Call To Order Chair Sorensen called the meeting to order at 4:35 p.m. II. Roll Call Answering roll call were Commissioners Amlaw, Johnson, Westlund, Fram, Stemmler, Zbaren, Student Commissioners Anand and Konkimalla; and Chair Sorensen. Commissioner Chandler arrived at 4:40 Staff Present: Parks and Recreation Director, Perry Vetter, Parks and Recreation Supervisor, Laura Fulton III. Approval Of Meeting Agenda Motion made by Amlaw to approve the September 22, 2022 meeting agenda, seconded by Westlund. Motion carried. IV. Approval Of Meeting Minutes Motion made by Fram to approve the August 25, 2022 meeting minutes, seconded by Johnson. Motion carried. V. Special Recognition a. Commission welcomed and introduced themselves to new Student Commissioner Nikhil Konkimalla. VI. Reports/Recommendations A. 2022 Work Plan Updates  Initiative #1: Implement Year 2 of the Public Art Plan: Healing Circles  Commissioners Fram and Stemmler reported on initiative #1 and updated commission on curation of Healing Circles initiative. The Better Together webpage has launched and Artzonia is linked to the site so community members are able to view the submissions.  Chair Sorensen promoted the culmination of the event at Kuhlman Field/Community Center on Friday, Oct. 7, as well as a production of the event that will run on EdinaTV starting Oct. 15.  Initiative #3: As a new art space is pursued, the Commission will provide the community perspective to the planning process  Commissioner Amlaw presented an article to the Commission that ran in the Sun Current.  Commissioner Chandler discussed the City Council discussion at the previous City Council meeting.  Commission discussed how to move forward. Draft Minutes☒ Approved Minutes☐ Approved Date:  Commissioner Westlund discussed the League of Women’s Voters Forum and a discussion that happened surrounding the Art Center with candidates running for City Council.  Director Vetter discussed that staff will be compiling different models for Art Center options and presenting in 2023. As options become more fleshed out, Arts and Culture Commission will be invited to give more feedback.  Commission discussed writing a letter to the editor in feedback to the article written earlier in the week to the Sun Current.  Initiative #4: Public Art Poetry in the Parks 2022  Director Vetter reported that staff will be doing a walkthrough on Friday at all five etching locations and work will begin next week. B. 2023 Workplan Development  Chair Sorensen led the continuing brainstorming of the 2023 Workplan  Initiative #1: Review and Recommend on décor elements and programming for 5146 Eden Ave.  Committee will be Commissioners Faeth, Fram, Sorensen, Stemmler and Student Commissioner Konkimalla.  Commission discussed excitement for this initiative and interest in being a voice for public art in our community.  Initiative #2: Study and Report on City of Edina Street Art Policy and Practices  Committee will be Commissioners Stemmler, Amlaw, Westlund, Fram and Student Commissioner Anand.  Stemmler discussed his ideas for how this initiative will benefit the city.  Add a Review and recommend to the Parking lot for this initiative to discuss as the process moves forward.  Initiative #3: Review and Recommend Adding a Public Art Component to Planning and Public Development  Committee will be Commissioners Zbaren, Faeth, Chandler and Amlaw.  Staff will bring a parallel Public Arts Master Plan component to this initiative as we move forward.  Commission discussed working with the Planning Commission to add a public art component that will benefit the community and ensure the creation of a defined process for new developments building in the City of Edina to include art in their projects  Initiative #4: Continue Advocating for a new Art Space (Review and Recommend) and bring the community perspective to the process.  Committee will be Commissioners Amlaw, Zbaren, Westlund and Chandler  Commission discussed bringing in a working group as this initiative moves forward.  Initiative #5: Review and Decide: Add Art Wraps to City owned Utility Boxes  Committee will be Commissioners Westlund, Johnson and Student Commissioners Anand and Konkimalla.  Commissioners discussed that this initiative will be a project where the ACC works with staff to complete initiative actions.  Initiative #6: Grow ACC presence at Performances on the Plaza and other City events. Draft Minutes☒ Approved Minutes☐ Approved Date:  Committee will be Faeth, Stemmler, Sorensen, Johnson and Student Commissioner Anand.  Commission discussed creating opportunities to promote the ACC at events like the POP series and other events like the Edina Art Fair and Edina Fall into the Arts Festival.  Commission motioned to accept the 2023 proposed workplan as discussed. Motion made by Sorensen to approve the 2023 Arts and Culture Workplan, seconded by Chandler. Motion carried. VII. Staff Comments  Updated 2022 Meeting dates were presented.  Staff member Fulton presented on First Free Saturday Art programming. VIII. Adjournment Motion was made by Chandler to adjourn the September 22, 2022 meeting of the Arts and Culture Commission, seconded by Amlaw. Motion carried. November 7 & 14 5:30 – 7:30 Exploring Abstraction Ages 16+ Designed for students with some painting experience, we will explore abstract composition in depth and develop our own personal styles over the course of this 6-week class. October 26 – December 7 1 – 4 pm Intermediate Oil Painting from Photos Ages 16+ 6-week class designed for advanced beginners and intermediate painters who are looking to advance their skill working with a photo reference. We’ll explore: How does the eye see compared to how the camera sees? How can we take photos that inspire our own creativity and practice on canvas? Instructor Scott Lloyd Anderson is a nationally known oil landscape painter and teacher.
