Call To Order Chair Rubin called the meeting to order at 4:30 p.m. II. Roll Call Answering roll call were Commissioners Chandler, DiLorenzo, Isaacs, Martin, Morgan- Nelsen, Rubin, Suckow, and Student Commissioners Konkimalla, Piela, and Shen. Absent: Student Commissioner Shen; Commission Sorenson joined after roll call Staff present: Staff Liaison Tarnowski III. Approval Of Meeting Agenda Motion made by Chandler to approve the meeting agenda. Motion seconded by DiLorenzo. Motion carried. IV. Approval of Meeting Minutes Motion made by Martin to approve the December 17, 2020 minutes. Motion seconded by DiLorenzo. Motion carried. V. Reports/Recommendations A. Update on the 2021 Workplan Initiative #1: Virtual Interactive Arts Gallery An update was given by lead Commissioners (DiLorenzo/Konkimalla) on the initiative:  The gallery on the Better Together platform is being developed by students from the Edina High School Mosaic group with assistance by City staff  Mosaic members are organized as artistic, technology, communications sub- committees  Art by Edina students will be used when the site goes live and the call for submissions is posted  City Communications staff will assist with the call for submissions  The timeline was discussed with a “go live” date in early February  Development of RECtivity boxes around the theme of the gallery was suggested  Inclusion of elementary art teachers was suggested, and the Lead Commissioners reported that the Mosaic Communications team was in the process of contacting these teachers  Lead commissioners requested that Arts & Culture Commissioners make use of their social media networks to market the gallery  Potential opportunity might be an article in the Edina Magazine B. Discussion of Workplan Initiative #3 on opportunities for arts and décor elements in City developments Draft Minutes☒ Approved Minutes☐ Approved Date: 2/25/2020  Lead commissioners for this initiative (Rubin/Sorenson) reported having informal conversations with members of the Planning Commission C. Information on Chair/vice Chair and member selection processes  Reminder that Commission Chair/Vice Chair elections would occur at the February meeting  Reminder of the timeline for new Commissioner selection VI. Chair and Member Comments The Chair reported that Commission Isaac’s term ends with the February meeting VII. Staff Comments The Chair requested information on workshops and classes at the art Center and a brief report was given on current and upcoming workshops and summer camps VIII. INTRODUCTION: Members of the Arts and Culture Commission tasked with overseeing the virtual art gallery have requested the use of funds to expand marketing initiatives. INTRODUCTION: The “I” in Edina piece was approved for installation on the Promenade, north of Centennial Lakes Park as part of a call for student artist submissions. Due to the student being a minor, staff has not listed their name in this report. The piece was extremely popular, standing roughly four feet tall and approximately 15 feet long. The letters E, D, N, A were constructed so an individual or group could stand in the middle and complete the “I” in Edina. At the time, the material selection was not defined for permanent installation and the material selection did not stand the rigor of the elements. The piece was removed from the public art collection due to the material degradation. The piece was removed from the public art collection due to the material degradation. Since that time, two strategic steps have been completed. The Arts and Culture Commission has created a three-year public art program and it has been approved by the City Council. That program expands the definition of public art, evident by the current virtual gallery. Permanent pieces of public art are still a part of the program. City staff has also completed a review of materials needed to accept a permanent piece of public art. The selection of durable, outdoor materials is a main component of a decision to accept something on a permanent basis. If an artist or exhibit does not wish to or have the ability to invest in durable materials, we will discuss upfront that the piece will be viewed as temporary and agree upon the conditions that would call for its removal based on how it lasts in the elements. Since both of those steps have been completed, staff feels comfortable bringing forward a request to commission a permanent public art piece for the “I” in Edina. By using the same visual and artistic details the city will commission a permanent installation on the promenade. The piece will only differ slightly from the original as the city will ensure the “I” section is compliant with the Americans with Disability Act. Staff will confirm final details with the student artist prior to installation. To:Arts and Culture Commission Item Type: Report and Recommendation From:Perry Vetter, Parks and Recreation Director Item Activity: Subject:Annual Election of Officers Action CITY OF EDINA 4801 West 50th Street Edina, MN 55424 www.edinamn.gov ACTION REQUESTED: Elect Chair and Vice Chair for the Arts and Culture Commission beginning March 2021. INTRODUCTION: Annual Elections Timeline Each Board and Commission is required to annually elect a Chair and Vice Chair. As outlined in all Board and Commission bylaws, Boards and Commissions are asked to hold their annual elections in February. Election Process A quorum must be present in order to hold elections (a quorum is half of the voting members plus one). At the regular scheduled meeting selected for annual elections, the current Board or Commission Chair opens the floor for nominations. Nominations will be first accepted for the Chair and a vote will take place. Then nominations will be accepted for a Vice Chair and a vote will take place. Once all members have had the chance to nominate a member or themselves, the Commission can take a vote. Vote will be by hand and not by paper ballot. A member may nominate him/herself for a position. There must be a second for each nomination. In the case of a split vote, a Board or Commission could table their annual elections to the next scheduled meeting to allow more member input. Office Terms Per City Code, each appointed Chair and Vice Chair shall serve a term of one year. The term of Chair and Vice Chair will begin on March 1 of each year. No person shall serve more than three consecutive one-year terms as Chair of a Board or Commission. A Chair elected to fill a vacancy shall be eligible to serve three full terms in addition to the remainder of the vacated term. Duties of the Arts and Culture Commission Chair are: Prepare agenda with staff liaison Lead meeting and facilitate discussion Ensure bylaws are followed Maintain meeting decorum Facilitate development of annual work plan Consult with members regarding attendance issues Encourage participation by commissioners and the public Duties of the Arts and Culture Commission Vice Chair are: Support the Chair as needed Perform the Chair duties if the chair is unavailable Date: February 25, 2021 Agenda Item #: VII.A. INTRODUCTION: The Edina City Council appointed Board and Commission members at the Feb. 17, 2021 City Council meeting. Alyssa Fram, Laura Westlund and Susan Johnson were appointed to the Arts and Culture Commission. Their terms begin with the March meeting and run through March 1, 2024. Staff will reach out to the new members to plan orientation.
