Call To Order Chair Sorensen called the meeting to order at 4:31 p.m. II. Roll Call Answering roll call were Commissioners Amlaw, Westlund, Fram, Chandler, Stemmler, Faeth, Student Commissioners Anand and Konkimalla; and Chair Sorensen. Commissioner Zbaren arrived at 4:45 Staff Present: Parks and Recreation Director, Perry Vetter, Parks III. Approval Of Meeting Agenda Motion made by Westlund to approve the October 27, 2022 meeting agenda, seconded by Amlaw. Motion carried. IV. Approval Of Meeting Minutes (change where we met…..) Motion made by Faeth to approve the September 22, 2022 meeting minutes, seconded by Fram. Motion carried. V. Reports/Recommendations A. 2022 Work Plan Updates • Initiative #1: Implement Year 2 of the Public Art Plan: Healing Circles • Chair Sorensen discussed with the Commission what went well with the first in person event after the pandemic and thanked Commissioners Stemmler and Fram for their hard work on the process. • Commissioner Stemmler announced that there were 2,085 pieces of art exhibited on the Artzonia website. Thirteen different schools participated. More content will be added by the end of the year to the Better Together page. • Commissioners Fram and Stemmler discussed the positive aspects of the project and the opportunities to improve upon with the Commission. • Initiative #2: Microgrant process • Chair Sorensen discussed the opportunity to reopen the microgrant initiative. Commissioner Faeth expressed interest in moving forward with researching and discussing opportunities to work with the Commission to finalize the report. • Director Vetter informed the Commission about the public art budget available through the City budget and how money is handled through the Edina Community Foundation. • Initiative #3: As a new art space is pursued, the Commission will provide the community perspective to the planning process • Director Vetter presented that city staff will be pursuing modeling of what could happen in a new art center. Arts and Culture Commission will be brought in once the models are complete to discuss. Draft Minutes☒ Approved Minutes☐ Approved Date: • Commissioners discussed the coverage that this topic received in the Sun Current and agreed upon a letter to the editor. • Initiative #4: Public Art Poetry in the Parks 2022 • Chair Sorensen announced that five of the etchings are complete and a documentary will be coming out on Nov. 1, presented on EdinaTV. • Initiative #5: Performances on the Plaza • Chair Sorensen discussed plans for the 2023 Concert Series. Commission discussed opportunities for the upcoming year. B. 2023 Workplan Development • Chair Sorensen informed the Commission that the 2023 workplan has been presented and that the workplan will be finalized in December. Initiatives are listed below. Commission discussed. • Initiative #1: Review and Recommend on décor elements and programming for 5146 Eden Ave. • Initiative #2: Study and Report on City of Edina Street Art Policy and Practices • Initiative #3: Review and Recommend Adding a Public Art Component to Planning and Public Development • Initiative #4: Continue Advocating for a new Art Space (Review and Recommend) and bring the community perspective to the process. • Initiative #5: Review and Decide: Add Art Wraps to City owned Utility Boxes • Initiative #6: Grow ACC presence at Performances on the Plaza and other City events. VI. Chair/Member Comments • Chair Sorensen discussed the presentation of 2023 workplan to Council. • Chair Sorensen congratulated Student Commissioner Konkimalla on a successful Varsity Band Concert. • Chair Sorensen announced an opportunity to meet with a member of the public from 50th and France to discuss a new project idea. • Chair Sorensen announced that there would be a TedXEdina talk will be taking place on October 8th and 9th. • Commissioner Amlaw complimented the programming email that goes out monthly from the Edina Art Center. VII. Staff Comments • Updated 2022 and 2023 Meeting dates were presented. VIII. Leads Fram, Stemmler, Sorensen, Anand (s) Target Completion Date: Oct. 3-7, 2022 Progress Q1: ACC has met with Edina Public Schools and established a timeline and project outline. The initiative has been renamed “Healing Circles” by both parties. Progress Q2: A curator has been chosen and ACC has worked with school district to create program guidelines for “Healing Circles” digital public art Progress Q3: Students have begun work on healing circles in the schools. Virtual Gallery is up on ArtZonia. BetterTogether is hosting a page to showcase initiative. Outcome: Initiative presented on Oct. 7 during the Edina Football game. Healing Circles was projected on the Edina Community Center. EdinaTV has since run an article on the cable channel centered on the Healing Circles Project. Poetry has been selected; Parks have been selected. Contract is under negotiation. Progress Q2: Sandblasting company has been hired and is working on stencils of five of the poems to be etched in 2022. Outcome: Five poems have been sandblasted into five locations in Edina (Centennial Lakes Park, Utley Park, Yancey Park, Arden Park and Edina High School). Five other poems will be installed during the spring of 2023. Leads Sorensen (lead), Anand (s), Johnson Target Completion Date: Aug. 2022 Progress Q1: Two new proposals have been submitted from Musikant and are under review by staff. Tabling options will be available. Progress Q2: Performances on the Plaza hosted a successful season. ACC participation was high, including performances by student commissioners and Emcee duties by Commissioners. Outcome: POP series ended at the end of August. Commission felt their presence was useful at the events and will continue to support the community during performances on the plaza in the future. ACC has been in contact with owners and will collaborate when opportunities arise Progress Q2: Theater is complete. Ribbon cutting and grand opening will be hosted at the end of September. All commissioners to be invited. Approved by City Council December 7, 2021 Outcome: Theater is complete. Commission continue to network with owners to provide opportunities for more art programming in the City. Parking Lot: (These items have been considered by the BC, but not proposed as part of this year’s work plan.
