I. Call To Order
Vice-Chair Westlund called the meeting to order at 4:31 p.m.
II. Roll Call
Answering roll call were Commissioners Curtin, Faeth, Fram, Scully, Stemmler, Zbaren, and Chair
Westlund.
Staff Present: Parks Director Perry Vetter, Staff Liaison Laura Fulton
III. Approval Of Meeting Agenda
Motion made by Fram to approve the meeting agenda of the September 14, 2023 meeting,
seconded by Faeth. Motion carried.
IV. Approval Of Meeting Minutes
Motion made by Curtin to approve the August 24, 2023 meeting minutes, seconded by
Zbaren. Motion carried.
V. Reports/Recommendations
A. 1.1.2: Street Art Policy and Practices
• Stemmler presented the final copy of the street Art Initiative Study and Report.
Motion made by Curtin to approve the Street Art Initiative Study and Review to send to
Council, seconded by Faeth. Motion carried.
B. 2023 ACC Workplan Updates

i. No updates at this time, initiative is on hold.
• Initiative 1.1.4: New Art Center
i. Vetter presented that a Letter of Intent will be brought forth to the City Council
at the next City Council meeting to review and comment on an agreement to
authorize staff to work with Hennepin County on a colocation site for a new art
center.
ii. Commission members discussed opportunities for public art as the building
progresses, as well as community participation in the engagement session that
took place earlier at the Hennepin County Southdale Library.

• Initiative 1.1.5: Utility Boxes
i. Westlund announced that utility box art has been chosen and that a handout on
how commissioners chose artists would be available at the next meeting.
ii. Fulton presented that the utility box wrappings will begin in the next month. All
artists have been contacted.
• Initiative 1.1.6: ACC Involvement at Performances on the Plaza and other Community
Events
i. Westlund thanked commission members for their participation at the Edina Fall
into the Arts Festival.
ii. For upcoming events, a box with a tablecloth, volunteer information and
giveaways will be available for commission members.
iii. Initiative will roll over to 2024.
• Initiative 1.1.7: Micro Grant Phase 2
i. Commissioner Faeth will be presenting the report to the City Council at the
next City Council meeting.
C. 2024 Work Plan Development
• Westlund presented the draft 2024 workplan.
i. Initiative 1 includes community perspective of a new art center. Staff will reword
the initiative to be specific to the collaborative space that is approved by City
Council. Initiative will be finalized once the letter of intent is discussed with the
City Council.
ii. Initiative 2 will revolve around the Edina Art Grant program. Commissioner
Faeth discussed how to word the initiative to both develop the program and also
review and select/execute the program in 2024. Fram requested her name be
added to this initiative.
iii. Initiative 3 combines opportunities for new city facilities and locations, including
the new Fire Station, Grandview, Fred Richards and the new art center, to
participate in the selection of public art at these locations.
iv. Initiative 4 continues Commission participation in events such as the Edina Fall
into the Arts Festival and other city events.
v. Commission discussed alternate initiatives. Among the discussion was filling
empty storefronts with art work and partnering companies who own those
spaces with artists who are interested in displaying work. Another idea was to
take the Street Art initiative from 2023 and discuss opportunities like Asphalt
Art with other city commissions.
vi. Commission members agreed to add an initiative 5 to include presenting the
street art report to other commissions as a tool for commissions to use when
working together on public art and land use design opportunities.
• Commission will continue to think about and research opportunities to partner with
other commissions in future years.

Oct. 3 when the chairs present at 2024 workplans to the City Council.
VII. Staff Comments
A. Fulton reminded Commission members to make sure they have the correct dates on their
calendars for the remainder of 2023, as dates work around the holidays.
VIII. Adjournment
Motion was made by Scully to adjourn the Sept. 17, 2023 meeting of the Arts and Culture
Commission, seconded by Curtain. Motion carried.

month at 4:30 p.m. at the Edina City Hall (4801 West 50th Street, Edina, MN, 55424). For the 2024 calendar

Initiative Title: Bring the community perspective to the art center colocation with the Hennepin County Library project
Initiative Description: As the Hennepin County Southdale Library project advances, the Arts and Culture Commission
will continue to bring the community perspective and assist as the city moves forward as a tenant for a new art center
design.

perspective to the process and provide feedback during that process. This will be a joint city staff/commission effort.
Liaison Comments: ACC is interested in being involved in the new art center effort and provide community perspective
and knowledge of the art world. We appreciate any perspective they can offer as we move forward.

