Generally speaking, items that are elsewhere on tonight's agenda may not be addressed during Community Comment. Individuals should not expect the Chair or Board/Commission Members to respond to their comments tonight. Instead, the Board/Commission might refer the matter to sta% for consideration at a future meeting. Masks are optional. Thursday, January 12, 2023 7:00 PM I.Call To Order Chair Martinez called the meeting to order at 7:01pm. II.Roll Call Answering roll call were Vice Chair Horan, Commissioners Haugen, Hovanec, Lanzas, Lukens, Schima and Tessman, Chair Martinez, Student Commissioner Machart and Student Commissioner Rawat. Absent: Commissioner Dakane III.Approval Of Meeting Agenda Motion by Michelle Horan to Approve Meeting Agenda. Seconded by Bayardo Lanzas. Motion Carried. IV.Approval Of Meeting Minutes A.Minutes: Energy and Environment Commission December 8, 2022 Motion by Hilda Martinez Salgado to Approve Meeting Minutes. Seconded by Tom Tessman. Motion Carried. V.Community Comment Community Comment was received. EEC agreed to invite special presenters to their Feb 9 meeting, on the topic of No Mow May. During "Community Comment," the Board/Commission will invite residents to share relevant issues or concerns. Individuals must limit their comments to three minutes. VI.Reports/Recommendations A.EEC 2023 Work Plan EEC agreed to launch its Tree Celebration Campaign work plan item in summer or fall, when trees are in bloom. Commissioners Martinez and Hovanec volunteered to co-lead the single-use bag work plan item with Commissioner Dakane, if Council approves a work plan amendment. EEC agreed to update the name of the "Green Business Recognition Program" to "Green Business Outreach Program." B.Approve Resolution No. 2023-XX: Support for No Mow May Initiative 2023 Motion by John Haugen to Approve No Mow May Resolution of Support, advance to Council. Seconded by Michelle Horan. Motion Carried. C.EEC Working Group 2023: Green Business Recognition Program EEC received information from Vice Chair Horan about recruiting a new working group to support the Green Business Outreach Program. The Working Group application will be open until Feb 28. D.Monthly call for communication requests No new communication requests were received. Commissioner Tessman is working directly with Edina Communications Director on No Mow May communications planning. Commissioner Lukens is working directly with Edina Communications Director on Green Business Outreach Program communications. VII.Chair And Member Comments Chair Martinez invited Commissioners to share any comments. None were received. VIII.Staff Comments Staff shared that Edina is recruiting a new Sustainability Specialist. Recruitment closes January 18th. IX.Adjournment The EEC meeting was adjourned at 8:25pm. To:Energy and Environment Commission Item Type: Other From:Grace Hancock, Sustainability Manager Item Activity: Subject:Annual Chair/Vice Chair Nomination & Selection Action CITY OF EDINA 4801 West 50th Street Edina, MN 55424 www.edinamn.gov ACTION REQUESTED: Nominate and select the Chair and Vice-Chair of the EEC for the 2023-2024 commission cycle. The selection results of Chair and Vice-Chair will be effective on March 1, 2023. Refer to the Commission Member Handbook for more information. INTRODUCTION: ANNUAL OFFICE ELECT IONS Annual Elections Timeline. Per City Code, each board and commission is required to annually elect a Chair and Vice Chair. As outlined in all board and commission bylaws, boards and commissions are asked to hold their annual elections in February. The results of each annual election must be reported to the Community Engagement Manager for record-keeping purposes. Election Process. A quorum must be present in order to hold elections (a quorum is half of the voting members plus one). At the regular scheduled meeting selected for annual elections, the current Board or Commission Chair opens the floor for nominations. Once all members have had the chance to nominate a member or themselves, the Board or Commission can take a vote or member can make a motion to nominate a chair and/or vice chair. In the case of a split vote, a Board or Commission could table their annual elections to the next scheduled meeting to allow more member input. Office Terms. P er City Code, each appointed Chair and Vice Chair shall serve a term of one year. No person shall serve more than three consecutive one-year terms as Chair of a board or commission. A Chair elected to fill a vacancy shall be eligible to serve three full terms in addition to the remainder of the vacated term.
