Call to Order Vice-Chair Pfuhl called the meeting to order at 7 p.m. II. Roll Call Answering roll call were Commissioners Ites, Luangrath, Pfuhl, Spanhake, Weaver, Ytterbo and Haas Commissioner Welsh arrived at 7:03 p.m. and Student Commissioner Horsager arrived at 7:10 p.m. Absent: Commissioner Doscotch and Student Commissioner DeFor Staff Present: Staff Liaison Perry Vetter, Assistant Director Recreation & Facilities Tracy Peterson, Assistant City Manager Lisa Schaefer and Administrative Coordinator Janet Canton III. Approval of Meeting Agenda Motion made by Haas to approve the meeting agenda. Motion seconded by Weaver. Motion carried. IV. Approval of Meeting Minutes Motion made by Haas to approve the April 11, 2023 minutes. Motion seconded by Weaver. Motion carried. V. Special Recognitions and Presentations A. Board and Commission Member Review Assistant City Manager Schaefer reminded the Commission of the Board and Commission roles throughout the city, gave an update on the annual work plan process, and reviewed ethics and conduct. The Commission asked questions regarding carryovers and special topics. VI. Community Comment None VII. Reports/Recommendations A. Human Service Task Force – Call for Volunteers Staff Liaison Vetter updated that the goal is to get one member from each commission to represent on the Task Force. Meetings will meet in June, September, and two in October. B. 2023 Work Plan Staff Liaison Vetter relayed the first three initiatives are review and comment. As the projects become more active staff will involve those leads to comment. Draft Minutes☐ Approved Minutes☒ Approved Date: 6/13/2023 Initiative #1 – Support Fred Richards Park Implementation. Staff Liaison Vetter updated they are still in negotiations on professional services for the build-out. Initiative #2 – Support Braemar Park Implementation. Staff Liaison Vetter updated there are professional services on board already and they are trying to get reoccurring appointments on the schedule. Initiative #3 – Support Braemar Arena Implementation. Staff Liaison Vetter updated that it is still unsure if they will be in the remodeling phase or pursuing a referendum for expansion. Commissioner Spanhake asked if there is any action that can be taken prior to a clear focus on what is going to happen. Initiative #4 – Alternative Funding Sources. Commissioner Weaver updated that the group met to review funding and had lots of questions. The working group is puzzled about what exactly is being asked of them. Staff Liaison Vetter updated that the purpose of the initiative is a study and report on what alternative mechanisms are out there. Initiative #5 – Comparable Community Parks/Recreational Opportunities. Vice-Chair Pfuhl updated that the working group has not yet met but they are working on developing a simple survey to gain feedback on what people are doing outside the city and why. Initiative #6 – Parks & Recreation Presentations. Commissioner Weaver updated on the rough draft of the PowerPoint presentation. The Commission asked if the presentation could be added to the June agenda. VIII. Chair and Member Comments No comments IX. Staff Comments A. Informational Items Staff Liaison Vetter gave the following updates:  Next Tuesday, May 16 at 5:30 p.m. is the Work Session with the City Council.  The Arbor Day event at Rosland Park went well with 50 trees planted. Making the current total of 749 trees planted out of the 1,000 NextGen tree goal.  Centennial Lakes Park has opened the paddle boats and putting course.  The Golf Dome season has concluded. B. Upcoming Meetings and Events  The next Parks & Recreation Commission meeting will be held on June 13 at 7 p.m. X. Adjournment Motion made by Haas to adjourn the May 9, 2023 meeting at 8:02 p.m. Motion seconded by Weaver. Meeting adjourned.
