Individuals must limit their comments to three minutes. The Chair may limit the number of speakers on the same issue in the interest of time and topic. Generally speaking, items that are elsewhere on tonight's agenda may not be addressed during Community Comment. Individuals should not expect the Chair or Board/Commission Members to respond to their comments tonight. Instead, the Board/Commission might refer the matter to sta% for consideration at a future meeting. Call To Order The meeting was called to order at 4:30 p.m. II. Roll Call Answering roll call were Commissioners Chandler, Hegley, Isaacs, Klein, Konkimalla, Miller, Morgan-Nelsen, Pardo, Rubin, and Suckow Staff present: Staff Liaison Susan Tarnowski Guests: Judy Harvey, Paul Harvey, George Burr, John Hoffacker III. Approval Of Meeting Agenda Motion made by Miller to approve the meeting agenda. Motion seconded by Klein. Motion carried. IV. Approval Of Meeting Minutes Motion made by Isaacs to approve the Dec. 27, 2018 minutes. Motion seconded by Miller. Motion carried. V. Community Comment Edina community member J. Harvey has been interested in commission itself, especially its focus on a new Art Center. She attended as a member of the Edina Chorale and said approximately one-third of the 80 Chorale members live in Edina, rehearsals are held at Edina High School, and the Board of Directors meets in Edina City Hall. The Chorale pays for storage in Burnsville. She has followed the minutes and attended concerts of the John Philip Sousa band; she is pleased the commission has included performing arts in its discussions. She would like to see choral music as well as other performing arts included in the Commission's planning. Harvey named five Edina locations in which Chorale performances have been recently held and noted that the Chorale would also be singing in Orchestra Hall on March 3rd of this year. The budget for the Edina Chorale was not known. Harvey stated that the chorale promotes its activities through its website, Facebook, email, and word of mouth. Commissioner Rubin stated that there is definitely a need for performing arts. He thanked the community members for speaking and invited them to stay for the remainder of the meeting. VI. Reports/Recommendations A. Planning for Public art Three things are occurring simultaneously: Coordinate the public art program in 2019 Development of an ACC three-year plan for Public Art Parallel developments such as the Commission involvement in the Pentagon Park South focus groups Commissioner Chandler outlined a process for “planning to plan” a three-year work plan for Public Art in Edina: Articulating/assessing what we've done in the past (Klein, Morgan-Nelsen) Gathering input from Edina residents, including students, as our constituents through focus groups, surveys, conversations, and other means Examining arts in public places activities in other cities/towns/suburbs Reviewing collected information as a Commission Conducting a visioning session like we did for the ACC chapter in the Edina Comprehensive Plan Establishing goals, objectives, strategies, timeframe, and budget Document a framework: Past, Concurrent efforts, Budget considerations Commissioners identified three themes: Conservation: need approximately $9000 to restore permanent works Influencing the thinking around Art in city development Develop new projects that include a variety of art forms Commissioners asked about any report that might have been sent following the panel session on Public Art with Jack Becker last spring. Liaison Tarnowski will follow up on this request. Student Commissioners Konkimalla and Pardo recommended that the Commission should develop relationships with the schools. The Commission should ask what students want and how students can contribute to the public Art Planning effort. Commissioners discussed needed to define the terms art located in public places vs. Public Art for this planning effort. Commissioner Hegley suggested ultimately developing a five-year rolling plan. Chandler summarized next steps: • Participate in Pentagon Park South focus groups (3) led by Jack Becker • Lead cross-commission meeting between ACC and HRRC February 7, 2019 at 7:00 in City hall in the mayor's Conference room. Goals: Diversity and equity should be considered and reflected in whatever public art the commissions recommends; guided by values • Commissioner Hegley to facilitate the visioning process: Goal is to put scope and form to these ideas and take public art into new areas • Make recommendations on the handling current Public Art sculptures – these are in place until May 2019; handling bare pedestals; Tarnowski will bring a list of works that should be removed by May 2019 • Survey Edina residents about what public Art should be in Edina • Develop Public Art awareness concepts and venues Day of Art, Edina Art Fair, and Fall into the Arts Festival . VII. Chair and Member Comments Commissioner Rubin reported on the HRA meeting he attended on Thursday, January 17, 2019. The discussion centered on the Grandview property, valued at $11M, and what to do with it as well as the Fred Richards Park, which as 42 acres. Commission Chandler reported on an email exchange with City Council Member Staunton suggesting a need for a “city hub” that might house an art and community center as well as coalition of organizations like Community Fund, Chamber, Rotary, and others with a vested interest this type of space - one-stop-shop. VIII. Staff Comments Staff Liaison Tarnowski reminded Commissioners of their sponsored event on February 9, 2019 from 7-9 p.m. at Braemar: the Valentine’s Day concert and Dance with the Rockin’ Hollywoods. She also reminded them of two upcoming Authors’ Studios at the Edina Art Center. IX. Adjournment Motion made by Isaacs to adjourn the January 24, 2019 meeting. Motion seconded by Chandler.
