhood association by contacting the City and setting up an informational meeting. City staff will then work to reach out to neighborhood residents and businesses to garner interest in the effort of organizing an association. “For residents in the Countryside area, as a result of our neighborhood association, we’ve enjoyed increased communication between residents and City staff, have influenced the design of the new Countryside Park and had input into the Tracy Avenue road reconstruction,” said Countryside resident Christine Henninger. The new associations join the Morningside neighborhood, which became the first City-recognized neighborhood earlier this year, and receive a website landing page, copying services, free meeting space in City facilities, guest speakers from City staff and an annual City-wide neighborhood workshop.