Initiative Title: Implement year 1 of the new Edina Art Grant Program
Initiative Description: Work with City staff to develop and implement the Edina Art Grant Program.
Deliverable: Review and select art application projects to be implemented.

Budget Required (completed by staff): Funds will be needed for this project. $5,000 per year is the initial
recommended amount for the microgrant awards from the Public Art Fund.
Staff Support Required (completed by staff): Communications and marketing will be instrumental as we move forward
with this project. This may require multiple hours of staff time as we establish the program. Once it is established,
however, it should be an easy project to continue on a yearly basis without much added need pending annual funding
reviews.
Liaison Comments: Supportive to implement year 1 of this program and evaluate results.
City Manager Comments: Council approved this plan in 2023. In 2024, the Commission should add an evaluation
component to their work plan or this project.

Initiative Title: Review Public Art Opportunities for New City Facilities and Locations
Initiative Description: As the City builds out Grandview, Fire Station #2, Fred Richards Park and other projects, the Arts
and Culture Commission will review art and décor elements and make public art recommendations.
Deliverable: Review and recommend public art projects to be implemented.

skills in the realm of public art will be valuable as projects move forward.

Initiative Title: Present and Inform Street Art/Public Art Policy and opportunities to other City Commissions
Initiative Description: Present the Street Art Policy, including asphalt art, to the planning and transportation
commissions.
Deliverable: The presentation will ensure there is awareness on how the policy can assist the commissions in their
work as they review projects and applications. The ACC would be open to partnering on future projects as they are
identified to assist in solving land use or transportation concerns.

Liaison Comments: This initiative hinges on the City Council accepting and adopting the Street Art Policy that has
currently developed by the ACC. Tentative presentation to City Council in early October.
City Manager Comments: The commission will be bringing a Study and Report to City Council in Q4 of 2023. If council
encourages the continuation of this work the next step would be a Review and Recommend. The commission does not
need council approval to share the study and report with other commissions. The next opportunity for commissions to
develop work plan projects will be in the summer of 2024. Remove initiative.

Take your work to the next level with instructor Lockie Chapman! This is a great class to advance
your understanding of abstraction and develop your abstract painting skills. Learn tools to move
past creative blocks and evolve your expression in abstract painting. $150
Intermediate Oil Painting
Tuesdays, October 24 – November 28, 6 – 8:30 pm
Join instructor Scott Lloyd Anderson to build your skills in oil painting. Continue to learn color mixing
as you paint subjects of your choice. Scott will work with you on design, brushwork, and
understanding color as value. Students will practice drawing with the brush and explore different
ways to achieve paintings you can be proud of. $179
The Secret Life of Color
Fridays, October 27 – December 8, noon – 2 pm
Using the Hauschka intuitive watercolor painting process, this beginning class will cover exercises
to explore the nature of each color and color mixing. This method of painting is a gentle introduction
to the creative process. It invites us to open to our unconscious and, through the process, allow an

Art Fusion Studio for Teens
Wednesdays, 4:30 – 6:30 through December 6
Designed for Teens who love art, this program offers you an escape to the Edina Art
Center! Each meeting will start with a different short lesson with a supportive mentor-
teacher, followed by open studio time. With the teacher available for advice and
consultation, you’ll be able to paint, draw, create digital artwork, and more. Note: You are
welcome to register throughout the session for a pro-rated fee.
More opportunities for ART!
Open Studio runs every Friday from noon to 4 pm. $5 drop in sessions available or
register online. Space available for those who want to draw, paint and create together.
