August 16, 2023
I. Call To Order
Chair Bennett called the meeting to order at 7:00 PM.
II. Roll Call
Answering the roll call were: Commissioners Daye, Padilla, Strauss, Smith, Felt, Hu, and Chair Bennett.
Staff Present: Cary Teague, Community Development Director, and Liz Olson, Administrative Support
Specialist.
Absent from the roll call: Commissioner Bornstein, Miranda, Olson, Gandhi
III. Approval Of Meeting Agenda
Commissioner Padilla moved to approve the August 16, 2023, agenda. Commissioner Felt
seconded the motion. Motion carried unanimously.
IV. Approval Of Meeting Minutes
A. Minutes: Planning Commission, July 26, 2023
Commissioner Felt moved to approve the July 26, 2023, meeting minutes. Commissioner
Daye seconded the motion. Motion carried unanimously.
V. Community Comment
Mr. Robert Rustack, 6232 Idlewood Lane, addressed the Commission regarding opposing rezoning a parcel of
land at 5780 Lincoln Drive.
Director Teague offered comments that can be reviewed in the official meeting video.
Community Comment was closed by general consensus.
VI. Public Hearings
A. Zoning Ordinance Amendment – Multi-Family Housing in the City’s PCD-1 and
PCD-2 Zoning Districts

Director Teague presented the request for a zoning ordinance amendment – Multi-family housing in the
City’s PCD-1 and PCD-2 Zoning Districts. Staff recommended approval of the zoning ordinance
amendment, Option B, as outlined in the staff report.
Staff answered Commission questions.
Public Hearing
Ms. Janey Westin, 6136 Brookview Avenue, addressed the Commission regarding her concerns with the
proposal.
Mr. Kent Kramer, 5713 Parkwood Lane, addressed the Commission regarding the option B language.
Mr. Daniel Eaton, 5712 Parkwood Lane, addressed the Commission regarding his concerns with the
project meeting existing codes.
Commissioner Padilla moved to close the public hearing. Commissioner Daye seconded the
motion. Motion carried unanimously.
The Commission discussed the zoning ordinance amendment and offered comments that can be reviewed
in the official meeting video.
Motion
Commissioner Daye moved that the Planning Commission recommend adoption to the City
Council of the Zoning Ordinance Amendment Option B and recommended the following
language subject to review by the city attorney: multiresidential uses, as long as no part of any
dwelling unit be located in a basement or on the first story of a building. The first level and
basement within a multi-residential building must be permitted uses in the PCD-1 or PCD-2
District. Commissioner Padilla seconded the motion. Motion carried unanimously.

Commissioner Felt moved to adjourn the August 16, 2023, Meeting of the Edina Planning
Commission at 8:47 PM. Commissioner Daye seconded the motion. Motion carried unanimously.
