Call To Order Chair Sorensen called the meeting to order at 4:31 p.m. II. Roll Call Answering roll call were Commissioners Amlaw, Johnson, Westlund, Fram, Stemmler, Faeth, Zbaren; Student Commissioners Anand; and Chair Sorensen. Staff Present: Parks and Recreation Director, Perry Vetter, and Recreation Supervisor, Laura Fulton. Commissioner Chandler entered the meeting at 5:10 p.m. III. Approval Of Meeting Agenda Motion made by Fram to approve the January 26, 2023 meeting agenda, seconded by Westlund. Motion carried. IV. Approval Of Meeting Minutes Motion made by Amlaw to approve the December 15, 2022 meeting minutes, seconded by Faeth. Motion carried. V. Community Comment Caroline Jackson, Edina City Council member stopped by the meeting to thank Commissioners for their work in the community and with the commission. Jackson also informed the Commission that the Governor announced the bonding budget and the City of Edina was in the budget for $10,000 for the new fire station. VI. Reports/Recommendations A. Art Facility Space Planning Work Session Discussion • Director Vetter introduced the presentation about a space, size and cost analysis and done by city staff and staff from HGA Architects. Vetter introduced Nancy Blankfard, Becky Krull Kraling, and Ashley Grizzell. • Krull Kraling presented the review to the Commission. Three options were presented; rebuilding the Fire Station 2, a pottery forward new build and a full new art center build out. • City staff presented programming opportunities at for each site analysis. • Commission commented and agreed to review plans and come up with feedback. The initiative group will move forward with further review. B. 2022 Initiative #2: Microgrant Process Recommendation Draft Minutes☒ Approved Minutes☐ Approved Date: • Commissioner Faeth presented the updated Microgrant Process recommendation created for Council. • Commission reviewed document and discussed opportunity. Commission agreed that an advisory communication document to move forward with adding the second phase of the microgrant process would be sent to Council in an upcoming meeting. Motion was made by Chandler to send an advisory communication to the Edina City Council to recommend adding Phase #2 of the Microgrant initiative to the ACC Work Plan. Seconded by Westlund. Motion passes. C. 2023 Work Plan • Initiative #1: Review and recommend décor and public art elements for 5146 Eden Ave. o Chair Sorensen presented that the project is currently under construction in fall 2023. • Initiative #2: Street art Policy and Practices o Commissioner Stemmler mentioned that the initiative group has had their initial meeting and is discussing how they want to proceed this year. o Vetter mentioned city staff hope to partner with Forecast Public Art in 2022 to flesh out a public art masterplan. The process is in its very beginning stage. • Initiative #3: Public Art Incorporated in Planning and Development o Chair Sorensen reported that initiative group needs to touch base with the planning commission to see if a public art check box o Vetter recommended that the Commission members become familiar with Envisio, the new software that the City is utilizing for work plan reporting. Vetter will send the feed back from the legal recommendations from the last report to initiative members. • Initiative #4: New Art Center o Chair Sorensen mentioned that it was a great presentation and good conversation earlier in the meeting and the commission is excited to be moving forward. • Initiative #5: Add Art Wraps to City owned Utility Boxes. o Staff member Fulton reported that she was meeting with the Bloomington Creative Placemaking group to research the process they used to design and create their wraps for utility boxes. • Initiative #6: Grow the ACC presence at Performances on the Plaza, Fall into the Arts, Edina Fourth of July Parade, Juneteenth, and other city events. o Chair Sorensen presented that Musikant is interested in working together to move forward with performances on the plaza again this summer. o Commission members are looking for new opportunities to promote the ACC. o Fulton will add City Events to the Commissioner Meetings and Events list. VII. Chair And Member Comments Draft Minutes☒ Approved Minutes☐ Approved Date: • Vetter and Chair Sorensen discussed a grant opportunity presented by Bloomberg Philanthropic. Commission discussed opportunity and decided not to pursue the grant at this time but will think about opportunities for future funding ideas. • Commissioner Amlaw mentioned that city staff was hosting a city workshop to discuss the new fire station after their commission meeting and that she would attend. • Commissioner Chandler announced that the February meeting would be her last. Commission congratulated and thanked Chandler on her years of service. VIII. Staff Comments • 2023 Meeting dates were presented. • Staff member Fulton presented upcoming art programming and attendance IX. Adjournment Motion was made by Amlaw to adjourn the January 26, 2023 meeting of the Arts and Culture Commission, seconded by Johnson. Motion carried. INTRODUCTION: February 23 is the last official meeting for Commissioners Chandler and Johnson and Chair Sorensen. We thank them for their years of service and wish them well in their future ventures! To:Arts and Culture Commission Item Type: Report and Recommendation From:Laura Fulton, Recreation Supervisor Item Activity: Subject:Annual Election of Officers Action CITY OF EDINA 4801 West 50th Street Edina, MN 55424 www.edinamn.gov ACTION REQUESTED: Conduct annual election of officers. INTRODUCTION: Annual Elections Timeline. Each Board and Commission is required to annually elect a Chair and Vice Chair. As outlined in all Board and Commission bylaws, Boards and Commissions are asked to hold their annual elections in February. Election Process. A quorum must be present in order to hold elections (a quorum is half of the voting members plus one). At the regular scheduled meeting selected for annual elections, the current Board or Commission Chair opens the floor for nominations. Nominations will be first accepted for the Chair and a vote will take place. Then nominations will be accepted for a Vice Chair and a vote will take place. Once all members have had the chance to nominate a member or themselves, the Commission can take a vote. Vote will be by hand and not by paper ballot. A member may nominate him/herself for a position. There must be a second for each nomination. In the case of a split vote, a Board or Commission could table their annual elections to the next scheduled meeting to allow more member input. Office Terms. Per City Code, each appointed Chair and Vice Chair shall serve a term of one year. The term of Chair and Vice Chair will begin on March 1 of each year. No person shall serve more than three consecutive one-year terms as Chair of a Board or Commission. A Chair elected to fill a vacancy shall be eligible to serve three full terms in addition to the remainder of the vacated term. Duties of the Commission Chair are: · Prepare agenda with staff liaison · Lead meeting and facilitate discussion · Ensure bylaws are followed · Maintain meeting decorum · Facilitate development of annual work plan · Consult with members regarding attendance issues · Encourage participation by commissioners and the public Duties of the Commission Vice Chair are: · Support the Chair as needed · Perform the Chair duties if the chair is unavailable Date: March 30, 2023 Agenda Item #: VII.B. Small pieces of specialized fabric, including silk materials, will be used to create several precious items. Projects include Norigae charm, pill box, and a wind bell. Drawing the Figure from Life Thursdays, 1:00-4:00 pm March 23- April 13 and April 20-May 25 With a live, unclothed model, capture the human form in both quick action poses and sustained poses. Learn how to finish a drawing incorporating form, anatomy, beauty of line and “sculpting” the body from within. Students split the model fee; final cost depends on the number of people who register.
