Thursday, August 10, 2023 7:00 PM I.Call To Order Chair Martinez called the meeting to order at 7:02pm. II.Roll Call Answering roll call were Chair Martinez, Vice Chair Lukens, Commissioners Haugen, Lanzas, Tessman, and Schima. Late: Commissioner Dakane arrived at 7:15pm, Commissioner Hovanec arrived at 7:20pm. Absent: Commissioner Weber, student commissioners Rawat and Machart. III.Approval Of Meeting Agenda Motion by Bayardo Lanzas to Approve Meeting Agenda. Seconded by Tom Tessman. Motion Carried. IV.Approval Of Meeting Minutes A.Minutes: Energy and Environment Commission July 13, 2023 Motion to approve with the condition that EEC comments on staff report regarding carryout bags be reviewed and confirmed or rephrased based on meeting recording. Motion by Hilda Martinez Salgado to Approve Meeting Minutes. Seconded by Cory Lukens. Motion Carried. V.Community Comment No community comment was received During "Community Comment," the Board/Commission will invite residents to share relevant issues or concerns. Individuals must limit their comments to three minutes. The Chair may limit the number of speakers on the same issue in the interest of time and topic. Generally speaking, items that are elsewhere on tonight's agenda may not be addressed during Community Comment. Individuals should not expect the Chair or Board/Commission Members to respond to their comments tonight. Instead, the Board/Commission might refer the matter to staff for consideration at a future meeting. VI.Reports/Recommendations A.Draft Carryout Bag Fee Ordinance for Comment EEC is supportive by staff additions of 2b and 2c Commissioners discussed what a report related to 2d could look like B.2024 Workplan Development Discussion Commissioners discussed the 2024 work plan initiatives. Commissioners will approve their 2024 work plan proposal to be advanced to Council at their September meeting. C.Monthly call for communication requests Commissioners requested that staff draft one-pagers to share with businesses via the Green Business Outreach Program about City environmental regulations and resources. VII.Chair And Member Comments Commissioners discussed progress on the 2023 initiatives related to Time of Sale Energy Disclosure and commercial tree ordinance amendment. Commissioners received an update about organized trash hauling considerations in the City. VIII.Staff Comments Staff thanked GreenCorps Member Kayla Koplitz for her service with the City, which concludes on August 31, 2023. IX.Adjournment The EEC meeting adjourned at 8:34pm. Motion by John Haugen to Motion. Seconded by Ukasha Dakane. Motion Carried. T he City of Edina wants all residents to be comfortable being part of the public process.
