Call To Order Chair Westlund called the meeting to order at 4:32 p.m. II. Roll Call Answering roll call were Commissioners Amlaw, Curtin, Faeth, Fram, Scully, Stemmler; Student Commissioner Konkimalla; and Chair Westlund. Staff Present: Parks and Recreation Director, Perry Vetter, Staff member Laura Fulton Commissioner Zbaren entered the meeting at 4:36 p.m. III. Approval Of Meeting Agenda Motion made by Scully to approve the May 25, 2023 meeting agenda, seconded by Curtin. Motion carried. IV. Approval Of Meeting Minutes Motion made by Curtin to approve the April 27, 2023 meeting minutes, seconded by Amlaw. Motion carried. V. Special Recognitions and Presentations A. Board and Commission Member Review • Assistant City Manager Lisa Schaefer presented the Annual Boards and Commission Review to the Arts and Culture Commissioners. VI. Reports/Recommendations A. 2023 ACC Workplan Updates • Initiative 1.1.1: Grandview Public Art i. Director Vetter reported that the bridge behind the site will be installed soon. • Initiative 1.1.2: Street Art Policy and Practices i. Commissioner Stemmler updated the Commission on the research being done by the initiative group. ii. Fulton reported that staff will be meeting with Forecast Public Art to discuss Public Art policy development. • Initiative 1.1.3: Public Art Incorporated in Planning and Development i. Commissioner Zbaren reported that there are no updates at this time. ii. Commission discussed putting initiative 1.1.3 on hold to focus on other initiatives. • Initiative 1.1.4: New Art Center Draft Minutes☒ Approved Minutes☐ Approved Date: i. Commissioner Amlaw presented an overview of the tours that the initiative group took of art centers around the metro. ii. Commissioner Curtin discussed her observations of the sites. iii. Initiative group will be putting together a report for staff to discuss findings. • Initiative 1.1.5: Utility Boxes i. Chair Westlund reported that staff has completed the page on Better Together Edina and will putting the call out for art in June. Commission discussed how to proceed in choosing art upon completion of artist call. • Initiative 1.1.6: ACC Involvement at Performances on the Plaza and other Community Events i. Commissioner Stemmler discussed the Performances on the Plaza is now called Music on the Plaza. Commission discussed participation. ii. Commission decided against having a presence at the Edina Art Fair, Fourth of July parade and Juneteenth. iii. Commission will have a presence at the Edina Fall into the Arts Festival. • Initiative 1.1.7: Micro Grant Phase 2 i. Commissioner Faeth presented a draft report to the Commission ii. Commission will review document and make edits within the next two weeks. Initiative group will edit document and bring it back to the June meeting. B. Upcoming ACC Meetings Discussion • Director Vetter reminded Commissioners of options to schedule meetings around lack of quorum or lack of agenda items. • Chair Westlund requested that all commissioners look at their calendars and we discuss scheduling issues at the June meeting. VII. Chair and Member Comments VIII. Staff Comments A. Staff member Fulton mentioned that the Edina Fire Department is building a new Fire Station and the ACC may have the opportunity to assist with Public Art decisions. B. Fulton requested assistance with documenting current artwork on the new GIS Public Art map. An area map will be sent for Commissioners to view and for possible volunteer opportunities. C. Director Vetter requested that Commissioners begin thinking about initiative ideas for 2024. D. Fulton updated Commissioners on upcoming programming at the Art Center. IX. Adjournment Motion was made by Fram to adjourn the May 25, 2023 meeting of the Arts and Culture Commission, seconded by Zbaren. Motion carried. Update is on hold Fram (lead), Faeth, Stemmler, Scully, Student member Konkimalla Q4 Review and Recommend décor and public art elements for 5146 Eden Ave. Charge 3: Review & Recommend Initiative 1.1.2 Street Art Policy and Practices Research and review programs currently implemented in other cities around the metro. Analyze local data and evaluate how a program can be implemented in the City of Edina. Initiative members are researching how street art is currently proposed and allowed within the City of Edina. Working to develop a recommendation to send to City Council to guide promotion and implementation of beautification through street art. Stemmler (lead), Amlaw, Westlund, Fram Q4 Report for Council.Charge 1: Study & Report Initiative 1.1.3 Public Art Incorporated in Planning and Development Update public art report started by the commission in 2021 that looks at incorporating public art in planning and the development process. Initiative members are reviewing memo created in 2021, outlining a process to add Public Art to public planning documents. Initiative members are working to redo sections in the memo that are not allowed due to state statute. Zbaren (lead), Faeth, Amlaw, Curtin Q2 Report to Council.Charge 1: Study & Report Initiative 1.1.4 New Art Center Continue Advocating for a new Art Space and bring the community perspective to the sta process that will review facility space needs and projects of probable cost scenarios. Commission received a report from City Hall sta and sta from HGA. The report gave an overview of three options available for a new Art Center space. Initiative members gave feedback to sta aer processing the information. Amlaw, Zbaren, Westlund, Curtin Q4 Review and comment on Art Center planning strategy.Charge 2: Review & Comment Initiative 1.1.5 Utility Boxes Add Art Wraps to City owned Utility Boxes. ACC will jury artwork and chose artists to be represented throughout the City. City sta is working with the communications department to finalize an application and process for receiving art ideas from the public. A timeline is being established for the process, initiative members will jury applications. Wraps are tentatively planned for Fall 2023. Promote ACC initiatives and art in Edina. Initiative members are analyzing ACC participation in other city events, in addition to the Performances on the Plaza held at 50th and France. Participation may include tenting to solicit community engagement. ATTACHMENTS: Description Staff Report: 2024 Work Plan Development 2024 Work Plan Template June 22, 2023 Arts and Culture Commission Members Laura Fulton, Recreation Supervisor 2024 Work Plan Development Information / Background: To aid in the development of the 2024 Work Plan proposal, staff would like to provide the Commission with the following guidance and recommendations: General 1. Commission work plans are developed by the Commission, not the staff liaison. 2. Commissioners are encouraged to review the goals from the Arts and Culture Commission Chapter of the 2018 Comprehensive Plan when considering work plan initiatives. 3. There should be at least one commissioner willing to lead each initiative for the Commission to propose it. 4. Work plan initiatives should not include City Department work plan initiatives. While there may be overlap, the role of the Commission should be made clear. 5. List proposed initiatives in order of priority (#1 is highest priority). 6. Commissions should be careful not to overload their work plan, but pursue an achievable number of initiatives. 7. The “Parking Lot” is reserved for initiatives the Commission considered but did not propose as part of the work plan. These items are not considered approved and would require a work plan amendment approved by Council to allow the Commission to begin work. Initiative & Outcome Fields When writing initiatives, make sure the following points are addressed: 1. What is the specific action/outcome? 2. Describe what the Commission will do. In July, create a soft, huggable sock puppy with a doghouse fit for canine royalty – a puppy palace! In August, have a playdate with a dino and create a fantastic work of dinosaur art. This is a great class for siblings to attend together. Children must be accompanied by a caregiver. First Saturday Art Lab All Ages Saturday, August 5 10:00 – noon With so many art options, let’s explore them all! Staff will be on hand to assist as families explore the many different mediums and create fun projects.
