II.Roll Call Answering roll call were Chair Martinez, Vice Chair Lukens, Commisioners Haugen, Weber, Lanzas, Hovanec, Tessman, Schima, Dakane, and Student Commissioners Pugh and Langsweirdt. III.Approval Of Meeting Agenda Motion by John Haugen to Approve Meeting Agenda. Seconded by Teri Hovanec. Motion Carried. Motion by Stephen Schima to Approve Commercial Tree Ordinance. Seconded by Hilda Martinez Salgado. Motion Carried. VII.Chair And Member Comments Chair Martinez thanked Staff Liaison Hancock for her service. VIII.Staff Comments Liaison Hancock shared the hiring plan for the new Sustainability Manager Liaison Hancock thanked the EEC for the chance to work together, as Hancock leaves the City for another position. INTRODUCTION: See attached report. ATTACHMENTS: Description Merchant Carryout Bag Reduction Ordinance Education and Outreach Campaign Proposal The CITY of EDINA Merchant Carryout Bag Reduction Ordinance Education and Outreach Campaign Bag Print Working Group Proposal December 2023 The CITY of EDINA www.EdinaMN.gov Campaign Goals* 2 1.Generate broad awareness of the merchant carryout bag ordinance among businesses and shoppers in the City of Edina by providing accessible, reliable, and timely information about the ordinance. 2.Ensure that businesses and shoppers can easily access the resources they need ahead of implementation. 3.Engage community partners in helping with outreach. *In a latter phase (post July 2024), consider integrating BYOB into a broader City waste-reduction campaign (Green to Go; Organics Composting; Buy Less, Buy Local, etc.). The CITY of EDINA www.EdinaMN.gov Measurement 3 A successful campaign will be measured by: •Annual bag usage reported to the City at the end of the first year (July 1, 2024 to June 30, 2025) •Number of complaints related to knowledge of the bag ordinance once it goes into effect •Social media metrics and website metrics, including visits, views, and feedback •One-on-one or round table interviews with key community partners and businesses 2-3x during the first year of the ordinance; 1-2x in subsequent years The CITY of EDINA www.EdinaMN.gov Audience 4 While the audience for this campaign is all businesses (minus those exceptions noted in the ordinance) and individuals who shop in Edina*, particular attention should be paid to the following groups within our community: •Seniors •Diverse communities (ex. Somali, Latino, etc.) •Small, independent businesses *Note that not all shoppers are Edina residents. The CITY of EDINA www.EdinaMN.gov Messaging Considerations 5 •Bring Your Own Bag •Also consider: •Bringing people along — we’re all in this together •Positive participation over punitive action •Let’s work together to change our footprint and bag the bag/kick the habit of relying on single-use bags and bring our own instead •Waste reduction in order of importance: Refuse, Reduce, Reuse, Recycle The CITY of EDINA www.EdinaMN.gov Budget 6 •In order to be as effective as possible, this should be a large campaign in the range of $15,000-$25,000 •Some suggested areas to budget for: •Mailer to businesses •Galleria digital ad (4 weeks) •Is it advisable/possible to split into two week increments? •Southdale backlit ad (4 weeks) •Is it advisable/possible to split into two week increments? •Posters/Printing Fund for Businesses The CITY of EDINA www.EdinaMN.gov Campaign: Rollout* 7 Jan. and Feb. 2024 - Website launch Initial outreach to businesses March 2024 -Social media campaign emphasizing voluntary change ahead of the ordinance -Community engagement (videos, profiles): Why do you BYOB? April 2024 -Earth Day tie-in -Mailer to businesses May and June 2024 - In-market for print campaign - Community events and activities (Build a bag, Event in a Box) July and Aug. 2024 -Business e- newsletter -Tips for how to remember to BYOB *This rollout timeline does not include all aspects of the campaign - rather strives to address feedback about the importance of community and business engagement/ voluntary compliance for BYOB prior to a push about the bag fee. The CITY of EDINA www.EdinaMN.gov Campaign Elements: Website 8 •A comprehensive, engaging, visually appealing, content rich website is foundational to this campaign. •The site should have a direct URL that can be easily remembered and be highly visible on the City’s homepage as well as Better Together Edina. •Consider a #hashtag that can be use for branding and social media. We make an impact when we act together! The CITY of EDINA www.EdinaMN.gov Campaign Elements: Print 12 •Posters and flyers •Mailing to businesses (4,000 pieces) that direct to the online toolkit, signage templates, FAQ, and online training video (see Beyond the Bag: Bring Your Own Bag training video) •Utility bill stuffers — can something be printed on the actual bill? •Think about targeted zip codes •If the City does a bag giveaway program, encourage people to bring their mailer to trade it in for a bag (get two bags and give one to a friend) •Edina Sun Current ad (and neighboring cities of Richfield and Bloomington as well) •Edina Magazine ad •Regional newspaper and magazine ads •Strategic, prominent signage (backlit ad displays and in-facility signs or banners) •Southdale, 50th and France/Nolan Mains, Galleria, Centennial Lakes, Senior Center, Edinbourgh, Bus Transit Lines and Hubs, Libraries, Churches The CITY of EDINA www.EdinaMN.gov Campaign Elements: Online 13 •Online •Promoted Social Media •Video: Edina TV, Mayors Minute, Edina Theatre Ad, On the Job, Video with known faces, neighbors, guy on the street, and businesses all sharing why and how they bring their own bag •E-Newsletter (business-specific) •Provide pre and post support re: the ordinance •Training video •Engage business liaisons in determining additional content The CITY of EDINA www.EdinaMN.gov Campaign Elements: Community Engagement 14 •Engage Edina Chamber of Commerce and prominent businesses leaders in community to ensure they are informed personally about the ordinance and have the materials they need to help make others aware of it (also include businesses that were part of the survey interviews in the spring) •Utilize an expanded Green Business Outreach Group to help educate businesses about the ordinance; ensure Commissioners and Neighborhood Association leaders are informed as well •Although restaurants are excluded from the ordinance, work with Public Health to encourage restaurants to reduce single-use bag usage (ex. ask first or offer bags on request); share this information with Green to Go details •Add more boomerang bag bins (take a bag, leave a bag) at strategic locations around the City and provide businesses with a toolkit to setup one of their own if they wish •Consider BYOB murals on buildings (possible collaboration with Arts & Culture Commission) The CITY of EDINA www.EdinaMN.gov Campaign Elements: Events 15 •Create an Event in a Box for website and to share with Neighborhood Associations that encourages neighbors to host no-sew bag making parties and/or bag swap gatherings •Explore partnerships with Edina Community Ed, Project Earth and FACS classes (middle and high school), and community groups to have bag sewing gatherings The CITY of EDINA www.EdinaMN.gov 16 Font and color makes it stand out Playful yet makes the point Campaign Visuals: Boulder, CO The CITY of EDINA www.EdinaMN.gov 17 Addresses that there are a variety of reasons why shoppers might consider switching to reusable bags; personal not preachy Campaign Visuals: Manley, Australia The CITY of EDINA www.EdinaMN.gov 18 Opportunity to tailor BYOB messaging by location and medium (ex. “Whatever your Style, Make it Reusable” for places like the Galleria and Southdale; “Pack with Purpose” for bus stops and reminder messages in parking lots) Visual bag (show that paper, plastic, and compostable will all cost $0.05; your own bag is free!)
